Assistant City Engineer/Utilities Director SUBJECT: Forest Oaks and South Water Treatment Plants Well Pumps and Ground Storage Tanks Project Bid No. B96-05 Change Order Request No. 4 Attached for your review is Change Order Request No. 4 on the Forest Oaks and South Water Treatment Plants Well Pumps and Ground Storage Tanks Project, Bid No. B96-05 with Wharton-Smith, Inc. This change order request was initiated by City staff because this work was needed to enhance operation, meet the requirements of the Building Department, and provide protection from the elements and aesthetic enhancement at the Forest Oaks and South Water Treatment Facilities. The items included in this change order are: No. 4-A-Miscellaneous Electrical Work During inspection of this project, the Building Department identified two deficiencies with the electrical code requirements for building construction. These two requirements included the installation of"vapor proof' lights in the chemical feed building and service rated disconnects on the chemical feed pumps in addition to the main breakers. The original design did not include these items, based upon an interpretation of the National Electrical Code by the design engineer. The interpretation of the requirement by the Building Department is a little more conservative and within the requirements of the National Electrical Code. Based upon the dollars associated with these two items plus the additional control of tying the blower operation to the hypochlorite generator, it was decided to not pursue a compromise between the two interpretations. The additions do add some redundancy for safety when working in these areas or on the equipment. THE PRIDE OF WEST ORANGE 225 A. The cost for these additional electrical improvements is $2,508.00, with no adjustment in contract time. No. 4-B - Pre-engineered Metal Building for the chemical feed pumps and tanks The original design included small fiberglass enclosures to cover each of the four chemical feed pumps. The design did not take into consideration the excessive piping that is associated with this system and therefore would have required numerous "cut-outs" for piping penetrations. In addition, since startup of the plant, the operations staff has experienced numerous problems with gas generation within the system that is being caused by direct exposure to the heat and sunlight. The generation of gas within the system is causing the pumps to "air lock" and require significant maintenance. The concept of completely covering these systems was not pursued for our geographic area because the concern has always been for freeze protection not heat protection. Since the construction began on the well at the Forest Oaks Water Treatment Facility, the City has received many complaints from the local neighbors about the construction and the"industrial looking" facility in their residential neighborhood. The proposed building at this facility has architectural enhancements to provide an aesthetic improvement and alleviate some of these complaints. The proposed building will have a gable type pitched roof to match the operations/pump building and will be painted to a similar color to match the facility color scheme. The attached color photographs show a view of the existing chemical storage and feed system from the road and a depiction of what it would look like with the building covering the system. The building will not cover the salt storage tank. The building at the South Water Treatment Facility will have a single pitch roof since the earthen embankments provide some barrier to the visibility of the facility. Both buildings will have electrical service and lighting,minimal insulation, and a twenty year warranty on leakage. The buildings will provide maximum reduction to exposure from sunlight and heat and will allow the operations staff to concentration on overall plant operations versus constant maintenance on the chemical feed systems. Staff has worked with the contractor to conceptually design the buildings and negotiate an acceptable price. The other option of competitively bidding the buildings would save construction dollars, but that savings would be offset by the costs required for engineering design and bidding services. Additionally,the contractor is ready to proceed at the City's notification with completion with twelve weeks where the competitive bid process would probably not see construction start within twelve weeks and require another eight to ten weeks to construct. The reason for the delays from mid March until now to bring a proposal before the commission is that staff has been researching all options to make sure that the solution is a permanent one and not a temporary fix. The cost for these buildings is $118,110.00, and require seventy (70) days to complete from authorization. No. 4-C - Raw Water Return Pump Station at the South WTP Change order no. 2 included a similar system at the Forest Oaks Facility because the design was changed to replace the design and construction of a drain field to handle this unused process water and recycle it back to the raw water side of the treatment plant. In modifying this concept at the Forest Oaks Facility, we unknowingly solved a problem which was not identified in the design of the plant renovations and was not discovered until after startup. When the plants periodically shutdown because of the decrease in demand, the chlorine analyzer system continues to operate and therefore drain the standpipe feeding the storage tanks. This draining caused the raw water analyzer