Should the Mayor and City Commissioners approve the Preliminary Site Plan for the Esplanade at
Plantation Grove?
BACKGROUND:
The Esplanade at Plantation Grove is located in the northeast quadrant of the intersection of
Maguire Road and Moore Road / Roberson Road. The property is situated between the
Plantation Grove Shopping Center and the Cross Creek subdivision and has frontage on both
Maguire Road and Moore Road. This property is the multiple family portion of the Plantation
Grove PUD, which includes commercial uses (shopping center, day care center, fire station),
single family uses (Windermere Grove and Cross Creek subdivisions), and multiple family use (the
Esplanade parcel).
The Revised Land Use Plan for the Plantation Grove PUD currently in effect was adopted in May
1992. That Land Use Plan provides for a density of 16 units per acre in the multiple family parcel,
which would allow up to 480 units. The Preliminary Site Plan for the Esplanade at Plantation
Grove includes 447 units. A proposed amendment to the PUD Land Use Plan PUD Conditions of
Approval was submitted concurrently with the Preliminary Site Plan. This site plan is consistent
with the Plantation Grove Revised Land Use Plan as adopted and incorporates the changes
included in the proposed amendment.

DISCUSSION:
Access and Traffic Impact
The Preliminary Site Plan for the Esplanade at Plantation Grove provides three access points for
vehicular traffic to the site: a) The main entrance on Bridge Creek Boulevard providing indirect
access to Maguire Road; b) A second entrance on Moore Road; and c) A third entrance from the
adjacent shopping center for vehicular and pedestrian access. All three of these entrances will be
gated. There will also be a second pedestrian access point to the shopping center located about
110 feet north of Moore Road. Both the original PUD Land Use Plan (1988) and the Revised
Land Use Plan (1992) showed primary access to the multiple family parcel from the spine road
(now known as Bridge Creek Boulevard), rather than direct access to Maguire Road.
During the site plan review process, a series of traffic studies were conducted to determine
whether road and/or intersection improvements would be necessary to mitigate any potential
impacts associated with this development. Based on the results of those studies, appropriate turn
lanes have been provided on the site plan and a note regarding traffic signals was added to the
plan (Gen. Note # 25, Sheet 2). The various studies conducted are listed below.
Traffic Impact Analysis - Conducted by the applicant and reviewed by TransCore (the City's
traffic consultant) and City Staff. This analysis included:
• Traffic generated by the existing development in the shopping center and in the Cross
Creek subdivision;
• Total existing traffic volumes on the adjacent road network;
• Estimated traffic generated by all these developments (including multiple family) when all
are built -out;
• Total estimated traffic volumes on the adjacent road network when all developments are
built -out.
Alternative Access Study for the Esplanade Apartments - Conducted by TransCore at the City's
request. This analysis included:
• An analysis of the proposed access to the Esplanade Apartments via Bridge Creek
Boulevard;
• An analysis of an access to the Esplanade Apartments via a direct connection to Maguire
Road located between Bridge Creek Boulevard and the shopping center entrance;
• An analysis of an access to the Esplanade Apartments via a direct connection to Maguire
Road located directly adjacent to Bridge Creek Boulevard.
Based on the analyses listed above, it was determined that a separate access for the apartments to
Maguire Road would be unacceptable because of physical constraints, operational deficiencies and
safety concerns.

