This firm is now ready to proceed with design and engineering services for the Master Downtown Stormwater System. Issue: Should the Honorable Mayor and City Commission authorize staff to prepare a purchase order in the amount of $404,662 for GAI Consultants Inc. to provide the required design and engineering services for the Master Downtown Stormwater System? Recommendations: Staff recommends that the Honorable Mayor and City Commission authorize staff to prepare a purchase order in the amount of $404,662 for GAI Consultants Inc. to provide design and engineering for the Master Downtown Stormwater System. Attachments: GAI, CSG fee proposal and scope of service for the design and engineering of the Master Downtown Stormwater System. Financial Impact: The design and engineering of the Master Downtown Stormwater System is included in the Downtown Capital Investment Program, Master Stormwater System; in which, $8.1 million dollars was allocated to Master Downtown Stormwater System project for property acquisition, planning, design, engineering, and implementation. Project Understanding GAI Consultants completed the'Downtown Ocoee Master Plan' in December 2016 under a separate agreement. As part of the long-range vision for the City of Ocoee (City), several improvement projects were identified and have begun to move beyond the conceptual stage. The Ocoee Master Stormwater Pond/Park is one of these projects. The Master Stormwater System and associated Stormwater Park is a project that has been identified as being critical to the success of the future disposition of downtown. This project consists of the Master Stormwater Pond and Park which will provide treatment and attenuation for the future redevelopment of much of the downtown district. The service area was defined in the conceptual design and can be further defined through coordination with the City. This pond will also become a destination public park facility featuring scenic walkways, piers, open space areas, and parking. There is an existing open stormwater conveyance system running through this area that will be realigned and integrated into the design running along the southern perimeter of the project. Desired improvements include all of the elements indicated and listed on the previously described concept plan. Landscape Architecture plans shall consist of the following: • Key Map/General Notes/Landscape Notes/Furnishings Schedule • Site Hardscape and Paving Plans • Hardscape details • Streetscape modifications to West Franklin Street • Landscape Plan and Details • Boardwalk and overlook plans ▪ Site Furnishings (selection, location and details including gazebo, benches, waste receptacles, drinking fountains, etc.) • Construction Document submittals shall coincide with all disciplines Civil Engineering plans shall consist of the following: • Limits of Construction, Existing Conditions and Erosion Control Plans • Demolition Plans • Site Geometry and Horizontal Control Plans and Details • Pavement Plans, Sections and Details • Signage and Pavement Marking Plans and Details • Paving, Grading and Drainage Plans and Details • Drainage Service Area • Miscellaneous site civil details • General Notes Electrical engineering plans shall consist of the following: • Site lighting • Site power Structural engineering plans shall consist of the following: • Retaining wall details • Sheet pile details • Boardwalk pile depth Task 1.0— Data Collection 1.1 CSG/GAI will procure a topographical survey in accordance with Chapter 5J- 17 F.A.C.to include the following: • Locate all improvements and utilities, as evidenced by above ground features or if designated and marked by the Utility Owners or their A GAI Consultants.Inc.Service Group ©2019 GAI CONSULTANTS Mr.Steve Krug Page 3 June 3,2019 GAI Project No.A180202.01 IPlanning I Urban Design Lands(ape Arc hiteclure designated representative or a contracted service. All drainage structures Economics I Peal Estate will be detailed. • Obtain spot elevations on natural ground and existing improvements suitable for interpolation of one-foot contours to be shown on the final drawing. • Establish a minimum of two (2) site benchmarks. Horizontal data will be relative to NAD83 and vertical data will be relative to NAVD88 and will be based on City of Ocoee Control Points 1 and 2. 1.2 CSG/GAI will procure a soil report from a geotechnical engineering sub- consultant to provide necessary recommendations regarding pile depth, structural requirements, paving and seasonal groundwater elevation.The specific work includes: • Drill one(1) Standard Penetration Test(SPT) boring to a depth of 35 feet below ground surface, at the proposed observation deck for pile embedment depth evaluation. • Drill two (2) Standard Penetration Test(SPT) borings to a depth of 25 feet below ground surface, along the proposed boardwalk alignment for pile embedment depth evaluation. • Drill four(4) Standard Penetration Test(SPT) borings to a depth of 25 feet below ground surface, at the proposed sheet pile wall alignment for sheet pile embedment depth evaluation. • Drill two (2) Standard Penetration Test (SPT) borings to a depth of 25 feet below ground surface, along the proposed retaining