Shira, Community Relations/Projects Director+ S Subject: Special Events Permit for July 4th Celebration Attached please find the Special Events Permit Application for the City of Ocoee's July 4th Celebration. The "Type of Event" is listed as a concert, as music is the main theme of the day. A fireworks show will take place at the end of the evening. Food will be served by individual vendors and there will be a few other activities to help keep the children occupied. All this will take place on the grounds of the Municipal Complex, with the large field area at the gazebo serving as the main location for both the stage and audience. The fireworks will also be viewed from this area, although they will be fired from Central Park. It is hard to estimate the number of people expected as the City has not held an event of this nature in the past. The "best guess" is that some people may arrive at 4 p.m. and stay through the fireworks,but the crowd will probably start small and grow as we get further into the evening. We intend to staff both the Municipal Complex Park and Central Park. The Municipal Complex Park will have about 5-10 employees to deal with food vendors, band members, the public, and to generally help the event run smoothly. Public Works Department staff will help with parking cars in the designated lots. We will also have 7 police officers there with two officers placed at the road closing points (on North Lakeshore Drive near the boat ramp and at Oakland Avenue), two others for help with traffic control and parking, two for crowd control, and one supervisor. Fire Station 1 will provide emergency response coverage. There will be two police officers initially at Central Park when the fireworks company begins setting up to ensure people do not go near the detonation site. Another officer will join them later in the afternoon so that we will have three officers to ensure people do not enter the "fall out" zone. This area will be barricaded and signed, but because we have mapped out a rather large "safety zone", the officers are needed to ensure proper control of the area. There will be at least one fire inspector at the site at all times to ensure proper procedures are followed and there 045ed- Page 2 Special Events Permit May 27, 1998 will be fire/rescue people on sight during the fireworks show. There will also be four officers along Flewelling that evening to block the street between Cardinal and Spring and block traffic from entering Flewelling at Hill and Orange. These officers will wait until the fireworks show has ended, and then will proceed to the Bluford Avenue area to help the officers stationed at the Municipal Complex with traffic control at the end of the evening. Other than the stretch of Flewelling from Cardinal to Spring Streets and the short piece of North Lakeshore Drive from the boat ramp to Oakland Avenue, all roads will remain open. There are some other attachments to the permit application regarding the specifics on the fireworks display. Our fire inspectors have met with Melrose Pyrotechnics, the company doing the fireworks show, and Rick Cernech of Melrose will be forwarding all the necessary paperwork. The backgrounds statement should include a complete history of the experience of the individuals involved with respect to their use to fireworks, including a detailed list and explanation of each and every accident resulting from the use of fireworks which the individual has been responsible for, or involved in. 6) A map showing exact launch point and area of fallout.
