RE: Selection of Investment Banking Firms
As reported at the April 7, 1998 commission meeting, Staff felt with the low interest rate
environment and the probability of upcoming capital improvements, qualifications should be
reviewed to expand our investment banking team. A Request for Qualifications for Investment
Banking Services was advertised on April 12, 1998. Ten (10) packages were mailed to
prospective responders. Proposals were received from the following four firms:
Hanifen, Imhoff, Inc.
William F. Hough& Company
Nations Bank-Public Finance
SunTrust Equitable Securities
The review committee consisting of Commissioner Scott Anderson, Janet Shira (Director of
Community Relations/Projects), Lisa Strickland (Budget Specialist), Ken Hooper (PEC), Mark
Galvin (Financial Advisor) and Wanda Horton (Finance Director) met on May 12, 1998 to discuss
the proposals. The committee ranked the firms on the following criteria:
• Underwriting and Financial Advisory Experience
• Marketing Strategy
• Refunding Experience
• Quantitative Capabilities
• Additional Information Provided
The committee ranked the firms as follows:
William F. Hough& Company
SunTrust Equitable Securities
Hanifen, Imhoff, Inc.
Nations Bank-Public Finance

Staff requests the Honorable Mayor and Board of City Commissioners approve William F. Hough
& Company and SunTrust Equitable Securities as Investment Banking Firms for the City.
