Wheeler, P.E. o&q,),/ Assistant City Engineer/Utilities Director/Construction Administrator SUBJECT: Water Treatment Plant Upgrade South and Forest Oaks WTPs Authorization to Purchase Equipment The Water Master Plan identified upgrading the water treatment plants as a part of the program referenced under the 1997 Utility Bond Issue. These upgrades to plant capacity were identified to be performed in the later stages of the current program. However, due to faster than expected growth some of the treatment plant enhancements need to be completed sooner than initially anticipated. Staff is proposing three groups of upgrades at the South and Forest Oaks WTPs. They are described as: High Service Pump Upgrade: This upgrade will only occur at the South WTP. Three of the original high service pumps need to be renovated to be able to operate within the system pressure range. During times of high demand the plant is unable to provide the adequate flow at the required delivery pressure from these three pumps. These three pumps do not need to be replaced, they only require that new pump shafts and impellers be upgraded to meet the delivery conditions. Therefore, instead of securing quotes from three different manufacturers for new pumps, Carter & VerPlanck, Inc. as the only licensed sales and maintenance representative for Ingersoll-Rand Pumps, Inc. was contacted. CIL-C In addition, the Engineering and Water Utility Departments need to have these pumps upgraded before the summer months and the high demand is realized. Therefore, we have requested quotes to speed up the standard delivery time from 10 to 11 weeks to 4 weeks. The cost to upgrade the three pumps is $21,285. The cost to expedite the delivery time down to four weeks is $3,749. The total cost of this work item is $25,034. This work will be paid from the Reserve and Replacement Fund. Hypochlorite Generator Upgrade: South WTP: At the South WTP the hypochlorite generator is rated at 250 pounds per day and during the summer months last year was operating in excess of 16 hours per day. This portion of the service area is experiencing substantial growth and it experienced significant demand for irrigation needs from our customers. The unit needs to be upgraded to a 500 pound per day unit. The entire unit does not need to be replaced to upgrade the capacity, only various parts on the unit will need to be replaced. This will allow a matched operation of these units with the Forest Oaks WTP. The upgrade will include a new rectifier, stainless steel enclosure, control panel, dual tank softener and additional anodes in the generation unit. This work including labor will cost $68,260. This item will be paid from the 1997 Utility Bond Fund. Forest Oaks WTP: The enclosure at the Forest Oaks WTP is corroding from contact with the salt/brine solution, liquid chlorine, and water. While the corrosion is normal, it was pointed out on a site review by FDEP. In addition, the softener needs to be upgraded to a dual tank system instead of a single tank. This will allow for regeneration of the softener on a per tank basis and not affect the quality of process water being used by the hypochlorite generator. The upgrade will include a new stainless steel enclosure and dual tank water softener. This work is more labor intensive because all the components will need to be removed from the old enclosure and reset into the new enclosure as opposed to some factory installation of components. This work including labor will cost $19,300. This item will be paid from the 1997 Utility Bond Fund. Hypochlorite Feed Pumps: This upgrade will only occur at the South WTP. The feed pumps at the South WTP are piston type pumps that have not been reliable both in the operation of the pumps and in the service and maintenance provided by the manufacturer. The same pumps at the Forest Oaks WTP were replaced last year and have been very reliable and virtually maintenance free. The Engineering and Water Utility Departments would like to have these same type and brand of pumps at both WTPs. Carter & VerPlank, Inc. is the only licensed manufacturers representative for Granzow, Inc. in the State of Florida. Staff has secured three quotes from three different suppliers of the Verder brand of pumps. Staff requests the waiving of the competitive bid process as required by the purchasing manual to purchase these pumps from Carter& VerPlank, Inc. The City is purchasing the equipment and Water Utility Staff will be installing the pumps. The cost of the four pumps is $22,390. This item will be paid from the 1997 Utility Bond Fund. Staff request the following actions from the Mayor and City Commission: • Waive the requirements of the Purchasing Manual that require formal advertisement for the purchase of equipment over$10,000 in value and the requirement to secure three competitive quotes for equipment over$250 in value. • Approve the purchase of the upgrade parts and installation for the three high service pumps at the South WTP from Ingersoll-Rand, Inc. through Carter & VerPlanck, Inc. in the amount of $25,034.00 to be funded from the Reserve and Replacement Account. • Approve the purchase of capacity upgrade equipment and installation for the hypochlorite generator at the South WTP and purchase of upgrade equipment and installation for the hypochlorite generator at the Forest Oaks WTP from Exceltec, Inc. through Carter & VerPlanck, Inc. in the amount of $87,560.00 to be funded from the 1997 Utility Bond Account. • Approve the purchase of four feed pumps to be installed at the South WTP from Granzow, Inc. through Carter & VerPlanck, Inc. in the amount of $22,390.00 to be funded from the 1997 Utility Bond Account. 01/28/1999 14:16 8132820818 JACK CANTOS PAGE 01 ('£%I VitrLRw'rI 0 Y urr.w uii , Inc. The skid assembly consists of the rectifier, control panel, generator cells, water softener, acid cleaning pumping system,and all the necessary plumbing and electrical interface connections. Also, I would like to take this opportunity to explain why the installation cost is "twice as much"to change out a rectifier enclosure then changing out a complete new rectifier assembly. The rectifier enclosure is not just a hood over some electrical components,but rather an electrical cabinet, Affixed inside and to the cabinet are the control panel,transformer,fuse buses,fan, power supply module,firing board,miscellaneous relay strips,etc. All of that equipment has to be disassembled and pulled out of the old enclosure cabinet and then reassembled in the new enclosure cabinet. That work is time consuming. When you buy a completely new rectifier all that assembly work is done at the factory. Please keep in mind that the installation costs that I quoted you are estimates. It's difficult to put an exact figure on that type of work,because it depends so much on the degree of difficulty that is encountered in the field. We tried to estimate the number of labor days on the high side. I hope this explanation adequately answered your question.
