Geotechnical Services Contract with PSI
Attached for your review is a proposed Addendum to the continuing contract with PSI.
In order to determine the character of- the sub -surface soils in the area of the existing rapid
infiltration basins at the golf course, PSI proposes to perform the work outlined in their letter
dated April 18, -1996.
With the information derived from these tests, we will be able to estimate the effluent disposal
capacity of the site more accurately.
I recommend that the City Commission authorize the Mayor and City Clerk to execute Addendum
No. 96-01 inthe not -to -exceed amount of $2,900.00. -

Dear Jim:
Pursuant to our recent meeting, PSI is pleased to present our proposal for performing a
series of standard penetration test borings within the RIBS at Forest Lake Golf Course.
The primary purpose of performing these additional soil borings is to determine if a
cemented, hardpan type or dense soil layer exists within the upper 25 feet of the bottom of
the RIBS that could be a potential cause of the seepage which is occurring into the adjacent
sinkhole area and over the 13th green.
We have proposed performing six, 25 feet deep standard penetration test borings as
discussed in our recent meeting, spread out over the RIB areas. Review of previous soil
borings performed by others during the design phase of the RIBS suggests that a hardpan
or cemented type layer may occur in the northern RIB, but only actual soil borings with
continuous blow counts can give us a true indication of the density or potential impermeable
conditions of the existing subsoils.
We estimate our cost to mobilize, do boring layouts and then perform the six, 25 foot deep
standard penetration test borings and prepare a brief engineering report of our findings and
evaluation to not exceed $2,900.00. The attached Appendix shows a breakdown of our
scope of services and corresponding fees. Time wise, we are in a position to perform the
soil borings within several days of your authorization to proceed. However, more important
would be when treated effluent is not being pumped to the RIBS as we would like to have
a relatively dry bottom condition to work in to perform our soil borings. If you could
determine when effluent is not being pumped to the RIBS so as to allow access to the
bottom by our ATV equipment, then we can schedule our field work accordingly.

in more detail, please do not hesitate to give me a call.
As we have done on several other proposals, I have attached a suggested Addendum to our
Agreement for Consulting Engineering Services referenced the Forest Lake Golf Course and
City of Ocoee WWTP Site. I have left the addendum number blank so you can fill int he
appropriate Addendum number. Otherwise, this addendum agreement is consistent with
previous addendum agreements for hydrogeologic evaluation and engineering services
referenced the Forest Lake Golf Course and City of Ocoee WWTP Facilities.
Please call at your convenience .to advise as to the dates when the RIB sites will be
sufficiently dry to allow access for our drilling equipment.

This Addendum No.%-o l hereinafter called the Addendum as of this day of
1996 shall constitute an Addendum to the Agreement for Professional
Geotechnical Engineering & Testing Services between the City of Ocoee, Florida (the
CITY) and PSI,1675 Lee Road, Winter Park, Florida (the CONSULTANT) dated the 27th.
April 1995, hereinafter referred to as the AGREEMENT.
WHEREAS, the CITY and CONSULTANT entered into an AGREEMENT whereby the
CITY retained the CONSULTANT to provide engineering services as required from time
to time, and WHEREAS the CONSULTANT will perform consulting engineering services
for the CITY defined.
NOW THEREFORE, in consideration of the mutual covenants and promises hereinafter
set forth on the part of both parties to be kept and performed, the parties do mutually agree
as follows:
Section 1 - Services of the Consultant
1.1 The CONSULTANT shall perform the engineering services as outlined in the
attached proposal 757-55049 dated April 18, 1996 relative to the provision of
consulting services to the CITY.
Section 2 - Compensation
2.1 Compensation by CITY for engineering services provided under this Addendum shall
be computed under Section II of the AGREEMENT utilizing per diem and hourly
rates method of compensation, with- the ,compensation for this additional
authorization not to exceed $2,900.00 as outlined in the attached proposal, without
further authorization from the CITY.
Section 3 - Time of Completion
3.1 The CONSULTANT shall provide the services as outlined in the attached proposal.
