Re: Requested Changes to the Citizen Advisory Council Rules.
Citizen Advisory Council has asked for Commission action regarding the appointment of Tom
Hendrix (appointed November 15, 1994, resigned May 16, 1996) as an honorary or associate
member as he has moved to Clermont. There is no precedent for this type of appointment.
However, Section III A of Exhibit "A" to Resolution No. 88-06 as adopted February 16, 1988,
which defines the membership of that Council as well as the procedure for appointment of
members, has remained unchanged in subsequent amendments in the respect that it still states,
"...Thereafter, new members shall be appointed to the Citizen Advisory Council by the City
Commission of the City of Ocoee, Florida, upon the request of the Citizen Advisory Council
and/or the Chief of Police." It appears that there are two options: You may choose to deny or
honor the request. Denying the request requires no further action (OPTION 1). If you choose
to honor the request, two of the possible choices are: (1) an amendment to Section III A of
Exhibit "A" inserting a phrase as follows (OPTION 2) :
III. Membership.
A. The Citizen Advisory Council shall consist of no less than fifteen (15) and
no more than twenty-five (25) members. Members shall be appointed for a term
of three (3) years and may be reappointed, irrespective of the number of terms
previously served. The initial members of the Citizen Advisory Council shall be
appointed by the City Commission of the City of Ocoee, Florida. Thereafter,
new members, or non-voting honorary or associate members, shall be appointed
to the Citizen Advisory Council by the City Commission of the City of Ocoee,
Florida, upon the request of the Citizen Advisory Council and/or the Chief of
Police. New members may be recommended to the City Commissioners by the
Chief of Police, members of the Citizen Advisory Committee, the Mayor and/or
any one or more of the City Commissioners of the City of Ocoee, Florida.
or (2) You may authorize an amendment to Section III A of Exhibit "A" by the addition of a
sentence following the paragraph above (OrrioN 3) :
III. Membership.
A. ... New members may be recommended to the City Commissioners by
the Chief of Police, members of the Citizen Advisory Committee, the Mayor
and/or any one or more of the City Commissioners of the City of Ocoee, Florida.
"PRIDE OF WEST ORANGE"
The Citizen Advisory Council may wish to honor those members who have
served long and well and who move out of town by appointing them as non-
voting honorary or associate members upon their resignation from the active
Council and are hereby authorized to do so by majority vote at any meeting at
which a quorum is present.
Also, the Citizen Advisory Council has requested that certain changes be made to their rules in
order to enable them to function more effectively. As you will see in the letter Mrs. Lewis has
written at their request, there is a frequent problem achieving a quorum, and this stymies
members who take their appointment to this Council seriously and who really would like to
make a contribution.
In order to make a reasonable recommendation, we reviewed Robert's Rules regarding the
establishing of a quorum. Chapter 39 states that "...the quorum is a majority of the members
of the board or committee unless a different quorum is fixed:...(b) by a rule of the parent body
or organization or by the motion establishing the particular committee, in the case of a
committee that is not expressly established by the bylaws. A board or committee does not have
the power to determine its quorum unless the bylaws so provide." And further, "...The quorum
should be as large a number of members as can reasonably be depended on to be present at any
meeting, except in very bad weather or other exceptionally unfavorable conditions."
According to the above, since the quorum was established in Exhibit "A" of Resolution No. 88-
06, and that portion of Exhibit "A" has remained unchanged through subsequent amendments
to Resolution No. 88-06 in Resolution Nos. 91-09 and 92-07, an amendment to that Exhibit
would be appropriate if you determine to assist them in this manner. A review of the attendance
records revealed that an average of 13 members attended each meeting over the past three
years. If 13 members routinely attended, there would be no problem with a quorum; however,
on four occasions since August 1994 (when Mrs. Lewis began recording the minutes and
attendance records for the Council) the attendance was 9 and 12 (two times each), and no official
action could be taken. The total membership was 20 in August, 1994 and has varied between
24 and 25 since that time. Taking into consideration these facts and the suggestions submitted
by the membership, the following amendments to Exhibit "A" are recommended (OPTION 4):
III. Membership
C. The members of the Citizen Advisory Council may not vote upon a matter
at a meeting unless a majeFity quorum of the members (a-quemm) is present, a
quorum being 10 members if the membership totals 20 members or more and a
majority of the membership if the membership totals less than 20 members.
D. A member may be removed for cause from the Citizen Advisory Council
by the affirmative vote of a majority of the members present at a meeting at
which a quorum is present. Failure to attend more than two (2) regularly
scheduled consecutive meetings without an authorized absence shall be grounds
for automatic removal from the Council.
Such amendments would take care of any future attendance problems as they arise and you
would be kept advised of any proposed enforcement of III D.
There remains the situation regarding those members who have missed the majority of the
meetings in the past two years, and I believe most of these will be cleared up without
Commission action. Some members who have missed multiple meetings have called in advance
to advise of either continued illness in the family or pressing business matters. Those are not
considered a problem. Of those who have missed multiple meetings, Mr. Kenneth Hale, who
was appointed September 1995 and who has not attended any of the meetings, advised that he
has given up his pastorate which prevented his attending the meetings last year but that he will
be resigning due to a recent career change which requires extensive traveling. Another, Mrs.
Yvette Hurst, also will be resigning, as her work schedule keeps her from attending the meetings
on Thursday night. Mr. Max-H. Paul moved from the address on our record many months ago
and his telephone number has belonged to someone else for 9 months. We have been unable
to contact him. We need your help here.
Staff respectfully requests the following action:
1) Specify your desires regarding options 1, 2, 3 and 4, as noted above, and direct staff to
prepare a Resolution adopting the appropriate amendments to Exhibit "A," to be returned
for your final approval at the next meeting.
2) Remove Mr. Max-H. Paul from the membership.

