Background Summary:
On January 25, 2001, the City of Ocoee and the St. Johns River Water Management District (SJRWMD)
entered into a written Participation Agreement regarding the purchase of lands in the Crown Point
Conservation Area in Orange County. On March 8, 2006, that agreement was amended to include the
purchase of the Pine Street parcel, District Parcel No. 2006-15. The subject parcel is a remnant parcel from
the construction of the Western Beltway (SR 429) for the Orlando-Orange County Expressway Authority.
The parcel lays along the northwest ditch that drains portions of Ocoee from Franklin Street north to Lake
Apopka.
The purchase and funding from SJRWMD included conditions and restrictions upon the use of the property
for the purpose of assisting in creating a water quality improvement facility for treatment and management of
stormwater within the Lake Apopka drainage basin and for a passive public recreation. As a condition of the
agreement the City is to prepare a Master Plan for the property detailing the stormwater and park parts of the
facility and develop a phasing plan for the overall project. The SJRWMD provided $668,266.00 towards the
purchase of the property and the preparation of the Master Plan and detailed design of the improvements.
The Master Plan will cost $82,250.00, according to the proposal from PBSJ, Inc. and is included in the
SJRWMD funding.
The stormwater improvements and park will be much like the Pioneer Key Regional Pond and Park project.
The stormwater pond will be an off-line system that will treat low flows that will directed through the pond
system. Heavy rainfall and runoff events will bypass the pond system by an overflow. There will be passive
park amenities surrounding the pond system. Both the Pine Street Stormwater Pond and Park and the Pioneer
Key Regional Pond and Park will be connected by a pathway that will run along the northwest ditch. This is
in accordance with the City's Comprehensive Plan to develop trails for biking, walking, and passive
recreation.
Issue:
The Engineering Department requests that the City Commission approve the employment of PBSJ, Inc. to
prepare a Master Plan for the Pine Street Stormwater Pond and Park facility.
Recommendations
The Engineering Department recommends that the City Commission accept the proposal from PBSJ, Inc. and
authorize staff execute a purchase order for the Master Plan for the Pine Street Stormwater Pond and Park
Master Plan.

ISSUE
The Engineering Department requests that the City Commission approve the employment of PBSJ, Inc. to
prepare a Master Plan for the Pine Street Stormwater Pond and Park facility.
BACKGROUNDIDISCUSSION
On January 25, 2001, the City of Ocoee and the St. Johns River Water Management District (SJRWMD)
entered into a written Participation Agreement regarding the purchase of lands in the Crown Point Conservation
Area in Orange County. The City with funding from SJRWMD has purchase various parcels of wetlands and
drainage ways under this agreement. On March 8, 2006, that agreement was amended to include the purchase
ofthe Pine Street parcel, District Parcel No. 2006-15.
The subject parcel is shown on figure no. 1. The subject parcel is a remnant parcel from the construction of the
Western Beltway (SR 429) for the Orlando-Orange County Expressway Authority. The parcel lays along the
northwest ditch that drains portions of Ocoee from Franklin Street north to Lake Apopka. See figure no. 2.
The City completed the purchase of the property and closed shortly before the end of last year. The purchase
and funding from SJRWMD included conditions and restrictions upon the use of the property for the purpose of
assisting in creating a water quality improvement facility for treatment and management of stormwater with the
Lake Apopka drainage basin and for a passive public recreation. As a condition of the agreement the City is to
prepare a Master Plan for the property detailing the stormwater and park parts of the facility and develop a
phasing plan for the overall project.
Although the purchase and closing on the property took more time than originally planned, the schedule for the
deliverables was not extended. The original closing was projected to be in July of 2006, but did not actually
occur until almost the end of the calendar year. Staff attempted to negotiate an extension on the deliverables to
give the one year to do the Master Plan as originally proposed. The SJRWMD staff was reluctant to provide
that extension as provided in the Attached Memorandum of Agreement that was approved in February of this
year. Staff has worked with PHSJ, Inc., one of the City's three consultants, to prepare the scope and budget for
the Master Plan. See the attached proposal dated March 9, 2007.
The Memorandum of Agreement also requires that the City complete detailed design of the proposed
stormwater management and water quality improvement facilities by the end of the 2007 and commence
construction of the improvements in Accordance with the Master Plan by July 1,2009. If the City fails to meet
the conditions of the Memorandum of Agreement, then the City shall transferred ownership of the property to
the SJRWMD. The SJRWMD provided $668,266.00 towards the purchase of the property and the preparation
of the Master Plan and detailed design of the improvements. The purchase of the property from the OOCEA,
including survey and Phase 1 Site Assessment has used approximately $425,000.00 of the funding. The Master
Plan will cost $82,250.00, according to the proposal from PBSJ, Inc. Staff is not recommending that the
wetland area be topographically surveyed and that a tree survey be performed at this time. Additionally, staff
does not feel that a third concept plan be included at this time. If any of these tasks would be required in the
future, costs have already been estimated for a supplemental amendment to the scope and future presentation to
the City Commission. This will leave approximately $160,766.00 to fund the detailed design, with the City
supplementing, if necessary. The staff plans to seek future funds from SJRWMD and possibly FDEP (funded
the Pioneer Key Regional Pond project) to assist in the construction of the improvement.

