The purpose of this board is to promote understanding, respect, goodwill, and equality among all citizens and businesses of the City of Ocoee. Members of the Human Relations Diversity Board serve three-year terms. Currently the Human Relations Diversity Board has nine (9) members, and their resolution allows no less than seven (7) members and no more than thirteen (13) members. One application has been received by Larry Dorsey, a City of Orlando resident, who has shown an interest in being appointed to the Human Relations Diversity Board for a term ending May 2022. Currently there is one (1) non-resident member, and the HRDB's resolution allows no more than three (3) non-residents. Mr. Dorsey has provided a personal statement for consideration in granting the non-resident waiver. Article III (B) entitled "Membership" of the HRDB Bylaws states the following: "All persons who reside in Ocoee, who own real property in Ocoee, or who are owners of businesses located in Ocoee shall be eligible for membership. The City Commission reserves the right to waive the foregoing membership qualifications when the City Commission deems it appropriate. In deciding whether to waive the basic membership requirements, the City Commission shall consider whether the applicant can provide: 1. Representation of an ethic or cultural group not present on the Board; 2. Skills or perspectives not presently available from Board members; and/or 3. Strong links to groups with a similar mission or tangible support of Board activities. The maximum number of non-residents on the Board at any time may not exceed three (3) persons, and no non-resident may be appointed to fill the final vacant seat. Any applicant for appointment to the Board who does not meet the general basis for membership must include a personal statement explaining the reason for seeking appointment. The statement must contain supporting evidence relevant to one or more of the three criteria for consideration in granting a waiver." Issue: Should the Honorable Mayor and City Commissioners waive the residency requirement and consider appointing Mr. Dorsey to the Human Relations Diversity Board with a term ending May 2022? Recommendations: Staff recommends that the Honorable Mayor and City Commissioners consider waiving the residency requirement and appoint Mr. Dorsey to the Human Relations Diversity Board with a term ending May 2022. Dorsey. I am the Pastor of the Bibleway Institutional Church 412 North Pine Hills Rd#C Orlando, Florida 32811. I spoke with Mayor Johnson expressing the an interest in joining the Human Relations Diversity Board of the City of Ocoee to helping make Ocoee a place for all people. My pass experiences are former Branch Manager of the Boys and Girls Club of Central Florida. Former President of the Orlando Fights Back's Ivey Lane Community Corridor where we reduce the crime by peaceful means closing the community bar into a takeout package store. I was introduced to the HRDB by Ira Calloway when I was invited to do the invocation at the Martin Luther King,Jr Celebration which i have done the last several years. It is with this submission that I seek membership with the City of Ocoee Human Relations Diversity Board. Respectfully Yours, Larry W. Members are expected to attend Board meetings and participate in Board-sponsored events. Applicants for membership should anticipate that participation will require considerable devotion of personal time. Effective May 2014, all members shall serve a three (3) year term and may be reappointed, irrespective of the number of terms previously served; however, to ensure that approximately one-third of the authorized membership positions become vacant in any given year, the City Commission may make appointments of one, two, and three years of service. B. All persons who reside in Ocoee, who own real property in Ocoee, or who are owners of businesses located in Ocoee shall be eligible for membership. Persons who were convicted of a felony or a misdemeanor involving moral turpitude are ineligible. The City Commission reserves the right to waive the foregoing membership qualifications when the City Commission deems it appropriate.