Revised Traffic Impact Analysis - Conducted by the applicant and reviewed by TransCore and
City staff. This analysis included:
• Revisions to existing and projected traffic volumes;
• Modifications to intersection turning volumes and assumed geometries (i.e. turn lanes).
Signalization Study of Maguire Road and Bridge Creek Boulevard, and Maguire Road and
Moore/Roberson Road - Conducted by Transcore at the request of the City. This analysis
included:
• Present and estimated future level of service on the adjacent roads (i.e. Bridge Creek
Blvd., Moore Rd., entrance into the shopping center, Wesmere Blvd.) and at the
intersections with and without a traffic signal at the intersection of Maguire Road and
Moore Road / Roberson Road;
• Present and estimated future level of service on the adjacent roads and at the intersections
with and without a traffic signal at the intersection of Maguire Road and Bridge Creek
Boulevard (with and without the other traffic signal);
• The four -laving of Maguire Road.
Signal Warrant Analysis for the Maguire Road and Moore/Roberson Road Intersection -
Conducted by TransCore at the request of the City. This was an analysis of existing and future
conditions at the intersection which included:
• Daily traffic volumes
• Daily turning vehicles
• Peak hour traffic volumes
• Peak hour turning vehicles
• Accidents
• Intersection geometry
• Pedestrian volumes
• School crossings
The City is close to completing plans for widening Maguire Road to four lanes. Those plans
indicate that a traffic signal will be placed at the intersection of Maguire Road and Moore Road /
Roberson Road along with the improvements to widen Maguire Road to four lanes. It is
anticipated that those improvements will occur within the next two years.
After studying the results of the various traffic impact analyses conducted for the Esplanade at
Plantation Grove, the City's traffic consultant (TransCore) and staff have agreed upon the
following recommendation regarding new traffic signals: Following the installation of a traffic
signal at Moore and Maguire Road, and improvements are made to Maguire Road, a study will
be done to determine impacts to the Bridge Creek Blvd. intersection. If the study determines that
an additional traffic light is warranted and will not adversely impact the future plans for
Maguire Road, the developer will contribute 50% of the cost for a traffic light at this
intersection. This recommendation was incorporated into General Note # 25 on Sheet 2 of the
Preliminary Site Plan.

Buffers to Adjacent Uses
The site plan provides a minimum 25' building setback and a 15 foot wide landscape buffer
between the apartments and the adjacent single family homes in the Cross Creek subdivision per
Code requirements. The buffer includes a six foot brick wall and the required landscaping
material along the entire eastern boundary and almost all of the northern boundary of the site
adjacent to the Cross Creek subdivision. A buffer between the apartments and the adjacent
shopping center is provided by a six foot block wall with appropriate landscaping material along
most of the boundary. A six foot fence with appropriate landscaping material is provided along
the rest of the boundary. Appropriate buffers with walls and landscaping are also provided along
all external street frontages (Maguire Road, Moore Road, Bridge Creek Boulevard).
Design Features and Amenities
The Preliminary Site Plan for the Esplanade at Plantation Grove incorporates several features and
amenities intended to produce a high quality development including mostly two-story buildings, a
village concept, heavy landscaping and traffic calming devices. One of the most notable features
of this plan is that most of the buildings are limited to two stories, with only 8 out of 69 buildings
(12%) being three-story buildings. In addition, all the three-story buildings are located within the
interior of the villages, far away from nearby single family homes. The predominance of two-
story buildings contributes to the quality of this development by helping to produce a
neighborhood feeling and compatibility with the surrounding single family homes, many of which
have two stories. It also significantly reduces the density of the overall development. The PUD
zoning permits up to 480 units, but this plan has only 447 units. If the developer were to build the
number of units permitted by zoning, there would need to be a greater number of three-story
buildings, thereby significantly affecting the overall quality of the development.
Another notable feature of this site plan is the village concept - the complex is divided into six
villages, with most of the buildings in each village oriented around a central passive or active
recreation area. Each village will have its own distinct character created by the architectural style
of the buildings and the landscaping. The larger two-story buildings are designed so that each
unit has its own front door. These buildings have front doors on all sides, with no side or rear
doorways. These features help to create a neighborhood identity for each village and a more
personal atmosphere for the residents.
The Land Development Code requires all development to have landscaping - along public
streets, in parking areas, around buildings, etc. This site plan provides all required landscaping to
meet Code requirements, but it also goes beyond minimum standards and provides extra
landscaping material throughout the site, including many trees which will be larger than the
minimum required. Sheets 3 thru 7 in the plan set provide a preliminary indication of what the
landscaping will look like in this development. The Final Site Plan will need to be consistent with
the approved Preliminary Site Plan and will provide details and specifications on landscaping
material for the entire site.

