RE:Selection of a New Chair
Since Mr. Grogan was not re-elected and he was the 2018-2019 Chair for the CRA Board,
the Vice Chair, Mr. Firstner will run the meeting until hereaches Item 2. As the Vice Chair
hewill request motions from the CRA Board for a new CRA Board Chair. If Vice Chair
Firstner is selected as the Chair, a new Vice Chair will have to be selected as well.
The following identifiesthe chair and vice chairfor past six fiscal years (FY), including the
current year.

Current Project Update
April 30, 2019
OWG Road Landscape EnhancementPhase I & Phase II
o Phase I was completed last fiscal year; however, the CRA Administrator
wanted the CRA to know that a warrantee inspection has been made and
BrightView will be replacing the Silver Sunproof Liriope with Blue Daze and
one of the Cabbage Palms will be replaced based on palm bud issues.
o Phase II, S. Blackwood Avenue to the median west of Hempel Avenue, was
thth
initiated onApril 15and scheduled to be complete by May 10.
S. Blackwood Refresh This project was completed in November 2018, Public Works
has recently pruned the palm trees to provide a cleaner look for the corridor.
N. Blackwood Avenue StreetscapeBased on the change in direction to
incorporate a roundabout, this project has been delayed. The consultant (CPH)
recently received the notification to proceed with the change. Survey crews were
in the field last week and design is proceeding. The consultant expects to complete
the plans this summer. The estimated cost at 30% is $800,000.
SR 50 ROW Mowing Contracted the mowing/maintenance continues forthe entire
SR 50 ROWbetween SR 429 & Good Homes Road (CRA pays for the section
between SR 429 & ClarkeRoad).
S. Bluford Streetscape Corridor Conceptual Designthe corridor is completed and
will be presented to the CRA Board on Tuesday,May 7, 2019. Thecorridorconcept
on the east.
Maine Street ParkThis Park is located at the northeast intersection of S. Bluford and
Maine Street. The park is being designed and constructed by City Center West
Orange.
SR 50 LandscapeGrantThere has been a delay in the FDOT approval process;a
redesign was required because of new indices that had to be applied.Wenow
st
estimate the landscape package to hit the streets for bids in June 2019. 1Phase of
the construction ($500,000 FDOT grant) is expected to be completed in the winterof
2020and Phase 2 ($275,000 FDOT grant) to be completed by Juneof2020.Ginger
will also be securing quote for the required CEI.
SR 50 LightingThere is really no news from FDOT andDuke Energy regarding the
design and installation of the streetlights. They will be LED and look like the lights
closer to Good Homes Road.
Westgate Bluford/50 Site PlanningPreliminary site plans have been prepared and
were presented to theOwner last year. Based on the meeting, design modeling has
been completed for the site and we are in the process of schedulinga meeting with
the property owner.
Wellness ParkThe property and stormwater management agreements have been
transferred to the City. A fence was installed around the park, per FDOT. This fence
will be eliminated based on the final park design. GAI Community Solutions Group is
developing new concepts for the park. The additional survey has been completed
and provided to GAI. The park will be submitted to the West Orange Health Care
Districtfor a grantlater this summer.
Current Programs
Annual Report TheFifty West Annual Report was completed, uploaded to the CRA
offices.CRA made sure we are complaint with State Statutes.
Fifty West Branding Program CRA Staff isin the process of initiating programs to
further the Fifty West Brand, including the development of a banner location plan.
Develop Business Outreach programCRA Staff isin the process of drafting a
marketing and promotional program to inform the community about the CRA,as
well as to solicit interest from potential new businesses.
Grants & Incentive ProgramsStaff isin the process of drafting a formulized site &
building improvement grant and other incentive program for the CRA.
