SUBJECT: Water Rate Study Consultant
On March 11, 1999 the Water Rate Study Consultant selection committee met to discuss the four
proposals that had been received.
The Request for Proposals listed several requirements that the proposals were to meet, and
indicated the selection criteria upon which the proposals would be rated and ranked.
After reviewing each proposal, each committee member independently ranked the proposal on
the selection criteria. Based on the individual ratings, a composite rating was developed to
determine which of the firms was rated highest by the group, second highest, and so on.
The two firms rated highest by the selection committee were Burton&Associates, with a
composite rating of 84.1 points out of a possible 100 points, and Hartman& Associates, Inc.
with a composite rating of 83.1 points.
The composite rating for the remaining two firms were 79.1 points for Public Resources
Management Group, Inc., and 73.5 points for Dunn& Associates Consulting Group, Inc.
The two firms rated highest by the selection committee have been invited to give a five minute
presentation to the City Commission, after which we request that the City Commission rank
these two in order of preference, and direct staff to begin negotiating a contract with the top
ranked firm.