SUBJECT: CITIZEN ADVISORY COUNCIL FOR OCOEE POLICE DEPARTMENT
In discussion during the May 16, 1996, Citizen Advisory Council for Ocoee Police Department meeting,
the Council directed me to write a letter to the City Commission and address the following:
1) REQUEST THAT CITY COMMISSION APPOINT TOM HENDRIX AS AN HONORARY
MEMBER OF THE CITIZEN ADVISORY COUNCIL OCOEE POLICE DEPARTMENT.
Tom Hendrix has lived in the area for 37 years, has been a member since November 15, 1994,
and has submitted his resignation. Due to his long association with the Council members, the
Council has asked that City Commission make Mr. Hendrix an honorary or associate member.
(Also, Mr. Hendrix has said that he will remain a member of the Ocoee Lion's Club.)
2) REQUEST THAT CITY COMMISSION ADDRESS ABSENTEEISM OF COUNCIL
MEMBERS BY CHANGING EXHIBIT "A" OF RESOLUTION NO. 92-07 TO COVER
1) A METHOD TO DETERMINE A QUORUM, AND 2) ABSENCES.
Chairman Snow said that the Council had 25 members and sometimes only 9 people are in
attendance. The Council asked that the City Commission give direction on what to do about
people that have been appointed who never attended or only attended one meeting. He said that
the Commission needed to remove them from the membership so the Council could have a
quorum or by providing that the Council could vote without a quorum.
Member Davis suggested that it should be set up to remove a member after missing two (2)
meetings.
The Council is asking City Commission to give direction regarding 1) the method to determine
a quorum, and 2)absences, both regularly occuring absences and those members who have never
attended a meeting since appointment.

NEW BUSINESS
Resolution 88-05 - Utility Indemnification Agreement -
Florida Department of Transportation
City Manager Ryan explained that this was a standard utility
agreement for the intersection improvements at Bluford and
Silver Star. It stated that we would relocate our own
utilities. He then read Resolution 88-05 by title only.
Commissioner Johnson moved to approve Resolution 88-05,
Commissioner Hager seconded and the motion carried
unanimously.
Resolution 88-06, Creating a Citizen Advisory Council
City Manager Ryan explained that for several years the Police
Department had a Citizens Advisory Council but it did not
have city status since the members were not appointed by the
City Commission and it was felt they should have the same
status as the other boards in the City. Mayor Ison read the
proposed Resolution by title only. Commissioner Bateman
moved to approve Resolution 88-06, Commissioner Dabbs
seconded and the motion carried unanimously.
Resolution 88-07, Appointment of the Members to the Citizen
Advisory Council
City Manager Ryan explained that this proposed resolution
would appoint the members that were now serving on the
Citizen Advisory Council. Commissioner Dabba asked if the
members were all currently serving and no new members and he
was assured that they all were presently serving on the
council. Mayor Ison read the Resolution by title and for the
record read the names of all 15 board members. Commissioner
Johnson moved to approve Resolution 88-07, Commissioner Hager
seconded and the motion carried unanimously. All of the
Commissioners expressed their gratitude to the Citizen
Advisory Council for the service they have performed and were
happy to formally establish their board.

