SUBJECT: AUTHORIZATION TO USE FORFEITURE FUNDS TO PURCHASE
EQUIPMENT AND SOFTWARE FOR ORANGE COUNTY SHERIFF'S
OFFICE RECORDS MANAGEMENT SYSTEM

ISSUE
Should the Honorable Mayor and Board of City Commissioners authorize the use of forfeiture
funds not to exceed $6,000 for the police department to purchase equipment and software for use
with Orange County Sheriff's Office records management system.
BACKGROUND/DISCUSSION
The Ocoee Police Department over the past years has had the ability to communicate with the
Orange County Sheriff's Office through a video terminal to obtain local information concerning
officer contacts and locations with suspects, local warrants, pawn records, etc. Because Orange
County has recently restructured its system we will soon be unable to maintain the current source
of information from the county. We currently, on a temporary basis, have the capability of
communicating with the Orange County through a video terminal now present within the
department. We do not have the appropriate tools and/or resources to obtain this information
when the County fully switches to the new system. With the County's new management system
it is allowing our department to have several redundant systems. First it allows our department
to have a redundances through Tallahassee with FCIC/NCIC system as well as a redundances
with AT&T to Washington for our in-vehicle computer system.
Last year the Commission approved $6,000 in capital expenditures for the purpose of
appropriating the needed equipment and software for connectivity with the County System.
Because of delays and setbacks on the County's part we were unable to requisition the equipment
or software needed to expend the money prior to the end of fiscal year 98/99.
RECOMMENDATION
It is respectfully recommended that the Honorable Mayor and Board of City Commissioners
authorize this request for the police department to utilize forfeiture monies not to exceed$6,000
to purchase three (3) stand alone computers and WRQ Reflection for Unix and Digital 7.0
software. Current forfeiture fund balance is approximately $115,000.00 C777I;---\
