Shira, P.E., City Engineer/Utilities Director SUBJECT: Survey of Northwest Ditch As you are aware,the Northwest Ditch is one of the major drainage facilities serving the western part of Ocoee. This ditch serves as the outfall for an area stretching from Franklin Street on the south,to Peach Lake Manor on the east. Part of this ditch is within Ocoee's corporate limit, and the balance is in unincorporated Orange County. There are no good records describing the legal right of either the City or the County to enter onto the lands through which the ditch runs in order to maintain the ditch. The County received a survey proposal from Southeastern Surveying and Mapping for surveying work necessary to establish the location of the ditch in relation to the various land parcels it crosses. This work would provide the information required in order to obtain access and/or maintenance easements where none currently exist. A copy of that proposal is attached for your review. The County has asked that we participate in this survey effort on a pro-rata basis. Southeastern's proposal for surveying the entire length is $30,497.71, and Ocoee's portion of the survey cost would be $8,438.32. Since this ditch is so important to both the County and the City, it makes sense for both parities to formalize our easement rights along the portion we each maintain. This survey work will locate the ditch and describe its location with respect to underlying land parcels and existing maintenance and/or access easements. There may be, as a result of this work, a need to acquire additional easements in order to have legal access to all portions of the ditch which we maintain. These potential acquisitions are not a part of this proposal, and the extent of the easements needed cannot be defined until this survey work is completed. C I recommend that the City Commission authorize the transfer of $8,438.32 from Stormwater Contingency(current balance $82,125.00)to a stormwater fund operating account for payment of Ocoee's portion of the survey costs, and authorize the City Engineer to send a letter to Orange County agreeing to participate in the surveying program detailed in Southeastern's proposal dated January 19, 1999 in a not-to-exceed amount of$8,438.32. SCOPE OF WORK: Provide the Survey information necessary for the mapping of the subject drainage ditch in accordance with Chapter 61G1.7-6 P.A.C. and the Orange County specific requirements to include the following: 1. Perform the necessary section breakdowns to accurately calculate and draw those parcels in the project area. 2. Set sufficient control in the project corridor consisting of concrete monuments. This control will be reflected on the final drawing as a survey baseline and the monuments will be referenced outside of the limits of construction. 3. All right-of-way or easements will be referenced to the survey baseline by station and offset to include coordinate values. 4. Perform cross sections of the ditch in the project area at approximately 100.00 foot intervals. 5. Prepare a preliminary map of the project area reflecting the parcels and the location of the ditch. 6. After your review prepare a final map of the project area reflecting those areas that you anticipate needing an easement for maintenence. 7. Legal descriptions will be prepared for specific areas at your direction. All field notes will be recorded in books issued by and to remain the property of Orange County Public Works Engineering Department, Survey Section. 9. Vertical control will be based on Orange County datum(NGVD '29). Deliverables All computer files for this project will be AutoCAD Release 13/Softdesk compatible,and will be delivered 1v the County along with Six(6) acts of signed and sealed hard copies and a.set of mylars. All work will be complete within (45) days from your written notice to proceed and deviations from the established project schedule ofmore than one(1)week will be scrutinized and must be explained with corrective actions and identified. Field notes will reflect corners set for this project. The legal descriptions and sketches of description will require six signed and sealed drawings at 8 1/2 x 11.
