Citizen Advisory Council for Police Department(3 year terms)
The term of Mr. Norman Beier will expire July, 1998. He has served since July, 1989 and is
willing to serve a new term should you wish to reappoint him.
Action needed:Appointment/Reappointment for term to expire July, 2001.
Recreation Advisory Board (2 year terms)
Mr. Chris Caldwell has resigned because he has moved out of the City. His term would have
expired October, 1998. You may wish to consider appointing a new member to complete his
term and to serve a new two year term to expire October, 2000 as well.
Action needed:Appointment for term to expire October, 1998 (or October, 2000).
Attached is the only application on file submitted by an applicant who has not been previously
appointed to a board. The applicant indicates interest in serving on the Recreation Advisory
Board as a second choice. Also attached is Mr. Caldwell's resignation letter, a brief description
of City boards and current member listings for the two boards.

QUALIFICATION SUMMARY
Mr. Golden serves as a senior hydrogeologist and project manager in Hartman & Associates,
Inc.'s Hydrogeological Department. He has over 14 years experience in all aspects of
groundwater resources planning, analysis, contamination assessment and remediation, and
solidwaste facility permitting and monitoring. Mr. Golden has managed many large successful
solid waste projects throughout the State of Florida.
EXPERIENCE
Mr. Golden's representative project experience follows:
• Schofield Class III Landfill. Orange County. Florida Mr. Golden was project manager and
Senior Hydrogeologist for the proposed Class III, 80 acre Schofield landfill in West Orange
County, Florida. He successfully obtained an FDER approval to the Groundwater monitoring
and operational plans. Expert witness for permit support.
• 545 Clay and Landfill - West Orange County. Florida. As Senior Project Manager, Mr.
Golden prepared and managed the groundwater monitoring plan design and permitting for the
Danbury Road Landfill, Class III. Operated by Orange Waste, Inc., the landfill accepts C&D
wastes and recycles tires and compost. The monitoring system design by Mr. Golden consists
of 17 deep monitoring wells that are sampled and reported to the FDEP bi-annually.
• Duval County. Florida_ Class I Landfill. Mr. Golden prepared the groundwater monitoring
plan for this 800 acre proposed Class I landfill. The hydrogeologic study as approved by the
FDER included a system of 50 piezometers and over 70 borings to characterize the site. The
monitoring system included over 30 upper and lower aquifer monitoring wells.

• Uncontrolled Landfill Remediation. Orlando. Florida. Mr. Golden, as project manager for
Phase II environmental audit, discovered an abandoned landfill of commercial and residential
waste. Test pits and ground penetrating radar surveys were conducted to delineate the size of
the landfill. Mr. Golden prepared a health and safety plan for OSHA level C protection during
the landfill excavation and removal. The landfill wastes were proven to be non-hazardous and
cost-effectively removed to a local Class I sanitary landfill to prepare the site for development.
• Pine Hills Landfill. Orange County. Florida. As project director for this abandoned landfill
under Orange County ownership, Mr. Golden conducted a contamination assessment plan,
groundwater monitoring plan design, and assessment report for the FDEP. A system of eight
(8) monitoring wells were designed and installed under Mr. Golden's direction.

