RE: Lease-Purchase of New City Vehicles
The Mid-Year Budget for Fiscal Year 97/98 also included the lease-purchase of(6) 1998 Crown
Victoria Police Pursuit Vehicles. At the time the budget was approved, Ford had stopped
manufacturing the 1998 models and was not taking any further orders.
Staff contacted Ford dealerships throughout the State of Florida and none had any extra police
pursuit vehicles in stock. Therefore, the sole source of these vehicles was through Allen Vigil's
Southlake Ford located in Morrow, Georgia.
The Georgia Ford dealership offers the same pursuit vehicles as the vehicles offered through the
Florida Sheriff's Association contract at a price difference of$334.00 per vehicle. In addition to
this price difference, we will be responsible for shipping charges of $260.00 per vehicle,
delivered within(1)week.
Staff contacted Suntrust Bank, Ford Motor Credit Company, and Commercial and Municipal
Capital, LLC for financing. Based upon a lease term of 3 years; Suntrust Bank interest rate is
5.85%, Ford Motor interest rate is 5.85%, and CMC interest rate is 6.25%. Therefore, it was
determined that Suntrust Bank is the most cost effective financing source.
RECOMMENDATION
It respectfully is recommended that the City Commission approve the Lease Purchase Agreement
between the City and Suntrust Bank and authorize execution thereof by the Mayor and City
Clerk and further authorize the Mayor and City Clerk to execute all documents necessary to
consummate the transaction contemplated by the Agreement.
