SUBJECT: Reclaimed Water— Forest Brooke, West Groves Subdivisions
The current Ocoee reclaimed water ordinance requires that a reclaimed water system
be installed as part of the development of all projects within the city's service area.
The two referenced subdivisions are within the city's service area, but are far removed
from any existing reclaimed water mains.
As we have discussed in the past, there are at least two options available to the City to
deal with these subdivisions, and a short discussion of each option is given below. Prior
to approving the Final Subdivision Plans for these two subdivisions, we would like to
receive direction from the City Commission regarding the implementation of the
reclaimed water ordinance as it affects these developments. There may, of course, be
other options, and we are open to suggestions and direction as to the pleasure of the
City Commission in this matter.
• Require that a reclaimed water system be installed in accordance with the
ordinance.
Requiring a reclaimed system to be installed concurrent with development of the
projects will comply with the current ordinance, and will enable beneficial use of
reclaimed water for lawn irrigation when reclaimed water is available.
At this time, reclaimed water is not available to this site, with the nearest line
being located approximately 1/2 mile away at the golf course. The line to th- golf
course is a low-pressure line, and if extended to these sites, the pressure w•'► d
not be sufficient to operate lawn irrigation systems. (We pump water to pon: .

own pumping equipment that takes water from the on-site ponds and increases
the pressure so that it can be used by the irrigation system.)
In order to deliver reclaimed water to these subdivisions, we would need to
construct approximately 3,000 feet of pipe at a cost of approximately $100,000,
and we would need to construct a pressure boosting station at a cost of
approximately $400,000.
• Require the developers to contribute toward development of the City's reclaimed
system along Clarke Road.
Requiring a cash payment to the City in lieu of construction of a reclaimed water
system within these subdivisions will enable the City to use that money to build
portions of the reclaimed system along Clarke Road.
The immediate benefit of this concept is that there is reclaimed water available
along Clarke Road now, and we could use this money to build distribution lines
within existing developed areas. This would allow us to make beneficial use of
the existing reclaimed water supply today, instead of waiting for a future date.
