Instead, we will maintain a set in the Planning Department for review prior to the City Commission meeting. BACKGROUND: The West Oaks Mall construction has proceeded utilizing a"fast-track"approach providing for three incremental Final Plan approvals in accordance with a formal processing agreement. This agreement allowed the developer to proceed with the initial portions of the project while subsequent portions were still being designed. At the time the City and developer entered into this review process, it was anticipated that the size and complexity of the project would likely produce numerous field changes that would then be incorporated into a Final Plan conforming to what was actually constructed. The processing agreement also requires the developer to secure approval of the Final Plan prior to receiving a Certificate of Completion, Certificate of Occupancy, or Final Plat approval. Accordingly, it is important that this approval be secured at this time to permit the project to open in October of this year. Page 2 The Mayor and City Commissioners July 31, 1996 DISCUSSION: During the course of construction for the West Oaks Mall, City staff has reviewed and approved numerous field changes consistent with the West Oaks Mall PUD/Preliminary Subdivision Plan. As directed by the City Commission at the project's inception, staff was given this authority to permit the project to proceed in an expeditious manner and avoid numerous on-site construction delays. This approach has worked very well, and the developer has made very few changes of any significance. Depending upon the magnitude of the field change, the developer submitted revised plans of varying complexity to appropriate City staff for concurrence prior to undertaking work on site. In many other cases, field changes were undertaken by the developer without formal staff review since they amounted to very minor adjustments caused by on-site conditions. The attached Revisions Summary lists the entire range of changes made to the three incremental plans that were previously approved by the City Commission. The Planning Director and City Engineer have reviewed this list against the Final Plan to ensure that all changes are consistent with prior approvals and represent prudent modifications that could otherwise be recommended for approval by the City Commission. In accordance with the processing agreement, it is staffs judgement that the Final Plan conforms to all of the requirements of the Land Development Code, the DRI Development Order, the West Oaks Mall PUD Land Use Plan, the Development Agreement, the Preliminary Subdivision Plan and the Preliminary Site Plan. The only changes to the Final Plans that may be considered substantial are listed as follows: 1. The footprint of the Mall was modified to permit deletion of a number of entrance locations, changes to anchor store layouts, and the addition of space for an Old Navy Store. 2. Truck loading areas and screening walls were changed in a number of locations to accommodate fire code requirements and changes in the footprint of the buldings. 3. A total of three additional outside wall signs were added for the Old Navy Store,AMC Theatre, and a music store. 4. Additional land area was reserved within the entry road tree-save area, and additional landscaping was added. 5. A number of changes were made in the Tables on Sheet SP-1 which identifies the total site and building areas allocated for the site. None of these changes affect the maximum building and site areas specified by the DRI and PUD approvals. 6. The multi-family entrance road and adjoining retention pond were modified to minimize impacts to the adjoining Lake Lotta Center property. 7. A new retention pond and grading plan was provided for Outparcel "A". The remainder of changes identified on the Revisions Summary can be characterized as minor and simply reflect modifications that are of a technical nature which do not conflict with any prior approvals. These changes have resulted in the modification of the landscape and irrigation design for West Oaks Mall. The following general changes were made to all of the sheets of the Landscape and Irrigation Development Set: -all parking lot islands have been numbered for ease of reference. -all landscape and irrigation plan sheets have key maps referencing the location of the sheet in relation to the overall site. Sheet LS-0 -Cover Sheet-revised"Sheet Key Plan"revised"Drawing Index". Sheet LS-1 -Index Sheet updated with current mall and parking lot configuration. Sheet LS-1.1 -Soil Replacement Plan updated with current mall and parking lot configuration has been added to set. Sheet LS-1.2 - Landscape Area Plan updated with current mall and parking lot configuration - revised calculations. Originally included in set as LS-1.1. Sheet LS-2 - Parking lot islands numbered 33, 37, 39,43 and 44 were reduced in size resulting in the reduction of plant material. -Modifications to curb lines at truck court no. 7 resulted in the additions to plant material. Landscape Architecture Planning Urhait Design Environmental,Nssessntent Sheet LS-3 -The revised curb lines at truck court no. 1 resulted in additions of plant material. -Modifications to curb lines at truck court no. 2 resulted in the reduction of plant material. -The addition of two(2)sidewalks from face of building to back of curb between truck court no. 1 & 2. No plant numbers were affected. -The "as built" location of pump station required plant substitutions for adequate screening. - The omission of the sidewalk in island no. 102 required additional plant material. Sheet LS-4 -The modification to the mall footprint with the addition of Old Navy store required a reduction in plant material. -Additional landscape material needed for the redesign of the area adjacent to truck court no.3. -The addition of a sidewalk on the south end of the theater required reducing plant material. -(3) Southern Magnolia 200 gallon were substituted for (3) Bald Cypress 100 gallon. -Modifications to the landscape design at the facade of the theater resulted in the addition of plant material. -The addition of plant material at island no. 165 at the end parking bays. Sheet LS-5 -Modifications to curb lines at truck court no. 4 required reducing plant material. -The modified landscape area to the north of Sears and adjacent to truck court no. 5 required the reductions in plant material. -Modifications to curb lines at truck court no. 6 required adding plant material. -An oversight in labeling at parking island no. 206 required the addition to the plant list. Sheet LS-6 -The addition of the Anchor #2 T.B.A. with approved landscape plan by the City of Ocoee. -The addition of hardscape around the bus stop required a reduction of landscape planting between the structure and fencing. -The addition of native species added to"Tree Save"area. Sheet LS-7 Parking islands no. 169 & 170 were joined to create one long island resulting in the addition plant material. -The modification of the median curb line at the intersection of West Colonial Drive required a reduction of plant material. -The addition of a retaining wall at access road #1 required adjusting the location of plant material. No plant quantities were affected. Sheet LS-8 "As built" location of the lift station required the redesign of existing material to provide better screening. Sheet LS-12 Has been omitted from this landscape development set. The design was a deductive alternate provided to the owner for the design of two secondary entrances. One entrance was to the north of Dillards adjacent to truck court no. 4. The second entrance was to the south of J.C.Penneys adjacent to truck court no.7. Sheet LS-13 An additional (10) Washingtonia Palms 16' c.t. were added to the planting area in front of the east mall(food court)entrance. Sheet LS-14 -This sheet originally showed the landscape coverage required for Dillards and Sears. This sheet has been omitted from set. Appendix #1 shows the planting plan for Dillards. Appendix #2 shows the planting plan for Sears. The Landscape Development Set has been renumbered to accommodate absence of this sheet. Sheet LS-15 -This sheet originally showed the landscape coverage required for Gayfers and J.C. Penney. This sheet has been omitted from set. Appendix #3 shows the planting plan for Gayfers. Appendix #4 shows the planting plan for J.C.Penney. The Landscape Development Set has been renumbered to accommodate absence of this sheet. Sheet LS-17 -Revised plant list reflecting the changes made to the landscape drawings as listed above. -Nellie R. Stevens Holly 65 gallon were substituted for East Palatka Holly 65 gallon due to the lack of availability of quality plant material. -Sandankwa Viburnum has been used in lieu of Maui Ixora due to the concerns of a lack of cold hardiness of the Maui Ixora in the Ocoee area. The Irrigation Development Plans related to these landscape drawings were also adjusted to compensate for the previously mentioned modifications in the landscape drawings. Sheet I-1 -Changes in irrigation design to reflect the landscape changes that occurred with curb line adjustments at truck court no. 7. -Irrigation added at island no.31 to correct an oversight in design.