which is about to be advertised for construction. The stormwater pond will be an off-line system that will treat
low flows that will directed through the pond system. Heavy rainfall and runoff events will bypass the pond
system by an overflow. There will be passive park amenities surrounding the pond system. The Pine Street
Stormwater Pond and Park and the Pioneer Key Regional Pond and Park will be connected by a pathway that
will run along the northwest ditch. The City has been obtaining drainage and maintenance easements along the
ditch as development projects are submitted to the City for review and approval. The future pathway will be
inside the easements and buffer setbacks. This is in accordance with the City's Comprehensive Plan to develop
trails for biking, walking, and passive recreation.

future Pine Street Park. The Scope has been written in a manner to offer the City a "menu" of
tasks / services, based on your available budget for this work. The Total Lump Sum amount of
$96,800.00 includes three items (totaling $14,550.00) that you requested we include as
deductive alternatives:

Project Description
The project scope includes preparing two (2) alternative conceptual plans, engaging the
community with a public meeting to communicate those concepts and the development of
one (1) consensus master plan for the Pine Street ParcelIPark Master Plan.
Desired improvements may include:
. Storm water features
· Wetlandlnatural area enhancement
· Entrance feature/information center
. N ature/hiking trails
· Pedestrian circulation, including: multi-purpose trails (biking, inline skating,
walking, etc.)
. Site amenities such as benches, tables, waste receptacles
. Signage
. Parking and vehicular circulation
. Site lighting
. Picnic area
. Playground
· Landscaping utilizing low maintenance, native vegetation
The tasks necessary to complete these services are as follows:
I. Administrative and Project Management
A. Project Meetings
1. The Consultant (PBS&J) will participate in up to seven (7) meetings to
discuss the plan development. Those meetings can generally be described
as follows:
· Initial project kick-off meeting with the City
. Concepts review with City
. Public meeting
. Draft of final concept with City
. St. John's River Water Management District
. Plan review with Orange County
. Final plan to the City Commission
2. The Consultant will be responsible for production of meeting minutes.
B. Invoices