to go dry and either read inaccurately upon startup or stop reading altogether and cause an alarm and operations staff callout at night. These analyzers are continuous reading type systems and therefore cannot be shutdown and started with the plant. By installing this small pump station, we are returning the unused portion of analyzer process water to the head of the plant and this water will keep the standpipe full and allow the chlorine analyzers to operate effectively. The cost for this additional pumping system is $8,320.35, with no adjustment in contract time. No. 4-D - Post Chlorine Analyzer at the South WTP The original project included a new pre-chlorine analyzer for the South facility and new pre and post analyzers at the Forest Oaks facility. The new analyzers are different from the original pre- analyzer at the South facility. In addition, while going through startup and interfacing the new equipment and instrumentation controls with the existing plant,this original analyzer would not read correctly and was difficult to calibrate and hold calibration to match the new system. To keep operations and maintenance uniform and uncomplicated, staff decided to upgrade the"odd" analyzer to match the other analyzers. The cost for this additional chlorine analyzer is $11,918.50, with no adjustment in contract time. The attachment is a copy of the change order. The total cost for this change order is $140,856.85 with a time extension of 198 days on the contract time. The dollars for this change order will come from the project's construction contingency. This change order amounts to approximately 6.11 percent of the original bid price of$2,304,000.00. The total cost for all change orders is $447,790.50; providing a current contract price of$2,751,790.50. The projected completion date moves to October 1, 1997. The total cost for all change orders, to date, will transfer $261,086.33 from the Utility Operations Fund (for change order no. 1) and $186,704.17 (for change order nos. 2,3, and 4) from this project's construction contingency to Wharton-Smith's contract. The reason that change order no. 1 is being paid for from the Utility Operations Account is that this change order is part of the proposed 1999 improvements, from the Water Master Plan, that had to be moved forward due to a significant increase in system demand. The other three change orders constitute using 8.1 percent of the 10 percent project construction contingency. a � I recommend that the City Commission approve Change Order No. 4 with Wharton-Smith, Inc. by increasing the contract amount by$140,856.85, with a total extension in contract time of 198 days, and authorize the Mayor and City Clerk to execute Change Order No. 4. Item 4-B Provide miscellaneous work/equipment/materials at sodium hypochlorite bulk salt/day tank storage/metering pump area at both the Forest Oaks and South WTP' as follows: • Install Pre Engineered Metal Building over Sodium Hypochlorite metering pumps and storage area. At the Forest Oaks WTP, the building shall be 30' X 40'with a gable type roof. At the South WTP,the building shall be 30'X 40'with a 1/2"by 12"pitch shed type roof. All electrical items,ventilation items, doors, miscellaneous concrete, miscellaneous piping adjustments, foundations, and foundation and building design certifications by Florida Registered Professional Engineer are included in the Work to be performed/provided; • Provide additional PVC piping from sodium hypochlorite storage tank No.1 to sodium hypochlorite metering pump No. 1 at both Forest Oaks and South WTPs. Item 4-C Install raw water return pump and piping at the South WTP. By installation of this pump station excess chlorine analyzer sample water will be returned to the Owner's water system (5,000 gallon/day ±). Also, installation of this return pump station is required to insure proper operation of the pre-chlorine analyzer. Item 4-D Provide and install a post chlorine analyzer at the South WTP. 2 III. JUSTIFICATION Extension of Contract Time Extension of Contract Final Completion date is required to allow installation of a pre-engineerd metal building over the sodium hypochlorite metering pumps and storage area at both the Forest Oaks and South WTPs. Other additional change items are to perform concurrently with this Work. Items 4-A through 4-D Item 4-A Justification for miscellaneous electrical work/equipment/materials as follows: • Service rated disconnects at each sodium hypochlorite metering pump at both the Forest Oaks and South WTPs required per Owner's Building Department inspection; • Vapor proof light fixtures in the Fluoride Building at the Forest Oaks WTP required per Owner's Building Department inspection; • Automatic controls for the sodium hypochlorite storage tank blowers at both the Forest Oaks and South WTPs to be provided per Owner request. Item 4-B • Per Engineered Metal Building over sodium hypochlorite metering pumps and storage area at both the Forest Oaks and South WTPs required per Owner request. • Additional PVC piping from storage tank No. 1 to metering pump No. 1 allows commercially supplied and on-site generated sodium hypochlorite to be used simultaneously. • Item 4-C By installation of this pump station excess chlorine analyzer sample water will be returned to the Owner's water system (5,000 gallon/day/±). Recycled water pumped back into the ground storage tank influent piping also maintains both pressure and flow to the pre- chlorine analyzer. Item 4-D Post chlorine analyzer at the South WTP to be provided per Owner request. IV.