City Manager Ryan stated that he was not prepared to present
the report at this time and would try to have it ready by the

City Manager Ryan reported that the salary survey had been

A RESOLUTION OF THE CITY OF OCOEE,
FLORIDA PROVIDING FOR THE CREATION OF A
CITIZEN ADVISORY COUNCIL
WHEREAS, Article II, Section 1(5) of the Charter of the
City of Ocoee, Florida, provides that the City of Ocoee has the
power to create committees to advise and assist the City in
carrying out municipal functions; and
WHEREAS, the City of Ocoee, Florida, desires to create
a citizen advisory committee for the general purpose of promoting
and maintaining communication, cooperation, and a positive rela-
tionship between the citizens of the City of Ocoee and the Ocoee
Police Department.
NOW, THEREFORE, be it resolved by the Board of City
Commissioners of the City of Ocoee, Florida, that:
Section 1. The City of Ocoee, Florida, hereby creates
and establishes a citizen advisory committee to advise and assist
the Ocoee Police Department in carrying out its municipal func-
tions through the promotion and maintenance of communication,
cooperation, and a positive relationship between the citizens of
the City of Ocoee and the Ocoee Police Department. Such commit-
tee shall be known and referred to as the "Citizen Advisory
Council."
Section 2. The purpose, objectives, membership, offi-
cers, general duties of the members, limitations and privileges
of the Citizen Advisory Council shall be as set forth on EXHIBIT
A attached hereto and incorporated herein by reference.

EXHIBIT A
CITIZEN ADVISORY COUNCIL
I. PURPOSE: The general purpose of the Citizen
Advisory Council shall be to promote and maintain communication,
cooperation and a positive relationship between the citizens of
the City of Ocoee and the Ocoee Police Department.
II. OBJECTIVES:
A. To improve communication between the citizens
of the City of Ocoee and the: Ocoee Police Department.
B. To increase involvement by the citizens and
the police in community programs.
C. To increase police educational activities in,
and availability to, the elementary and secondary schools.
D. To foster understanding and cooperation
between the citizens and the police.
E. To acquaint citizens with their responsibi-
lities for the maintenance of law and order.
F. To acquaint citizens with the operation of
the Ocoee Police Department and its varied activities.
G. To promote increased cooperation between the

police and various organizations in the community.
H. To assist in crime prevention through the
distribution of material on crime deterrence.
I• To generate community interest and involve-
ment in crime prevention, citizen disputes and other areas of
community relations.
III. MEMBERSHIP:
A. The Citizen Advisory Council shall consist of
no less than fifteen (15) and no more than twenty-five (25)
members. Members shall be appointed for a term of three (3)
years and may be reappointed, irrespective of the number of terms
previously served. The initial members of the Citizen Advisory
Council shall be appointed by the City Commission of the City of
Ocoee, Florida. Thereafter, new members shall be appointed to
the Citizen Advisory Council by the City Commission of the City
of Ocoee, Florida, upon the request of the Citizen Advisory
Council and/or the Chief of Police. New members may be recom-
mended to the City Commissioners by the Chief of Police, members
of the CitizenAdvisory Committee, the Mayor and/or any one or
more of the City Commissioners of the City of Ocoee, Florida.
B. Members of the Citizen Advisory Council shall
meet once every two months and/or at such other times as may be
called by the Chairman thereof. Notice of each meeting shall be
provided to all! members of the Citizen Advisory Council within a
reasonable time prior to the meeting. Notice of the place, day
and hour of the meeting shall be provided to the public in
advance of the meeting. Except as otherwise provided under
Chapter 286 of the Florida Statutes, all meetings shall be open
to the public.
C. The members of the Citizen Advisory Council
may not vote upon a matter at a meeting unless a majority of the
members (a quorum) is present.
A member may be removed for cause from the
Citizen Advisory Council by the affirmative vote of a majority of
the members present at a meeting at which a quorum is present.
IV. OFFICERS:
A. The officers of the Citizen Advisory Council
shall be a Chairman, a Vice-Chairman, a Secretary and any such
other officers and assistant officers as may be deemed necessary
by affirmative vote of a majority of the members present at a
meeting at which a quorum is present.
The Chairman shall in general supervise and
control the affairs of the Citizen Advisory Council and perform
all other duties incident to the office of Chairman.
In the absence of the Chairman or in the
event of his death or inability to act, the Vice-Chairman shall

