SUBJECT: Change Order-Boat Ramp Project
Construction of the boat ramp renovation project is now complete. Two new concrete ramps
were constructed,both with a high-friction surface to make boat launching and retrieval safer
and easier. The finger docks were reconfigured and covered with new deck material.
When the old ramps were exposed, we saw that severe erosion had taken place at the base of both -
ramps. This was caused by a combination of the soft soils of the lake bottom and the practice of
"power loading"that many boaters use to get their boat onto a trailer. We were concerned that
over time,power loading might cause problems with the new ramps, even though the proposed
design had an erosion control method included. We worked with our geotechnical consultant
and the contractor to determine the best way to prevent future ramp deterioration, and decided on
a construction method that essentially"armors"the base of the ramp with steel sheet piling. The
sheet piling is driven deep into the lake bottom to prevent scouring from power loading from
affecting the integrity of the new ramps.
Two change orders are involved, with Change Order No. 1 for the additional sheet piling, and
Change Order No. 2 for down-time experienced by the contractor during the period of soil study
and ramp re-design. Change Order No. 1 amounts to $3,847.28. Change Order No. 2 was
proposed by the contractor at$22, 478.00, but through negotiations was reduced to $11,199.00,
bringing the total change order amount for the project to $15,046.28.
This project is funded by a grant from the Florida Boater Improvement Fund which is
administered by Orange County. The grant amount was s $150,000.00 and the original contract
bid amount was $143,032.05. We thus had$6,967.95 available for changes. Since the total
change order amount is $15,046.28, a transfer of$8,078.33 from General Fund Contingency is
needed. -
I recommend that the City Commission authorize the transfer of$8,078.33 from General Fund
Contingency to fund this change order, and authorize the Mayor and City Clerk to execute
Change Order No. 1 and Change Order No. 2 in the amounts of$3,847.28 and $11,199.00
respectively.

Modify ramp design by addition of steel sheet pile retaining wall at base of ramp to reduce potential for
erosion under new ramp slabs.
Acknowledgments:
The aforementioned change,and work affected thereby,is subject to all provisions of the original contract
not specifically changed by this Change Order;and,
It is expressly understood and agreed that the approval of the Change Order shall have no effect on the
original contract other than matters expressly provided herein.
CONTRACTOR acknowledges,by its execution and acceptance of this Change Order,that the adjustments
in Contract Price shown hereon constitute full and complete compensation and satisfaction for all costs
incurred by the CONTRACTOR as a result of this Change Order. No other claim for increased costs of
performance will be granted by the OWNER for the Work covered by this Change Order. The
CONTRACTOR hereby waives and releases any further claims for cost or time against the OWNER arising
from or relating to the matters or Work set forth or contemplated by this Change Order.