wall alignment for foundation evaluation. • Drill two (2) machine auger borings to a depth of 25 feet below ground surface, within the proposed stormwater retention pond area for fill suitability evaluation. • Drill two (2) manual auger borings to depths of 5 to 7 feet within proposed paved parking/drive areas to assist with pavement section design recommendations. • Prepare a geotechnical report including results of the soil investigations in profile form, evaluation of encountered conditions, estimation of seasonal high groundwater, and geotechnical recommendations for: proper site development, pile embedment depth, sheet pile embedment depth, retaining wall foundation design, pavement section design, and fill suitability of soils excavated from the proposed stormwater retention pond area. Task 2.0—Contract Documents Completion of contract documents for all of the project elements including roadway modifications, hardscapes, boardwalks, site furnishings, small structures, landscaping, lighting, irrigation, and other elements that may be required to construct the project. Using surveys and the soils report along with the previously completed concept plan,the plans for the project elements described in the Scope of Services (above)will be advanced to a 30% level of completion. These plans will primarily establish the layout, preliminary elevations and location of all other project features including preliminary grading and drainage. Some material selections will be determined. • Provide a complete set of 30% construction documents to the City for review. • Attend a document review meeting with the City to receive comments regarding the 30% plans. 2.2 90%and 100%Construction Documents: Based upon the reviewed 30% Construction Documents CSG will produce drawings to fix and describe the overall character of the project including the development of plans indicating quantities,types, sizes, and materials of the paving, boardwalks, retaining walls/sheet piles, site furnishings, drainage, landscaping, irrigation, lighting fixtures and any and all other project elements identified in the 30% completion phase of the work.The plans will include the selection of materials, colors and patterns to be approved by the City. In addition,the 90%and 100% plans will provide all necessary construction documents for the accurate bidding and construction of the project. The 90% Construction Documents are to include: • Cover Sheet • General Notes Sheets • Demolition Plans • Paving, Grading and Drainage and Horizontal Control Plans • Dimensioned Layout Plans • Hardscape Details • Structural Details • Site Electrical Sleeving Plans • Site Furnishings Plans • Landscape Plans and Details • Irrigation Plans and Details • Provide CSI Format Technical Specifications • Attend a document review meeting with the City to receive comments regarding the 90% plans. 2.4 100%Construction Documents • 100% Construction Documents, incorporating the comments received from the 90% plan review. A GA!Consultants.Inc.Service Group ©2019 GAI CONSULTANTS Mr.Steve Krug Page 5 June 3,2019 GAI Project No.A180202.01 Planning I Urban Design Landscape A,:hitecturr ■ Final Written Specifications Econormcs I Real Estate ■ One(1) City meeting Task 3.0—Site Development Permitting The Consultant shall prepare and submit permit application packages and shall prepare and submit response packages for comments from each permitting agency as necessary.This Scope consists of permit application packages for the following agencies: 3.1 CSG will attend a pre-application meeting with the City prior to submitting the project for site plan approval.CSG will submit theproject for that approval and will respond to comments received. 3.2 CSG will prepare and submit the Building Permit to the City of Ocoee for all the on-site improvements. 3.3 Prepare and submit an application to the St.Johns River Water Management District for an ERP Permit modification. Payment of permit fees are the responsibility of the City. Task 4.0— Bidding Phase Services 4.1 Prepare a bid tabulation schedule for bidding by general contractors. Advertising the project for bid and preparing the full bid packages for the bidders is the responsibility of the City. 4.2 Attend the pre-bid conference and answer any questions which may arise during the bidding process. Respond to bidder's Requests for Additional Information (RFIs), prepare any addenda that may be necessary(for distribution by the City), attend the bid opening, and assist the City in the review of the bids received. Task 5.0— Limited Construction Phase Services 5.1 Attend a pre-construction meeting with the City and design team. 5.2 Visit the construction site to observe and become familiar with the progress and quality of the components of the work completed to determine if the work is generally being performed in accordance with the contract documents. CSG will only visit the project site upon the request of the City, and as will be required for the certification of utilities for the permitting agencies. CSG will ultimately provide compliance certifications to regulatory agencies including a "Substantial Completion" and a "Final Completion" site visit with punch lists