1. The Consultant shall submit monthly invoices and progress reports in a
format acceptable to City.
C. Project Management and Team Coordination
1. The Consultant's Project Manager will be Kristin Cabom, CPRP, FCP
who will be working with Project Director, Marc Walch, PE. Together
they will provide project management services that coordinates all of the
service disciplines that the Consultant has identified as being necessary to
complete this task authorization.
II. Project Initiation and Investigation
A. Project Initiation
1. Conduct a project kick-off meeting with City to identify required data
and confirm project responsibilities and project monitoring and reporting
and communication procedures.
B. Program Verification
1. The Consultant has conducted a preliminary meeting with the City to
review programming needs for this park and has based the following
scope on that meeting. The Consultants shall provide additional input and
recommendations that it believes may enhance the City's objectives and
development requirements with respect to the project program.
2. The Consultant will prepare a program statement that will summarize
the consensus program for the development of the park property. This
program statement will be the basis for the preparation of the conceptual
and final plans for the subject property.
C. Site/Code Investigation
1. The Consultant will visit and photo document the project site, obtain
pertinent existing site information from the City, and review other existing
site data, including availability of utilities, on-site and off-site drainage
constraints, soils information, existing topographic features, existing
vegetation and other environmental features, adjacent land uses and
adjacent roadway constraints and opportunities for trail and walk
connectivity, including connectivity opportunities to the West Orange
Trail.
2. City will provide copy of completed Phase I environmental assessment
and property survey.
3. The Consultant will meet with Orange County for the purposes of a
pre-application meeting as it relates to this project.
4. The Consultant will meet with St. John's River Water Management
District for the purposes of reviewing the project.
III. Environmental Opportunities and Constraints Report
A. Site InspectionIW etland Delineation
1. An on-site inspection will be completed to provide an assessment of
the site's ecological conditions, with emphasis on the occurrence or
potential occurrence of wetlands and listed wildlife. Listed wildlife
includes those species identified as Threatened or Endangered by the U.S.

Fish and Wildlife Service or the Florida Fish and Wildlife Conservation
Commission. Wildlife designated as Species of Special Concern are also
considered "listed" for purposes of the inspection and subsequent tasks.
'Wetlands' are areas that are considered jurisdictional by the State of
Florida or U.S. Army Corps of Engineers pursuant to either Chapter 62-
340 Florida Administrative Code or the 1987 Federal Wetlands
Delineation Manual.
2. Preceding the on-site inspection, published data resources will be
reviewed, including: topographic maps, Soil Survey, high-resolution aerial
photographs, land use map(s), the National Wetland Inventory map, and
the Florida Natural Areas Inventory database of listed species.
3. The on-site inspection will be completed by one or more qualified
biologist(s) with experience in habitat assessment, wetland delineation,
and aerial photo interpretation. During the assessment, digital
photographs will be taken to document any special habitat features and
record the general condition of the site. To insure proper coverage and
thorough reconnaissance, the inspection will utilize vehicular or pedestrian
transects at appropriate intervals. Habitat types and special habitat
features will be mapped on an aerial photo base map and notes recorded in
a field notebook. If jurisdictional wetlands are determined to be present,
the wetland/upland line will be field-identified with surveyor's flagging
tape and recorded using a backpack Trimble Global Positioning System. If
listed species are determined to be present or potential habitat for listed
species is identified within the project limits, comprehensive surveys may
be required. Comprehensive surveys and permitting actions for any on-
site listed species will require an additional scope and budget. Likewise,
if wetland permitting services are determined to be necessary, they would
also require an additional scope and budget.
B. Ecological Site Evaluation Report
1. The base map, field notes, photographs and data generated in Task 1
will be used to complete an Ecological Site Evaluation report, which will
be organized into the following sections: Ecological Conditions,
Wetlands, Listed Wildlife, Recommended Mitigation, and Summary. The
report will identify jurisdictional wetlands/surface waters, and the
presence and/or potential presence of listed species that may occur within
the limits of the project site. The report will document the location of the
features, and will provide photographs of specific areas of interest within
the project site.
C. GIS Services and Report Graphics
1. The Ecological Site Evaluation Report will include exhibits related to
wetland boundaries, surface water boundaries, existing land uses,
topography and site location that will be prepared by a Geographic
Information Systems (GIS) analyst.
D. Coordination with Agencies
Preliminary meetings will be conducted with the SJR WMD and Orange
County Environmental Protection Division to discuss the project and

