Assistant City Engineer/Utilities Director SUBJECT: Orlando Avenue/White Road Improvements Project Phase I and Phase II Award of Construction Contract On Monday, December 21, 1998,bids were received for the Orlando Avenue/White Road Improvements Project Phase I and Phase II. This project generally includes improvement to White Road and Orlando Avenue from the entrance to the Hammocks Subdivision to Bluford Avenue. The roadway will be widened to provide uniform 12 foot width traffic lanes for the entire length and entire length will be overlaid and restriped. In addition ribbon or miami type curbs will be constructed in areas where there are no curbs, a sidewalk installed from Lakewood Avenue to Sleepy Harbor Drive and drainage improvements at two locations along the roadway. This project was advertised for competitive bids through the Orlando Sentinel, Central Florida Builders Exchange, and F.W. Dodge Corporation. Only two contractors submitted bids on this project. Their bids were: CONTRACTOR ORLANDO AVE/WHITE RD PROJECT Gibbs and Register, Inc. $344,462.00 Perri Builders, Inc. $396,305,02 Engineer's Estimate $395,137.95 This project was not advertised through the five contractors that are under contract with the City through the Horizontal Construction Program. Those five contractors are sitework and utility contractors that subcontract any paving work associated with the projects under that program. With the magnitude of paving work under this project it was more cost effective to publicly advertise this project. THE PRIDE OF WEST ORANGE �S The attached letter from PEC, Inc. is a recommendation to award the contracts to Gibbs and Register, Inc. The Engineering Staff concurs with PEC's recommendation to award the Orlando Avenue/White Road Improvements Project Phase I and Phase II to Gibbs and Register, Inc. for the total of$344,462. This construction cost of this project is lower than the engineer's estimate; most of the difference was in the cost for maintenance of traffic during construction. The project will be funded from the Transportation Bond Fund. The intent is to secure bonds and insurance certificates, execute contract documents, and issue the Notice To Proceed shortly after the first of the year. The construction schedule requires the contractor to be completed within 180 days. Action Items: I recommend that the City Commission authorize the Mayor and City Clerk to execute a contract with Gibbs and Register, Inc. in the amount of$344,462.00 for the Orlando Avenue/White Road Improvements Project Phase I and Phase II in accordance with the following steps: • Authorize the Engineering Department to execute the Notices of Intent To Award and secure executed contract documents,bonds and insurance from the contractor. • Authorize the Mayor and City Clerk to execute the contracts with Gibbs and Register, Inc. at such time as the contract documents are reviewed for compliance by staff and legal counsel, as needed. Lakeshore Drive Ocoee, FL 34761 SUBJECT: Orlando Avenue/White Road Improvements Project RE: Recommendation of Award Dear Mr. Shira: On December 21, 1998, the City received sealed bids for the referenced project from two (2)contractors. The attached tabulation of bids represents a summary of unit prices by each respective Bidder. Mathematical errors, omitted items and incorrect extensions, if any, are noted at the end of the bid tabulation. The bid tabulation indicates Gibbs & Register,Inc. as the apparent low bidder with a total bid price of$344,462.00. The second apparent low bidder is Perri Builders, Inc. with a total bid price of$396,305.02. The Engineer's construction estimate was $395,137.95. The bid proposal of the apparent low bidder appears to be complete and properly executed (see the attached Bid Checklist and Reference forms). This contractor has acknowledged receipt of all addenda as prescribed and has submitted proposals to comply with other City bidding requirements. While these special requirements must be verified by the City, we believe that this bid proposal is in conformance in all material respects to the invitation for bids and is therefore, a responsive bid. The second apparent low bidder(Perri Builders,Inc.)was missing certain forms which are shown on the Bid Checklist and Reference Form. Based upon the information presented in the bid proposal Questionnaire, the apparent low bidder is a licensed contractor in the State of Florida and seems to possess the manpower, facilities and equipment necessary to perform the classes of work contemplated within the time specified. We have also contacted the references listed in the Questionnaire for each bidder. A summary of this survey is presented in the attached "Bid Checklist and Reference"forms. As these summaries show,these contractors performed satisfactorily on their past projects. Based on our review of the qualification submittals from each of the bidders, our conversations with the respective references and our analysis of the bid tabulation, we find that Gibbs & Register, Inc. is the lowest responsible, responsive bidder.