perform the duties of the Chairman, and when so acting, shall
have all the powers of the Chairman.
The Secretary shall in general perform all
duties incident to the office of Secretary including, but not
limited to, acting as the media liaison person for the Citizen
Advisory Council and maintaining minutes of all meetings of the
Citizen Advisory Council and providing a copy thereof to the City
Commission. All minutes shall be filed with the City Clerk of
the City of Ocoee.
B. The initial officers of the Citizen Advisory
Council shall' ,be appointed by the City Commission of the City of
Ocoee, Florida. Thereafter, new officers shall be elected by the
affirmative vote of a majority of the members present at a meet-
ing at which a quorum is present. Officers may be reelected to
the same position or to a different position, irrespective of the
number of terms previously served.
C. Each officer shall hold office for a term of
one (1) year commencing upon his appointment to office or until
his death, resignation or removal. Officers may be removed in
the manner set forth in I11D) hereinabove.
V. GENERAL DUTIES OF THE MEMBERS:
A. To meet and confer as a committee with police
department personnel on problems of law enforcement in the City
of Ocoee.
B. To supply information to the Chief of Police
which may be helpful to the effective operation of the Ocoee
Police Department.
C. To refer to the Chief of Police, or his
designated representative, all questions requiring clarification
of policy and to provide the police department with citizen
reaction to police procedures, policies and performance.
D. To prepare a monthly progress report
( together with the police department) to keep the citizens
informed of the activities and progress by the police

department. A monthly media statement may be made from this
report.
E. To prepare a semi-annual report (together
with the police department) of progress showing the positive and
negative impact of community relations programs.
VI. LIMITATIONS AND PRIVILEGES:
A. The Citizen Advisory Council is not empowered
to establish policy or investigate charges or operational
problems of the Ocoee Police Department. However, these areas
can be topics bf discussion between the Citizen Advisory Council
and the police department.
B. Responsibility for initiating discussion with
citizens and/or the Ocoee Police Department shall rest primarily
with the Citizen Advisory Council. However, this does not
preclude the police administration from initiating discussion
with citizens and/or the Citizen Advisory Council.
C. The Citizen Advisory Council is advisory to
the police department and not to the City Commission; therefore,
the Citizen Advisory Council should not be a vehicle to try to
influence the City Commission in budget or personnel matters
relating to the police department.
D. Privileges of the Citizen Advisory Council
shall include the right to observe any and all of the police
department's operations, individually or as a group, providing
that the member makes his or her request through the Chief of
Police, who shall grant or deny such request in his discretion.
E. Members are welcome to ride along as
observers in police department vehicles. It issuggested that,
due to other departmental activities, arrangements to ride in
patrol units should be made in advance by contacting the chief,
captain, or lieutenant of the police department.
F. When riding as an observer, members are
cautioned that they must not place their personal safety in

jeopardy; and, when the situation requires it, they must follow
the direction of the officer in charge of the patrol unit.
G. tlembers will be required to sign a liability
release prior to riding in police vehicles.
H. Coordination with the Citizen Advisory
Council shall be the responsibility of the Chief of Police or any
other departmental member designated by him. The Chief shall
maintain complete and current files on the composition of the
Citizen Advisory Council, its meetings and its activities.

