HomeMy WebLinkAbout01-24-2019 Minutes MINUTES OF THE CITIZENS ADVISORY COUNCIL FOR THE OCOEE POLICE DEPARTMENT MEETING HELD JANUARY 24, 2019 CALL TO ORDER Member Laney called the meeting to order. Member Laney lead the invocation, Member Lewis lead the Pledge of Allegiance. PRESENT Member Ball, Member Laney, Member Garone (late arrival), Member Lewis, Member Orme.Also present: Sgt. Mireya lannuzzi, Sgt. Bryan Pace and Recording Clerk Maria Serrano. ABSENT Member Hill (absent unexcused), Member Christian (absent unexcused), Member Lovejoy (absent excused) Recording Clerk Serrano informed the board of the resignation of Member King, Member Bray and Member Titus. DETERMINATION OF QUORUM Declared by Recording Clerk Serrano. APPROVAL OF MINUTES FROM THE SEPTEMBER 27, 2018 MEETING Member Lewis made a motion to approve the minutes from September 27,2018,seconded by Member Ball. Member Laney requested the following corrections be made; homeowners association to be spelled out and to specify the neighborhood safety summit was for associations within the city of Ocoee. The board voted and the motion was unanimous. SENIOR EVENT Member Laney updated the board; as no date has been set yet and she will continue working on the event.She suggested hosting the event on a larger scale, a Senior Fair with vendors, prizes and informational speakers.The ultimate goal is to protect seniors. ACCREDITATION Sgt. Bryan Pace defined accreditation as the "certification by an independent reviewing authority that an entity(Ocoee Police Department) has met specific requirements and prescribed standards." He stated that every aspect of the department such as property and evidence, hiring and training, termination and policy is audited during accreditation. He added that the department held a mock accreditation in November and will be looking to apply for accreditation in May of 2019. CHARTER INFORMATION This item was tabled,the board requested an email copy of the charter. PROMOTIONAL ITEMS Member Laney offered to bring examples of promotional items she received at a convention. Item was tabled to next meeting. HOMEOWNER ASSOCIATION (HOA) ENGAGEMENT The board asked that a contact list be emailed to each member; Chairperson Garone asked to invite different HOA boards to a meeting. Member Laney requested that the new Community Affairs officer attend the next meeting. CIVILIAN OF THE YEAR 2018 AWARD Chairperson Garone opened the discussion. Member Laney nominated entry#2, Member Lewis seconded. Chairperson Garone nominated entry#1, no second. The board's vote was unanimous for entry#2. VOLUNTEER OF THE YEAR 2018 AWARD Member Garone nominated entry#1, seconded by Member Laney. The vote for entry#2 was unanimous. OFFICER OF THE 4TH QUARTER AWARD Member Garone nominated entry#1,seconded by Member Laney. Discussion ensued. Member Orme nominated entry#3, seconded by Member Lewis. The board voted 3/2 for entry#1. OFFICER OF THE YEAR 2018 AWARD Member Lewis nominated entry#2, no second. Member Lewis#2, no second. Member Laney nominated Ofc. Blake Prince by name. Member Garone seconded. Discussion ensued. The board voted 4/1 for Ofc. Prince. Sgt. lanuzzi informed the board they have awarded Civilian of the Year to Crime Analyst Ross Brummett, Volunteer of the Year to Dennis Murray, and Officer of the 4th Quarter to Ofc. Eric Edwards. ELECTION OF CHAIRPERSON FOR 2019 Member Garone opened the discussion by nominating himself, Member Orme seconded, the board's vote was unanimous. ELECTION OF VICE-CHAIRPERSON FOR 2019 Member Laney nominated herself for Vice Chairperson, seconded by Member Lewis. The board's vote was unanimous for Member Laney as Vice Chairperson. ELECTION OF TREASURER FOR 2019 Member Garone nominated Member Christian, Member Laney seconded. The board's vote was unanimous for Member Christian as Treasurer. DEPARTMENT UPDATES Sgt. lannuzzi informed the board the Community Picnic will be held in May. On March 30th, a first time, "Shred Event",will be held for the public to bring their sensitive documents to shred for free.She stated she will email the board event dates as they approach. Mediterranean Grill will be hosting the next Coffee with A Cop event.Spring Fling will be March 9'and she tells the board they are welcome to put up a table, as well as pass out promotional items. Member Laney stated she has literature and sample promotional items she can bring to give away and further requested that the board have their own tent and table to be set up away from the Police department table. Sgt. lannuzzi informed the board they must register with the Spring Fling committee to secure a space. She informed the board that there is a new Community Affairs officer, Ofc.Jason Strange. She briefed the board on the new Marjory Stoneman Douglas Act and its impact on the department.The Act requires placement of a uniformed police at officer at each school in Orange County.The department previously had four(4)school resource officers and now has seven (7). Sgt. lannuzzi stated the coverage includes the public and charter schools in Ocoee. Member Laney complimented Ofc.Strange, and stated his interaction with the public is warm, which will be appreciated by the public. Member Garone asked how many promotional cups are left so they may be given out at Spring Fling.Sgt. lannuzzi stated there are about 25 cups left and she will bring them to the event. She informed the board that the Handgun Safety class still takes place each month and Ofc. Scott-Marsh will continue to teach the Women's Self-defense Class. SURVEY Tabled by Member Garone to discuss with Member Christian at the next meeting. TREASURER REPORT As of January 2019,the full$1,000.00 budget is available.Sgt. lannuzzi advised the board the vote for the award amounts to increase or stay the same. Member Laney motioned that the award amounts remain the same, Member Garone seconded. The motion is unanimous. Officer of the Quarter will receive$50, Officer of the Year will receive $100, Civilian and Volunteer of the year will each receive$25.A total of$200 to be spent on awards and $160.00 on shirts.The end of meeting budget will be $640.00. Member Lewis asked about the Public Safety Academy. Sgt. lannuzzi stated dates have not yet been set, but the class may be scheduled in March. Member Lewis stated he is interested in attending. He suggested the process be more uniform and involve more discussion, and further suggested nominations be made followed by a second and discussions to take place prior to voting.
