Wagner, Director of Planning POI SUBJ: Preliminary/Final Site Plans SYSCO Food Services ISSUE: Should the Mayor and City Commissioners approve Preliminary/Final Site Plans for SYSCO Food • Services? BACKGROUND: SYSCO Food Services is planning a major addition of warehouse and office space to accommodate their general business expansion within the Central Florida market area. In order to provide adequate space for this expansion, SYSCO recently acquired the West Orange Girl's Club Softball site on Story Road to add to their overall property holdings. In keeping with prior negotiations held between SYSCO and the City, a Developer Agreement was approved by the City Commission on August 20, 1996 which provided for the contribution of rights-of-way on Story Road and Kissimmee Avenue,the payment for installation of drainage facilities and turn lanes on Kissimmee Avenue, and a cash contribution for other intersection improvements at Story Road and Kissimmee Avenue. DISCUSSION: The Plans as presented are consistent with all of the items agreed to in the Developer's Agreement. The project will permit SYSCO to incrementally add to their warehouse, truck dock, cooler, and office space as the business expands. A future expansion for further truck and auto parking space is accommodated within the stormwater management facilities as planned, although the actual Final Site Plan for this future area will need to be reviewed separately at a later date. It The Honorable Mayor and City Commissioners December 11, 1996 Page 2 Given the restricted site area remaining on the Story Road side of the facility caused by the dedication of further right-of-way to the City, a number of waivers to the Land Development Code have been requested by the developer. These include a slight reduction in parking space depth, reductions to a portion of the landscape buffer width, and limited reductions to parking lot paving setbacks. These waivers of a minor nature and still permit SYSCO to provide sufficient parking spaces and landscape screening to ensure a quality project. PLANNING AND ZONING COMMISSION RECOMMENDATIONS: At their meeting on December 10, 1996, the Planning and Zoning Commission unanimously recommended approval of of the Preliminary/Final Site Plans for SYSCO Food Services as date stamped received December 5, 1996 per the Staff recommendation. STAFF RECOMMENDATION: Based upon DRC and Planning and Zoning approvals, Staff respectfully recommends that the Mayor and City Commissioners approve the Preliminary/Final Site Plans for SYSCO Food Services as date stamped received December 5, 1996.
