SUBJ: RFP for Transportation Planning Consulting Services
ISSUE:
Should the Honorable Mayor and City Commissioners direct staff to prepare a Request For
Proposals (RFP) for Transportation Planning Consulting Services?
BACKGROUND:
The City of Ocoee has seen a steady increase in traffic with continued residential development,
the opening of several shopping centers, the hospital, and most recently the West Oaks Mall.
Traffic is also increasing due to the City's location at the western terminus of the East-West
Expressway and the growth that is occurring to our west. It is safe to assume traffic counts will
continue to escalate with increased commercial activity and a steady number of residential
permits being issued every year.
Knowing the challenges Ocoee faces in keeping pace with traffic-related concerns, staff has
been working to develop an overall transportation plan to address current and future conditions.
In order to plan for new roads and improvements to existing roads, and in an effort to
coordinate with other governmental agencies on State and County road projects, it is
recommended that the City enter into a continuing contract with a consulting firm specializing in
transportation planning to assist staff with the technical aspects of transportation-related issues
and in helping represent the City before outside agencies.
Aside from developing an overall transportation plan, the specific type of work performed would
include updates to the Comprehensive Plan as well as transportation-related reviews pertaining
to concurrency management, intersection analyses, access management plans, and other
projects to improve traffic flow. One of the first projects staff recommends be accomplished is
a State Road 50 access management plan which the City and the Florida Department of
Transportation could use in approving future development along that corridor.
DISCUSSION:
Under the Consultants' Competitive Negotiations Act (CCNA) and the policies and procedures
of the City of Ocoee, a formal process must be followed to secure continuing consulting
services. In this case, transportation planning consulting services would be sought through a
formal request for proposals. The selection process would then involve a committee to include
the Director of Planning, City Engineer/Utilities Director, Public Works Director, Capital
Projects/Concurrency Analyst, and a member of the City Commission who would rank the top
firms. Those firms would then make presentations to the City Commission who would make the
final decision.
RECOMMENDATION:
Staff respectfully recommends that the Honorable Mayor and City Commission: (1) approve of
the hiring of a transportation planning consulting firm, (2) direct staff to begin the formal RFP
process, and (3) appoint a member of the City Commission to sit on the selection committee.