PROVIDING FOR THE APPOINTMENT OF THE INITIAL
MEMBERS AND OPFICERS OF THE CITIZEN ADVISORY
COMMITTEE CREATED BY THE CITY OF OCOEE UNDER
RESOLUTION NO. gg Q4,.
WHEREAS, Article II, Section 1(5) of the Charter of the
City of Ocoee, Florida, provides that the City of Ocoee has the
power to create and appoint committees to advise and assist the
City in carrying out its municipal functions; and
WHEREAS, a citizen advisory committee known as the
"Citizen Advisory Council" was created by the City of Ocoee,
Florida, under Resolution No.0 O6 ; and
WHEREAS, the City of Ocoee, Florida, desires to appoint
the initial members and officers of the Citizen Advisory Council.
NOW, THEREFORE, be it resolved by the Board of City
Commissioners of the City of Ocoee, Florida, that:
Section 1. The following are hereby appointed as the

RESOLUTION NO. 91-09
AN RESOLUTION OF THE CITY OF OCOEE, FLORIDA,
RELATING TO CITIZEN ADVISORY COUNCIL;
AMENDING EXHIBIT A OF RESOLUTION 88-06;
PROHIBITING MEMBERS OF THE CITIZENS ADVISORY
COUNCIL FROM RIDING ALONG AS OBSERVERS IN
POLICE DEPARTMENT VEHICLES; PROVIDING FOR
SEVERABILITY; PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City Commission of the City of Ocoee
adopted, on February 16, 1988, Resolution 88-06 creating a cit-
izen advisory committee for the general purpose of promoting and
maintaining a positive relationship between the citizens of the
City of Ocoee and the Ocoee Police Department; and
WHEREAS, Exhibit A to Resolution 88-06, among other
things, provides for members of the Citizen Advisory Committee
to ride along as observers in Police Department vehicles; and
WHEREAS, due to the dangerous nature of such activity
and the risk of harm to the health, safety and welfare of the
members of the Citizens Advisory Committee and the Ocoee Police
Department, and the inability of the City of Ocoee to purchase
insurance to cover such risks, the City Commission of the City of
Ocoee desires to prohibit the aforementioned activity.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF OCOEE, FLORIDA, THAT:
SECTION 1. The City Commission of the City of Ocoee has
the authority to adopt this Resolution pursuant to Article VIII
of the Constitution of the State of Florida and Chapter 166,
Florida Statutes.
SECTION 2. The City Commission of the City of Ocoee
hereby adopts a new Exhibit "A" of Resolution 88-06, attached
hereto and by this reference made a part hereof, and except as
set forth herein, Resolution 88-06 shall remain in full force and
effect.
SECTION 3. Severability. If any section, subsection,
sentence, clause, phrase or portion of this Ordinance is for any
reason held invalid or unconstitutional by any court of competent
jurisdiction, such portion shall be deemed a separate, distinct
and independent provision and such holding shall not affect the
validity of the remaining portion hereto.

SECTION 4. Effective Date. This Ordinance shall
become effective immediately upon passage and adoption.�'

CITIZEN ADVISCRY COUNCIL
I• PURPOSE: The oeneral ouroose of
the Citizen
Advisory Council shall be to orornote and maintain communication,
cooperation and a positive relationship between the citizens of
the City of Ocoee and the Ocoee Police Department.
II. OBJECTIVES:
A. To improve cornrnunication, between the
citizens of the City of Ocoee and the Ocoee police Department.
B. To increase involvement by the citizens and
the police in community programs.
C. To increase police educational activities
in, and availability to, the elementary and secondary schools.
D. To foster understanding and cooperation
between the citizens and the police.
E. To acouaint citizens
with their
responsibilities for the maintenance of law and order.
F• Tc• acquaint citizens with the ooeratic.n, c•f
the Ocoee Police Department and its varied activities.
G. To orornote increased cooperation between, the
police and various organizations in the community.
H. To assist in crime Prevention throuoh the
distribution c•f material or, crime deterrence.
I. To oenerate community interest and involve-
ment in crime prevention, citizen disputes and other areas of
community relations.
III• MEMBERSHIP.
A. The Citizen Advisory Council shall consist
of no less than, fifteen (l:.,) and no more than twenty-five (25)
members. Members shall be appointed for a term of three (C)
years and may be reappointed, irrespective of the number of terms
previously served. The initial members of the Citizen, Advisory
Council shall be appointed by the City Commission of the City of
Ocoee, Florida. Thereafter, new members shall be appointed to
the Citizen Advisory Council by the City Commission of the City
of Ocoee, Florida, upon request of the Citizen Advisory Council
and/or the Chief of Police. New members may be recommended to
the City Commissioners by the Chief of Police, members of the
Citizen Advisory Council, the Mayor and/or any one or more of the
City Commissioners of the City of Ocoee, Florida.
F. Members of the Citizen Advisory Council
shall meet once every two months and/or at such other times as
may be called by the Chairman thereof. Notice of each meeting
shall be provided to all members of the Citizen Advisory Council
within a reasonable time prior to the meeting. Notice of the
place, day and hour of the meeting shall be provided to the
public in advance of the meeting. Except as otherwise provided
under Chapter 28G of the Florida Statutes, all meetings shall be
open to the public.
C. The members of the Citizen Advisory Council
may not vote upon a matter at a meeting unless a majority of the
members is quorum) is present.
D. A member may be removed for cause from the
Citizen Advisory Council by the affirmative vote of a majority of
the members present at a meeting at which a quorum is present.
IV. OFFICERS:
A. The officers of the Citizen Advisory Council
shall be a Chairman, a Vice-Chairman, a Secretary and any such
other officers and assistant officers as may be deemed necessary
by affirmative vote of a majority of the members present at a
meeting at which a auorurn is present.
The Chairman shall in general supervise and
control the affairs of the Citizen Advisory Council and perform
all other duties incident to the office of Chairman.
In the absence of the Chairman or in the
event of his death or inability to act, the Vice-Chairman shall
Perform the duties of the Chairman, and when so acting, shall
have all the powers of the Chairman.