Sheets 1, 3 and 4 provide information about the location and characteristics of the recreation
amenities proposed for the Esplanade at Plantation Grove. These amenities include two pools, a
whirlpool/spa, a basketball court, a volleyball court, a badminton court, an exercise room with
equipment, a tot -lot playground, picnic tables with grills, and several courtyards and open areas
with sidewalks and benches. These numerous recreation amenities contribute to the high quality
of this development.
One feature affecting traffic circulation that is not incorporated into many other apartment
developments is a traffic circle. This site plan provides a traffic circle at the mid -point of the spine
road extending through the development to help slow down the traffic moving from one end of
the complex to the other. The fact that this community will be gated also helps to calm the traffic
going in and out of the complex. There are guard houses and/or gates at all three entrances to the
complex which will deter through traffic and help control access to the complex. These traffic
calming features also contribute to the quality of this development.
Vacating Moore Road Right -of -Way
As part of the development of the Plantation Grove PUD, the western portion of Moore Road
was re -aligned where it meets Maguire Road. However, the road right-of-way for the old
alignment was never vacated. An application to vacate that right-of-way is being processed
concurrently with the Preliminary Site Plan for the Esplanade at Plantation Grove.
Within the old alignment for Moore Road there exists a large re -use water main (54 inch Conserv
11) located within a 60 foot utility easement. The application under consideration would vacate
the old road right-of-way for Moore Road, but the utility easement for the Conserv II re -use line
would not be vacated. The site plan is designed in a fashion so as not to conflict with the 60 foot
utility easement. The City Commission will take action on that application under a separate
agenda item.
DRC Recommendation
The attached Preliminary Site Plan for the Esplanade at Plantation Grove was reviewed by the
Development Review Committee (DRC) on June 3, 1998. The DRC determined that the design
features and amenities incorporated into the proposed site plan would result in a high quality
development, consistent with the Planned Unit Development concept, and be compatible with the
surrounding residential properties. The Committee voted unanimously to recommend approval of
the Preliminary Site Plan for the Esplanade at Plantation Grove.

PLANNING & ZONING COMMISSION MEETING AND RECOMMENDATION:
On June 24, 1998, the Planning and Zoning Commission held a public hearing on the Preliminary
Site Plan for the Esplanade at Plantation Grove. During the public hearing, the developer's
representatives were present and answered several questions asked by the Commission and the
area residents. There were also a large number of area residents who expressed concerns about
various issues related to the Preliminary Site Plan and the PUD Amendment request for the
Plantation Grove PUD. A summary of the main issues discussed at the public hearing is attached
for reference. After a lengthy discussion, the Planning and Zoning Commission voted 4-1 to
recommend approval of the Preliminary Site Plan for the Esplanade at Plantation Grove, in
accordance with staffs recommendation.
STAFF RECOMMENDATION:
Based on the recommendation of the DRC and the Planning and Zoning Commission, Staff
respectfully recommends that the Mayor and City Commissioners approve the Preliminary
Site Plan for the Esplanade at Plantation Grove (Case # 97-003), as date stamped received
by the City on June 9, 1998, subject to City Commission approval of the application to
vacate the road right-of-way for the old alignment of Moore Road.

On June 24, 1998, the Planning and Zoning Commission held public hearings on the PUD
Amendment request for the Plantation Grove PUD and the Preliminary Site Plan for the
Esplanade at Plantation Grove. During the public hearing, the developer's representatives were
present and answered several questions asked by the Commission and the area residents. There
were also a large number of area residents who expressed concerns about various issues related to
the PUD Amendment and the proposed Preliminary Site Plan for the Esplanade at Plantation
Grove. The purpose of this memo is to briefly summarize those issues so the Mayor and City
Commissioners will know what to expect when these items come before the City Commission for
Public Hearings.

Concerns of Area Residents
There were many concerns expressed by the area residents about the proposed apartments. The
Wowing list highlights those concerns and the responses from the developer and from staff.
• Most were not told that apartments would be built on this property. Many would not have bought
homes in Cross Creek if they had known that. Most feel that the apartments will harm their
property values.
Response: The Plantation Grove PUD has included a multi family development on this property
since it was first given City zoning in 1988.
• The residents were very concerned about the main entrance to the apartments being from Bridge
Creek Blvd. The suggestion was made that the main entrance be from Moore Road or from the
entrance to the shopping center next to the Fire Station. The Cross Creek residents don't want the
people from the apartments sharing their entrance road.
Response: The Plantation Grove PUD has included this access point from the Bridge Creek
Blvd. to the multi family parcel since the beginning. The main entrance cannot be from the
entrance next to the fire station due to very restrictive provisions of the access easement. The
developer contributed significantly to the design and construction of the Bridge Creek Blvd.
entrance because it would also be the main entrance to the multi family parcel.
• There was concern about the appearance of the entrance after the apartments are built and whether
there would be signage for the apartments at their entrance.
Response: The multi family entrance will have significant landscaping and all entrance features
and signage for the multi family development will be located on that property.
• Many indicated concerns about increased crime as a result of the apartments.
Response: The Police Chief responded indicating that they have had very few problems with
crime in the community's existing apartment complex on Old Winter Garden Road.
• Regarding the idea that the developer could provide gates for the Cross Creek subdivision,
including one at Wickdale Ct. (across Bridge Creek Blvd. from the apartment entrance), some
residents wanted to see a written commitment, others were concerned that it would take part of the
front yards of the first two houses.
Response: The developer indicated that he is willing to work those gates into his bids with
contractors to get them built. Staff indicated that the gates would be constructed in the existing
road tract, not on the individual single family home lots.
• The issue of overcrowded schools was brought up - the residents were apparently concerned that
the apartments might make the problem worse.
Response: Staff indicated that the City is working closely with the Orange County School Board
to locate sites for new schools, at least one of which will be in this part of the City. The City has
also recently established a new Education Committee to work on these issues.

