RE: RENAMING OF CLARKE ROAD
Several months ago General Growth Properties, Inc., the developers of West
Oaks Mall sent the attached letter to me requesting that Clarke Road between
State Road 50 and White Road have its name changed to West Oaks Boulevard.
As a result of this request, I asked for comments from the pertinent staff
members as to whether they felt this was a good idea.
Attached are their comments. Under the circumstances, it is our
recommendation that this request be denied.

Dear Ellis:
With the West Oaks Mall's grand opening only a few months away, we respectfully request that the
City of Ocoee consider renaming a short portion of Clarke Road to "West Oaks Boulevard."
As developers of the mall, our specific interest lies in the existing Clarke Road section between S.R.
50 and White Road. General Growth Properties, Inc. is currently adding two (2) fully signalized
intersections as well as deceleration and left turn lanes at all entrys to the mall within that area. In
addition, we are upgrading the intersections of S.R. 50/Clarke Road and Clarke Rd/White Rd. We
are adding substantial new landscaping and irrigation to the medians there. As you know, longer
term plans call for this road section to be expanded to six lanes by the mall owners in its later phase.
West Oaks Mall is a regional project by definition and is expected to draw its customer base from as
far away as 20 miles. In the early years, particularly while the mall is becoming established, we
expect to be visited by many new customers daily. For the project to be fully successful, we must
make it as convenient as possible for those customers to easily find us and to continue to return
regularly. We have met with success in other projects in establishing a name recognition which
retailers, developers, and even the local community identified as synonimous with a certain area.
Our North Point Mall in Alpharetta, GA is such an example. Although we invented the "North Point"
name, it was then picked up by other businesses and developers in the surrounding area. The city
then renamed the adjacent road to "North Point Parkway". From an advertising and a customer
recognition standpoint, the benefit has been that any mention of the words "North Point" is
immediately understood to include the entire area surrounding the North Point Mall. Any business
that advertises that name benefits others located within the same area.
We see many parallels today in the West Oaks Mall situation. Although there are no other occupants
today in that portion of Clarke Road under discussion, the vast majority are planned to be other
commercial businesses in the coming years. We believe most will eagerly adopt the "West Oaks"
branding, particularly if those businesses are also then located on West Oaks Boulevard.
This proposed name change would provide key overhead signing at the S.R. 50/Clarke Road
intersection. Since the mall itself has limited frontage on S.R. 50, this is an important benefit to us for
drivers exiting the East-West Expressway and for those drivers eastbound on S.R. 50.

For all the above reasons we recommend the city consider our suggestion to rename at least a
portion of Clarke Road after the mall project to help generate a regional connotation. I would be
happy to discuss this in greater detail with city staff and with the city commission at the appropriate
time.

Date: April 12, 1996
I feel that renaming the section of Clarke Rd. from S.R. 50 to White Rd. would cause confusion.
This potential confusion would involve the 911 system, response to calls by emergency personnel
and confusion among citizens and travelers.
These are just a few of my concerns. Other concerns include changing the street signs, redrawing
maps(name changes) and confusion at the Ocoee exit on the East-West Expressway ramp.
In summation, I recommend that the name change not be approved.

I don't think that renaming the section of Clarke Rd. from S.R. 50 to White Rd. is a good idea.
First, there will be potential confusion for motorists looking for West Oaks Blvd. when coming
from the north. There will be no such road intersecting Silver Star Road, A.D. Mims Road or
Clarcona-Ocoee Road. If the signs on the East-West Expressway are changed to notify drivers of
a West Oaks Blvd. exit, then there will be no indication that any of Clarke Road exists further
north. This will present a problem for travelers who are looking for something on Clarke Rd.
other than the mall.
Altamonte Mall and Fashion Square Mall both seem to be doing fine without having either S.R.
436 or S.R. 50 renamed.
As a general rule, I object to changing the name of a continuous street anywhere along its length,
particularly when the total length is relatively short as is the case with Clarke Rd.

The West Oaks Mall project is great, however, renaming a short portion of Clark
Road to West Oaks Blvd. will, in my opinion, create problems.
This type of situation already exists with Wurst Road/A.D. Mims, Orlando
Ave./White Road, and several other streets throughout the City. When a road has
several different names, it has generated confusion for fire/rescue, police,
mappers, etc.
As you may recall, there was the problem of naming Clark Road in the first place.
I do not recommend a name change occur to any portion of Clark Road.