The Secretary shall in general perform all
duties incident to the office of Secretary including, but not
limited to, acting as the media liaison person for the Citizen
Advisory Council and providing a copy thereof to the City
Commission. All minutes shall be filed with the City Clerk of
the City of Ocoee.
B. The initial officers of the Citizen, Advisory
Council shall be appointed by the City Commission of the City of
Ocoee, Florida_ Thereafter, new officers shall be elected by the
affirmative vote of a majority of the members present at a
meeting at which a ouorum is present. Officers may be reelected
to the same Position or to a different position, irrespective of
the number of terms previously served.
C. Each officer shall hold office for a term of
one (1) year commencing upon, his appointment to office or until
his death, resionation or removal. Officers may be removed in
the manner set forth in III (D) hereinabove.
V. GENERA E DUTIES OF THE MEMBERS:
A. To meet and confer as a committee with
police department personnel on problems of law enforcement in the
City of Ocoee.
B. To supply information, to the Chief of Police
which may be helpful to the effective operation of the Ocoee
Police Department.
C. To refer to the Chief of Police, or his
designated representative, all questions requiring clarification
of Policy and to provide the Police department with citizen,

reaction, to police procedures, policies ar,d performance.
D. To prepare a monthly progress reoc,rt
(together with the police department) to keep the citizens
informed of the activities and progress by the police department.
A monthly media statement may be made from this report.
E. To prepare a semi-annual report (together
with the Police department) of progress showing the positive and
negative impact of community relations programs.

A. The Citizen Advisory Council is •riot
empowered to establish policy or investigate charges or
operational problems of the Ocoee Police Department. However,
these areas can be topics of discussion between the Citizen
Advisory Council and the Police Department.
B. Responsibility for initiating discussion
with citizens and/or the Ocoee Police Department shall rest
primarily with the Citizen Advisory Council. However, this does
riot preclude the police administration from initiating discussion
with citizens and/or the Citizen Advisory Council.
C. The Citizen Advisory Council is advisory to
the Police Department and not to the City Commission; therefore,
the Citizen Advisory Council should not be a vehicle to try to
influence the City Commission in budget or personnel matters

relating to the Police Department.
D. Privileges of the Citizen Advisory Council
shall include the right to observe any and all of the police
department's operations, individually or as a group, providing
that the member makes his or her request through the Chief of
Police, who shall grant or deny such request in his discretion.
E. Coordination with the Citizen Advisory
Council shall be the responsibility of the Chief of Police or any
other departmental member designated by him. The Chief shall
maintain complete and current files on the cornoosition of the
Citizen Advisory Council, its meetings and its activities.

CITIZEN ADVISORY COUNCIL

departmental activities, arrangements to ride in patrol units
should be made in advance by contacting the chief, captain, or
lieutenant of the police department.
G. When riding as an observer, members are cautioned that
they must not place their personal safety in jeopardy; and, when
the situation requires it, they must follow the direction of the
police officer in charge of the patrol unit.
H. Members will be required to sign a liability release
prior to riding in police vehicles.