•. There were questions about the traffic analyses that were done regarding Maguire Road traffic and
the need for traffic signals and the future improvements to Maguire Road. Some of the main
concerns were about the timing of the improvements relative to the construction of the apartments.
Response: Staff and the City's traffic consultant described the studies that were done and the
results. The need for traffic signals and the timing of the proposed road and intersection
improvements were also discussed.
• There were concerns about decreasing the setback from ponds to 15 feet, suggesting that it may
result in flooding of apartments if the ponds overflow with heavy rains.
Response: Staff and the City's drainage consultant responded by describing the master plan for
drainage in the Plantation Grove PUD. They also indicated that the building setback has very
little to do with flooding of the buildings, but rather the design of the stormwater system.
Discussion of the Planning Commission
The Commissioners also asked questions and made comments similar to those of the residents.
The following list highlights those questions and comments and the responses from the developer
and from staff.
• There was a concern about reducing the setback from ponds from 25' to 15'.
Response: As before, the staff and consultants indicated that the setback has no effect on the
likelihood of flooding. The primary safety concern was providing enough space for firefighters
to get to the building. The developer had originally asked for a 10' setback, but that was
rejected by stafffor safety reasons. The Fire Dept. has confirmed that 15' provides enough room
for firefighters to get their ladders in to provide access to a two-story building.
• There was a concern about reducing the minimum unit size from 750 sf to 650 sf.
Response: The staff and the developer provided information about the project and indicated
that the normal minimum City standard is 650 sf. Even though the smallest unit size would be
650 sf, the average unit size is over 1,000 sf, and 45% of the units are over 1,300 sf. Staff felt
that, considering these facts and all the other qualityfeatures of this project, this proposal meets
the intent of a high quality development, in spite of the proposed 650 sf minimum unit size.
• The Commissioners again asked about the findings of the traffic analyses, and the traffic signal at
the Maguire/Moore/Roberson intersection. There seemed to be a consensus to have that signal
installed ASAP.
Response: The staff and consultants provided more information about the results of the traffic
analyses. The City Manager responded to the issue of a traffic signal at that intersection by
indicating that the signal will be installed along with the improvements to widen Maguire Road,
possibly earlier if directed by the City Commission.

The P & Z asked about renting guidelines and expressed a desire that marketing be targeted at
higher income people. The question was also asked whether there was on-site management and
security.
Response: The developer indicated that they are targeting higher income tenants, mainly young
professionals. There will be full time onsite management and security gates at all entrances.
After hearing all comments regarding this matter, the Chairman and a few of the other
Commissioners indicated their desire to have diversity in our housing market, a place for young
couples to live without moving out of Ocoee, and that if apartments are built, it should be a high
quality project like this.

10. All Landscaping shall be installed according to accepted commercial planting
procedures. Soil, shall be free of limerock, pebbles, or other construction debris.
11. All landscaping shall conform to the city of Ocoee standards.
12. All plants shall be healthy and free from disease and shall be selected from the plant
list provided in the land development code. The landscape architect may use additional
species provided they are not on the list of prohibited species as defined in the code.
13. Plants shall be installed during the time of the year most appropriate for planting the
particular species. If compliance with this city requirement requires that all or some of
the plant material be planted "after" the issuance of the certificate of occupancy, the
developer may post a performance bond sufficient to pay for the installation of the
"required" but not installed landscaping.
