HomeMy WebLinkAbout07-13-2010 Joint Meeting Minutes Minutes of the Joint Meeting of the CITY OF OCOEE GENERAL EMPLOYEES' PENSION BOARD (GEPB) THE POLICE OFFICERS/FIRE FIGHTERS PENSION BOARD (POFPB) Held on July 13, 2010 At 150 N. Lakeshore Drive c Ocoee, FL 34761 DRAFT AGENDA ITEM I. CALL TO ORDER—Chairman Wagner GEPB Chairman Russ Wagner and POFPB Chairman Charlie Brown called the meeting to order at 2:05 p.m. in the Commission Chambers in City Hall. Chairman Wagner and Chairman Brown called the roll and a quorum was declared present for each board. Present were GEPB Chairman Russ Wagner, GEPB Trustees David Wheeler, Jean Grafton, Wendy West and Pat Gleason along with POFPB Chairman Charlie Brown, and POFPBTrustees Sgt. Bill Wagner and Deputy Fire Chief Butch Stanley. Also present was Human Resources/Risk Management Director Jim Carnicella, Human Resources Specialist Debbie Bertling and GEPB Recording Secretary Stella McLeod. AGENDA ITEM II. BUSINESS FOR DISCUSSION: PLAN ADMINISTRATOR GEPB Chairman Russ Wagner addressed the joint pension board attendees stating that there has been discussion with the city manager about exploring the idea of hiring a joint pension plan administrator. The chairman continued that the main thrust of the meeting is whether or not having a joint plan administrator is the direction that the two boards want to take. The boards discussed their status with the police pension having hired a professional administrator, and the general pension board not having an administrator. Chairman Brown mentioned that the police/fire pension board made the move to hire an administrator because pension related activity increased dramatically. He added that there is no decision-making authority on the part of the administrator. Decisions must go through the police/fire pension board. HR Director Jim Carnicella offered his expertise and experience to both boards as they explore the options available to them. Director Carnicella advised the boards to look at what they want General Employees Pension Board July 13, 2010 Page 2 of 2 the plan administrator to do and how much they want to pay the administrator for doing it. He added that it would be wise for the boards to come up with a job description, a task for which the director can provide assistance given his experience working at the City of Hollywood in south Florida. The topic of technology came up. GEPB Chairman Wagner recounted his experience with a public employer in the state of Iowa. When Chairman Wagner called the state's retirement department and gave them some basic information, the department representative was able to access Chairman Wagner's information immediately. This kind of accessibility is what Chairman Wagner said he envisions for the City of Ocoee. GEPB Trustee Grafton stated that the boards would need to be ready to change over to new technology. She added that once hardware and software are purchased, she is available to help with the data entry tasks. Chairman Wagner said that the general employees' pension fund will be audited shortly, and he recommended that no definitive action be taken until the audit is completed. Director Carnicella suggested again that the board begin building a list of duties for the administrator. GEPB Trustee Patricia Gleason asked if it would be possible to get information about Iowa's software (known as IPERS). Trustee Grafton asked what system the Florida Public Pension Trustees Association (FPPTA) uses. Chairman Brown replied the organization uses a program called the Golden Egg. After further discussion,the two boards, By consensus, it was agreed that both pension board chairmen, along with the human resources director,would develop lob duties for the position of plan administrator. POFPB Trustee Sgt. Bill Wagner said that he would like to see what added benefits the City will be getting [if a joint plan administrator is hired]. Chairman Wagner invited the police/fire pension members to attend the next regular GEPB meeting at 11:00 a.m. The Chairman Brown and the police/fire pension board members accepted. AGENDA ITEM X.