to the City. 5.3 CSG will not be required to make exhaustive or continuous on-site inspections/observations to check the quality or quantity of work,to monitor work safety requirements, or to redesign/remodel and revise construction A GA!Consultants.Inc.Service Group ©2019 GAI CONSULTANTS Mr.Steve Krug Page 6 June 3,2019 GAI Project No.A180202.01 Planning I Urban Design Lane.',A apt,A-hltecture drawings due to unknown field conditions encountered during construction E`ontm.._,IFkal Estate or changes to elements of the work designed by others. CSG shall neither have control over or charge of, nor be responsible for, the construction means, methods, techniques, sequences or procedures, or for safety precautions and programs in connection with the work, since these are solely the Contractor's rights and responsibilities under the contract document. Note: Each site visit will be followed by a field report to the City noting deviations from the contract documents. However, CSG shall not be responsible for any contractor's failure to perform the work in accordance with the requirements of the contract documents. 5.4 Review and process shop drawings for project construction document compliance. 5.5 Respond to RFIs from the contractor during construction. 5.6 Provide responses, both in written form and by modifying and/or preparing drawings and plans, to questions posed by the City during completion of the construction of the project for design modifications required as a result of unexpected site conditions or as may be requested by the City. 5.7 Review and provide comments for the as-builts provided by the contractor. The as-builts are required to be signed and sealed by a Florida registered land surveyor. Coordinate with the contractor to provide the level of detail necessary for the Engineer of Record's certification. Deliverables At 30%, 90%and 100% submittals to the City, CSG will provide one (1) PDF version of the plan set to the City. Subconsultants The following subconsultants are proposed for the project: • Survey: Southeastern Survey • Geotechnical Engineering: Andreyev • Structural Engineering: Bishop Engineering • Electrical Engineering: VoltAir Schedule CSG will begin work upon receipt of a copy of the City's Purchase Order. CSG will endeavor to complete its Scope of Services, not including the Bidding and Construction Observation phases of the work and complete the project deliverable within a time frame mutually agreed upon by the City and CSG/GAI, subject to excused delay occasioned by factors beyond CSG/GAI's reasonable control. During this phase of the work if the fee is expended the Consultant will request additional compensation as may be required to complete the requested services. Services Not Included The proposed scope of services and cost(s)assume the following items are excluded from this scope of services: 1. Subsurface Utility Engineering excavations to determine underground features/utilities (i.e. soft digs). 2. Traffic studies and reports. 3. Additional Phased expansion scope, design, and/or permitting. Breaking the design of the project out into multiple construction phases and bid packages other than what is stated in this proposal. 4. Design of sanitary sewer or potable water systems. 5. Contractor related dewatering permitting through jurisdictional agencies (i.e. SFWMD, FDEP, City of Orlando, etc.). 6. Bid Tabulations or full CEI Services. 7. Record Drawings and/or BIM based on the contractor's As-Builts (assumes As-Built drawings/or BIM will be provided by the contractor). Assumptions and Understandings CSG's/GAI's Scope of Services, Schedule, and Compensation as set forth above have been prepared on the basis of the following assumptions and understandings: 1. City acknowledges and understands that Community Solutions Group is a GAI Consultants, Inc. Services Group.Any reference to Community Solutions Group or CSG in the Proposal for Professional Services and the Standard Terms and Conditions also refers to GAI Consultants, Inc. It is further acknowledged and understood that this agreement is between the City and GAI Consultants, Inc. 2. City has provided all its requirements for GAI's scope of services and all criteria and/or specifications that GAI should utilize at the time this Proposal is authorized.This includes any requirement for any statement of professional opinion or certification. 3. City has provided all available information pertinent to GAI's scope of services, including previous reports/drawings; utility information;topo information, etc.at the time this Proposal is authorized. Unless otherwise noted, GAI may rely upon such information. 4. City will give GAI prompt notice whenever it observes or otherwise becomes aware of any development that affects the scope or timing of GAI's performance. Any of City's other consultant(s)/contractor(s)will cooperate and coordinate with GAI in a timely and efficient manner. 7. GAI's proposed compensation and schedule are based on receipt of authorization to proceed within thirty(30) calendar days of the date of this Proposal./GAI reserves the right to adjust its compensation if authorization to proceed is not received within thirty(30) calendar days.
