Shira, P.E., City Engineer/Utilities Director Subject: SR 438— Utility Relocation Project As part of the proposed widening of SR 438 (Silver Star Road) from just west of Clarke Road to Hiawassee, we will need to relocate our water and wastewater facilities that are located within the current FDOT right-of-way. The plans for this relocation work must be prepared in conformance with FDOT standards, and will then be included in the FDOT plan set. The work will be performed by the contractor who is awarded the widening contract. This will allow us to take advantage of the economy of scale, and will remove any possible disputes as to the proper location of the new utility lines, since they will be installed in accordance with plans approved by FDOT, and by a contractor working directly for FDOT. Attached for your review and action is a proposal from Lochrane Engineering, Inc. for the preparation of the necessary utility relocation plans. Lochrane is the engineering firm selected by FDOT in accordance with the CCNA process, and currently working for FDOT to prepare the overall roadway widening plans. As such they are in a much better position than any other firm to provide us with plans that mesh with FDOT's overall project. The proposal submitted by Lochrane, a copy of which is attached, calls for them to prepare plans and specifications for the required work for a not-to-exceed fee of$58,565.00. Along Silver Star Road within the city limits, there are several tracts of land that have been obtained by the city for use as right-of-way. These tracts need to be formally transferred to FDOT for their use for this roadway widening project. FDOT has appraised these parcels at a value in excess of what we believe our costs will be for design and construction of any of our utility relocation work. Because of this, we believe that the net cost to the city for design and construction of all necessary utility relocation work will be minimal, if not zero. FDOT has agreed to advance a portion of the value of the right-of-way to the city now, to fund the utility relocation design contract with Lochrane. We have received work from FDOT that a check for$58,565.00 is forthcoming. I recommend that the City Commission, contingent on receipt of the check from FDOT, authorize Lochrane Engineering, Inc. to perform the work outlined in their proposal dated September 8, 1999 for the not-to-exceed amount of$58,565.00. The limits of the project begin at the intersection of Olympus Drive with Silver Star Road. The limits continue to the intersection of Coventry Lane with Silver Star Road and lie completely within the FDOT right of way of SR 438 (Silver Star Road). They also include the right of way of Johio Shores Road and Old Silver Star Road. The scope also includes utilities along Johio Shores Road to Old Silver Star Road and along Old Silver Star Road to Silver Star Road(SR 438). There are two utilities included in the work effort, a 12"watermain and a 6" sanitary sewer forcemain. Included with the relocation of these two utilities is the resolution of all conflicts, relocation of each system, where needed, and the re-connection of services. Engineering Services include design analysis,preparation of utility relocation plans, and utility coordination. Also included within the scope of services are quality computations, engineers estimate of costs, 2 field meetings, 3 progress meetings, supervision and quality control. Technical specifications will be prepared, as needed, to supplement the Florida Department of Transportations existing technical specifications.