potential permitting requirements. No permit applications will be
completed as part of this authorization.
IV. Site Engineering Report
A. Conceptual (30%) Design Documents
The Civil Consultant shall prepare conceptual design documents for a meeting
and review by The City of Ocoee, Orange County, and the St. Johns River
Water Management District.
The Plans generally consist of the following elements:
. Cover Sheet, General Notes, Legend, Index of Drawings.
· Limits of Construction, Erosion and Sedimentation Control Plans
and Details
. Site Plans and Details
· Grading and Drainage Plans and Details
· Stormwater Management System - Pond Designs and Details
B. Permitting
1. The Consultant shall prepare conceptual drainage plans and calculations
for review by SJR WMD and Orange County.
Note: No Permits are included in this proposal
C. 30% Earthwork Calculations / Cut & Fill Analysis
1. Using the 30% Civil Conceptual Design Plans, the Consultant shall
prepare Cut & Fill Analysis Earthwork Calculations comparing the
existing topographic surface vs. the proposed final grades; subtracting out
the pavement, slabs, etc., to show the final cut / fill quantities.
D. 30% Cost Estimate
1. The Civil Consultant shall prepare a complete Engineering Cost
Estimate including all Civil Engineering design elements, quantities, and
unit prices, as shown in the 30% Civil Conceptual Design Plans.
V. Survey
MACTEC, as a subconsultant to PBS&J will provide professional surveying and
mapping services. The primary purpose is to provide a topographic and tree location
survey to support park master planning. The survey will depict the following items:
A. Boundary survey prepared by this firm on 5/24/06.
B. Determination of ground elevations at approximate 100' grid to develop 1-
foot contours.
C. Locate existing trees according to following criteria:
D. DBH of more than eight (S)inches and all palms with at least four and one-
half (4 1/2) feet of clear trunk between the ground level and the lowest frond
and stands of trees will be shown by location indicating extent of drip line,
common names of major tree classes, and estimated average height.
E. Locate wetland jurisdiction line as flagged by PBS&J environmental scientists
(line to flagged during course of performing topographic survey).
F. Depict 100-year flood line per FEMA Flood Insurance Rate Map (if
applicable).
G. Stake or locate Soil borings.

VI. Geotechnical Engineering
Nodarse and Associates, as a subconsultant to PBS&J will provide professional
geotechnical investigation.
A. Stake boring locations and coordinate with buried utilities.
B. Mobilize a crew and drilling equipment to the site.
C. Perform field exploration consisting of:
I. Three (3) auger borings to a depth of 20 feet within each pond area, for a
total of six (6) borings. We will also obtain four (4) relatively undisturbed
soil samples for laboratory permeability testing.
D. Visually classify soil samples obtained from the field and perform limited
laboratory testing.
E. Prepare a geotechnical report addressing the following:
I. Existing site conditions.
2. Exploration, testing and sampling methods.
3. Encountered soil conditions and soil classification.
4. Depth to groundwater at the time of the exploration and estimated
seasonal high groundwater levels at boring locations.
5. General geotechnical engineering recommendations for use in stormwater
pond design.
VII. Conceptual Site Plan
A. Based on the program statement, environmental opportunities and constraints
report, engineering report and survey information, the Consultant will prepare two
(2) concept plans for the park site. A third concept plan is presented at the end as
an add alternate.
B. Upon completion of the two concepts, Consultant will present concepts in a
review meeting with City
C. The Consultant will facilitate one public input in a City facility with the
purpose of gathering comments regarding the two concept plans. The City shall
be responsible for securing the venue and advertising the meeting.
VIII. Master Plan and Order of Magnitude Cost Estimating
A. Upon completion of section IV above, the Consultant will prepare one (1) final
consensus master plan that graphically describes the intent of the project. Final
concept will show the potential phasing approach for full development.
B. An opinion of probable construction cost will be developed for the park at full
build-out. Phasing of construction will be incorporated into the budgeting
process. The costs and phasing will be prepared to coordinate with the City's
capital budget.
C. Consultant will attend final review meeting with City.
D. Assist City in presenting final consensus master plan and order of magnitude
cost estimate and phasing plan to City Commission.
IX. Deliverables
. Five (5) bound master plan reports

Project Schedule

The nature of discovery and planning work requires flexibility in the calculation of time
and the corresponding consulting fees. Few assignments are the same as others before
and the related programming requirements, applicable land development regulations and
development opportunity and constraint issues vary considerably from location to
location. We have considered the above, as carefully as possible in the preparation of
this scope as outlined in the following tasks:
The Consultant shall be compensated the lump sum of $85,250.00 for the performance of
