GLASS JIM GLEASON CITY MANAGER ELLIS SHAPIRO At the Commission meeting of May 21, 1996 you requested a position be funded for an Assistant City Manager. Also, you requested that a job description a pay grade be submitted to you. I am submitting this information. I advised you that I would submit the salary survey from the Florida League of Cities which is dated March 1996. The League Survey will indicate those positions held within Cities with a population of 10,000 to 49,999. The Actual projected average salary is $61,039. My recommendation is to accept this salary level which is a Grade 27 in our City. A grade 27 range is $54,410 to $81,565. Our former Administrative Services Director served within that Grade level and currently our City Engineer is serving within that Grade level at an annual salary of $74,742. The job description presented is similar to other jurisdictional job descriptions in that generally all Assistant City Manager's perform those duties as outlined in the job description presented to you. RESOLUTION NO. 96-13 A RESOLUTION OF THE CITY OF OCOEE, FLORIDA, AMENDING EXHIBIT "C" OF RESOLUTION NO. 91-10 ADOPTING AND APPROVING JOB DESCRIPTIONS SETTING FORTH THE DUTIES AND RESPONSIBILITIES OF EMPLOYMENT POSITIONS BY ADDING A JOB DESCRIPTION SETTING FORTH THE DUTIES AND RESPONSIBILITIES OF EMPLOYMENT POSITION FOR A ASSISTANT CITY MANAGER; PROVIDING FOR SEVERABILITY; PROVIDING AN EFFECTIVE DATE. WHEREAS, on May 7, 1991, in Resolution 91-10, the City Commission of the City of Ocoee approved and adopted job descriptions for all of the employment positions in the the general administration of the City of Ocoee; and WHEREAS, the City Commission of the City of Ocoee desires to adopt and approve an additional job description for the duties of an Assistant City Manager; and WHEREAS, a job description setting forth the duties and responsibilities for Assistant City Manager has been reviewed and approved by the City Commission; NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF OCOEE, FLORIDA, as follows: Section 1. Authority. The City Commission of the City of Ocoee, Florida has the authority to adopt this Resolution pursuant to Article VIII of the Constitution of the State of Florida and Chapter 166, Florida Statutes. Section 2. Adoption of Job Description for Assistant City Manger. The City Commission hereby adopts and approves the job description for Assistant City Manager as set forth in Exhibit "C" attached hereto and by this reference made a part hereof, and except as set forth herein, Resolution No. 91-10 shall remain unchanged and in full force and effect. Section 4. Severability. If any section, subsection, sentence, clause, phrase or portion of this Resolution is for any reason held invalid or unconstitutional by any court of competent jurisdiction, such portion shall be deemed a separate, distinct and independent provision and such holding shall not affect the validity of the remaining portion hereto. Section 5. Effective Date. immediately upon passage and adoption. Scott Vandergrift, Mayor Approved by the Ocoee City Commission at a meeting held the above date, under Agenda Item No. ASSISTANT CITY MANAGER MAJOR FUNCTION This is a highly responsible executive position under the direction of the City Manager who outlines broad areas of responsibility. ILLUSTRATIVE DUTIES Assists the City Manager in the preparation of the annual municipal budget. Assists and follows up on tasks assigned to various departments and coordinates programs which involve more than one department. Handles acute problems brought to the attention of the City Manager by citizens who have exhausted normal channels or who prefer to take their problems directly to the City Manager's Office. Attends all regular and special meetings of the City Commission. Represents the City Manager at various meetings including interdepartmental meetings, intergovernmental activities, civic groups, and gatherings of concerned citizens. Conducts independent research on assigned topics and prepares reports for the City Manager, City Commission, and Citizen Boards. Handles any items assigned by the City Manager. Assists the City Manager in carrying out relations with other governmental bodies. Has the power and authority, as assigned by the City Manager, to execute all powers and duties of the City Manager. Serves as acting City Manager when the City Manager is absent. Performs other assigned duties as required. MINIMUM QUALIFICATIONS RnowledQe, Abilities, and Skills Thorough knowledge of modern management and the principles and practices of public administration. Considerable knowledge of sources of information related to problems of local government. Ability to write clear and concise reports, memoranda, directives, speeches, and letters. Ability to develop and maintain effective working relationships with department heads, the general public, elected officials, and subordinates. Ability to communicate effectively. Ability to provide leadership for the entire organization. Minimum Training and Experience Graduation from an accredited college or university with a Master's degree in Public or Business Administration or related field and five years of progressively responsible executive experience in local government in a staff and line function; or an equivalent combination of training and experience.
