ISSUE:
Should Gee and Jenson issue work order#3 to develop a construction bid
document for the referenced property?
BACKGROUND AND DISCUSSION:
Work Orders#6, 6A, 6B, 6C and 7 were approved by City Commission on
August 19, 1997, authorizing Gee and Jenson to develop a design criteria
package for the subject project as a "design build project". The RFP was issued
March 8, 1998, and bids were due to be opened April 8, 1998. No bids were
received.
Staff reviewed the attached proposal from Gee and Jenson in the amount of
$19,630, and agrees that this fee schedule is fair and reasonable. It is staffs
opinion that no quotes were received due to the nature of the work. Civil and
paving contractors typically do not have any design capabilities.
RECOMMENDATION:
Staff recommends: a) reject the design/build concept; b) approve work order#3
to Gee and Jenson for the completed design, per specifications contained in the
design criteria package approved by the City Commission at the March 3, 1998
regular meeting, and development of the construction contract document for the
subject project; c) re-bid the project for construction only. Finally, have the same
executed by the Honorable Mayor and City Clerk.

WORK ORDER NO.3
PROJECT: PUBLIC WORKS BUILDING DEMOLITION AND ADDITIONS/
ALTERATIONS TO EXISTING PARKING LOT AT 560 FLEWELLING
AVENUE, OCOEE, FLORIDA
CITY: OCOEE, FLORIDA
DESIGN PROFESSIONAL: GEE & JENSON ENGINEERS-ARCHITECTS-
PLANNERS, INC.
Execution of the Work Order by City shall serve as authorization of PROFESSIONAL
SERVICES to provide for the above project, professional services as set out in the documents
which are attached hereto and made a part hereof.
ATTACHMENTS:
(X) Professional Services
DESIGN PROFESSIONAL shall provide said services pursuant to this Work Order,
Attachments "A" & "B", Exhibits #1 and that certain Agreement dated March 19, 1996, as
amended between CITY and DESIGN PROFESSIONAL which is incorporated herein by
reference as if it had been set out in its entirety. Whenever the Work Order conflicts with said
Agreement, the Agreement shall prevail.
TIME FOR COMPLETION: The work authorized by this Work Order shall be completed
within sixty (60) days from the date this Work Order is executed by the CITY.
COMPENSATION: The CITY shall compensate DESIGN PROFESSIONAL Nineteen
Thousand Six Hundred Thirty and 00/100 ($19,630.00) plus (+) One Thousand and 00/100
Dollars ($1,000.00) Reimbursable Expenses. DESIGN PROFESSIONAL shall perform
all work required by this Work Order; but, in no event, shall DESIGN PROFESSIONAL
be paid more than the fixed fee and reimbursables set.
IN WITNESS WHEREOF, these parties hereto have made and executed this Work Order
on this day of , 199 , for the purposes stated herein.

Work Order#3 —Construction Documents, Bidding,
Permit Assistance and Construction Administration
Scope of Work:
Project Description:
The project consists of additions and alterations to an existing parking lot and related
site improvement, demolition of an approx. 7,500 s.f. one story pre-engineered
metal building (Ocoee Department of Public Works Bldg.) and demolition of
accessory facilities at the approx. 2 acre Public Works compound. The existing
Public Works compound makes up the southeastern portion of the existing City
Owned site known as `Central Park'. The project is located within the city limits at
560 Flewelling Avenue, Ocoee, Florida.
The improvements include additions and alterations to an existing parking lot and
related site improvements including asphaltic concrete paving, concrete paving,
parking lot striping and signage, grading/ drainage, stormwater management
system, coordination of installation of new parking lot lighting by others,
landscaping, irrigation, site utilities and masonry/stucco enclosure around
existing pump/well building. Improvements include demolition.
Improvements also includes aluminum swing gate, building mounted cast aluminum
letters, building mounted manually changeable letter message boards, electrical
systems and certain items of equipment.
The following professional services will be provided based upon the City approved Design
Criteria Documents (2/24/98):
1. Prepare Signed/Sealed Construction Documents, Attend Pre-Bid Conference, Prepare
Addendum
2. Construction Administration Services for a 4 month construction contract includes:
Process Monthly Pay Applications (includes field visit)
3. Certify Stormwater Systems: Review certified as-builts and conduct field visit
The following services are NOT included in the work:
1. Fire Protection System
2. Environmental Engineering and Permitting
3. Permit Fees
4. Additional Services beyond the stated Scope of Work such as:
a. Additional Field Visits/ Meetings beyond the Monthly Pay Applications
b. Continuous Field Observation of Construction Installations

Scope of Work:
Submittals by the Design Criteria Professional to the City:
1. Provide one submittal of ten (10) sets of Bid Documents.
2. Provide one submittal of ten (10) sets of signed and sealed Construction Documents.
Meetings:
The Design Professional shall attend pre-bid meeting and conduct field visits at appropriate
intervals of construction.
Items to be provided by the City for both projects:
1. The City shall appoint a representative who shall on the City's behalf attend above stated
meetings, issue directives with regard to the Work, authorize the Work, prepare review
comments with regard to the Work and approve the Work.
The City's representative shall be:

2. A Boundary Topographic/Utility Survey of the site.

Compensation
1. Basic Architectural/ Engineering Services
a. Signed/ Sealed Construction Documents, Attend Pre-Bid Conference,
Prepare Addendum $16,930.00
b. Construction Administration: Process Monthly Pay Applications
with Field Visit for 4 months @ $450.00/each Field Visit $ 1,800.00
c. Certify Stormwater System $ 900.00
2. Reprographics Reimbursables: reproducibles, blueprints, photocopies. $ 1,000.00
(These charges will be billed at cost as they arise. The total amount
shown is the amount Not To Be Exceeded unless approved in writing by
the City. The following rate schedule represents in-house printing costs.
Printing company rates may vary.)
Photocopies: $0.15 per page (8 1/2 x 11-14)
$0.20 per page (11x17)
Reproducibles: $1.50 per S.F.
Blueline Prints: $0.40 per S.F.
3. Optional Additional Services:
a. Additional Field Visits $450.00/visit
b. Continuous Field Observation During Construction Installation $ 80.00/ hour
Method of Payment
The Design Criteria Professional shall invoice amount due based on the percent of the total
work order services actually performed and completed. Invoices shall be submitted to the City
once monthly. We understand that the City shall retain 10% of the total work order fee until one
hundred percent (100%) of the work order services are actually performed and completed.