QUALIFICATION SUMMARY
Mr. Golden serves as a senior hydrogeologist and project manager in Hartman & Associates,
Inc.'s Hydrogeological Department. He has over 14 years experience in all aspects of
groundwater resources planning, analysis, contamination assessment and remediation, and phase I,
II and III audits. Mr. Golden has successfully managed many large contamination assessment and
remediation projects throughout the State of Florida.
Mr. Golden is considered an expert on Florida's storage tank rules and state-of-the-art storage
tank compliance and remediation facilities. He has over eight (8) years of specific experience in
serving public and private sector clients in storage tank management issues. In that time, Mr.
Golden has prepared and managed petroleum tank compliance and cleanup programs for fueling
operations at terminals throughout the Southeast; for communication firms responsible for over
200 tanks in Florida; and for convenience store chains responsible for over 1,500 tanks in Florida,
Georgia and the Carolinas.
In addition, Mr. Golden has provided expert testimony in the support of clients storage tank
litigation and has presented papers at numerous seminars on petroleum remediation and
contamination assessment projects.
Mr. Golden has been directly involved with the direction and management of over 1,000 real
estate or industrial environmental and RCRA compliance audits since 1987. These projects have
included all phases of assessment from vacant land to large industrial facilities.
EXPERIENCE
Mr. Golden's representative project experience follows:
• For the Greater Orlando Aviation Authority, Mr. Golden has managed numerous storage tank
projects including aboveground tank installation, UST removal, contamination assessments
(6), and the remediation of over 3,000 tons of jet fuel contaminated soils. He has also assisted
in long term compliance planning for GOAA.
• RCRA Compliance Audit, Grumman Corporation, St. Augustine. Florida. Mr. Golden
completed a full plant compliance audit for a large quantity generator and storage facility for
hazardous waste from aircraft renovation. A complete audit of the 800 employee plant
resulted in full compliance with RCRA after an FDER inspection. He prepared a Part B
RCRA permit application for disposal facilities and revised an emergency response
contingency plan.
• RCRA/Industrial Waste Compliance Audit, Manufacturing Plant. Sanford. Florida. Mr.
Golden completed a full plant compliance audit of a generator of metal and solvent hazardous
waste generator. The plant had a history of serious RCRA violations, but was found to be in
full compliance with FDER inspections following Mr. Golden's audit and recommended
corrective actions.
• Petroleum Storage Tank Management Program, AT&T Communications. Statewide, Florida.
Mr. Golden developed a storage tank management program for over 200 facilities throughout
the State of Florida. He prepared upgrade, removal and new facility design, and schedules to
comply with US EPA 40 CFR 280 and Florida Administrative Code Chapters 62-761 and
762. The management program has maintained full compliance with all local, state and federal
storage tank agencies.
• Contamination Assessment and Remedial Action Plan CAR/RAP. S&H Fabricating Facility,
Sanford, Florida. Mr. Golden was project manager at this metal fabricating facility,
experienced an accidental release of trichloroethylene. The project team assessed the full
horizontal and vertical extent of TCE in groundwater, and prepared a remedial action plan
which describes the design for clean-up groundwater in three aquifer systems within the
surficial aquifer. During the Contamination Assessment, the project team evaluated the
hydrogeology of the study site, the land surface into the Floridan aquifer and described the
hydrologic interactions of the three aquifer systems within the surficial aquifer and the
underlying Floridan aquifer. During the remedial design, the study team performed SVE and
aquifer performance tests in support of the remedial program.
• Contamination Assessment/Remedial Action Plan, Main Station, AT&T, Gainesville. Florida.
Mr. Golden managed removal of two 20,000 gallon USTs and conducted a CAR to assess
excessive soil and groundwater contamination at this large urban site. The extensive CAR
was approved by Alachua County in one month. The RAP was an aggressive design to
remediate the groundwater at the site and from adjacent off-site parcels, including soil vacuum
extraction, dual extraction and air-sparging. The remedial action was installed in October,
1995.
• Cattle DIP VAT. Orange County. Florida. Mr. Golden was project manager for the
contamination assessment and remediation of a cattle dipping vat on agricultural property
adjacent to a new Orange County Water Plant. He completed an approved assessment for
arsenic and organo chlorine pesticides in less than 3 months. The design of the remedial
action was to excavate the impacted soils for disposal at an approved Class I landfill. The

Florida Department of Environmental Protection approved the plan and the project was
completed on time and under budget.

BRIEF DESCRIPTION OF CITY BOARDS
BOARD OF ADJUSTMENT
Meets as needed
5 members, 2 alternates - 3 year terms
Duties: To hear and decide appeals for administrative review; to hear and recommend to
City Commission special exceptions and variances to the zoning ordinance.
CITIZEN ADVISORY COUNCIL FOR POLICE DEPARTMENT
Meets 3rd Thursdays, alternate months, 7:00 p.m.
No less than 15 members, no more than 25 members - 3 year terms
Duties: To promote and maintain communication, cooperation and a positive relationship
between the citizens of the City of Ocoee and the Ocoee Police Department.
CODE ENFORCEMENT BOARD
Meets 4th Tuesdays, 7:30 p.m.
7 members, 2 alternates - 3 year terms
(Membership will, when practicable, include an architect, a businessman, an engineer, a
general contractor, a sub-contractor and a realtor) .
Duties: To review infractions of City technical codes, negotiate compliance and impose
fines for failure to comply.
EDUCATION COMMISSION
Meeting day, time, frequency to be determined
No less than 7 members, no more than 15 members - 2 year terms
(Membership shall include at least one representative member for each public school
within the City.)
Duties: To improve the quality of education for Ocoee students by serving as an advisory
body to the City Commission on education issues within the City.
PERSONNEL BOARD
Meets as needed
5 members - 3 year terms
(Membership will include at least 1 City employee, 1 City Commissioner, 1 person who
holds management position with City, and 1 citizen of Ocoee who is not employed by and
does not hold office with City. All must be qualified electors of the City.)
Duties: Responsible for developing personnel policies for the City and recommending
such policies to City Commission for adoption.
PLANNING AND ZONING COMMISSION
Meets 2nd Tuesdays, 7:30 p.m. (and 4th Wednesdays, if needed)
7 members, 2 alternates - 3 year terms
(Membership will, when reasonable, include an architect, an engineer, a general building
contractor, a real estate agent and lay persons) .
Duties: Establishes principles and policies for guiding action affecting development in
the City and its environs. Determines whether special proposed developments conform to
the principles and requirements of the comprehensive plan. Acts in advisory capacity to
the City Commission.
RECREATION ADVISORY BOARD
Meets 3rd Mondays, alternate months, 7:30 p.m.
7 members - 2 year terms
Duties: To advise the City Commission, City Manager and Recreation Director on the
operation of the City's parks, recreational facilities and programs.
GENERAL EMPLOYEES' RETIREMENT TRUST FUND BOARD OF TRUSTEES
5 members: 2 employees, 2 residents and 5th member chosen by majority of the previous 4
members. 2 year terms
Duties: General administration and responsibility for the operation of the Retirement
Trust Fund for general employees.
POLICE OFFICERS' AND FIREFIGHTERS' RETIREMENT TRUST FUND BOARD OF TRUSTEES
5 members: 1 police officer, 1 firefighter, 2 residents and 5th member chosen by
majority of the previous 4 members. 2 year terms
