RE: Public Works Fueling Facility
ISSUE:
With regard to the relocation of the Public Works fueling facility, should a
change from a design criteria package and a design/build construction contract
be authorized to Gee and Jenson to produce design drawings and complete
construction bid documents?
BACKGROUND AND DISCUSSION:
Work Order#14 originally authorized Gee and Jenson to develop a design
criteria package for the subject contract. Gee and Jenson completed the work
and a RFP was issued. Immediately after the RFP was issued several
companies in this line of work contacted the Public Works Director to express
their concerns that companies in this line of work do not have in house design
capabilities. After discussions with the City Manager it was decided that it was
in the best interest of the City to amend Work Order#14, authorizing Gee and
Jenson to provide complete design drawings and construction documents. The
amendment issued clarifying this project was not a design/build.
RECOMMENDATION:
Staff has reviewed the attached amendment proposed by Gee and Jenson and
finds all proposed costs to be fair and reasonable. Therefore, staff recommends
authorizing the Mayor and City Clerk to execute the attached Amendment#1 to
Work Order#14.

Dear Mr. Smith:
Gee & Jenson is pleased to provide the attached revised Amendment 41 for your approval. Per Mr.
Shapiro's request, we have modified the previously submitted proposal (3/19/98) as follows:
1.) Rewrite Amendment 41 to increase the scope of Work Order T14. Delete new Work Order 43.
2.) Substantially reduced additional services fees by S4,560.00.
We are available to begin Amendment 41 immediately. We appreciate the opportunity to submit this

BETWEEN
GEE & JENSON ENGINEERS-ARCHITECTS-PLANNERS, INC.
AND THE CITY OF OCOEE
(December 5, 1995)
Ladies and Gentlemen:
THIS IS AN AMENDMENT TO THE AGREEMENT made as of May 11, 1998 between
GEE & JENSON ENGINEERS-ARCHITECTS-PLANNERS, INC., hereinafter referred to
as GEE & JENSON AND CITY OF OCOEE, hereinafter referred to as CITY, whose
address is 150 N. Lakeshore Drive, Ocoee, Florida 34761-2258.
GEE & JENSON has made an agreement dated December 5, 1995 with the CITY which is
• herein referred to as the Prime Agreement and which provides for GEE & JENSON's
furnishing professional services in connection with the Projects described therein.
Delete and replace Work Order#14 (3/3/98), pages 1, 3, 4 & 5 of 8 with Work Order#14
(3/3/98, rev. 4/2/98), pages 1, 3, 4 & 5 of 8 that are attached and made a part hereof.
EXTENT OF THIS AGREEMENT
The extent of this Agreement includes this Amendment (consisting of pages 1 & 2)
together with Work Order #14 (3/3/98, rev. 4/2/98) and the Prime Agreement between
GEE & JENSON and CITY.
IN WITNESS WHEREOF, these parties hereto have made and executed this
Work Order on this 11th day of May, 1998, for the purposes stated herein.

DESIGN CRITERIA. PROFESSIONAL: GEE & JENSON ENGINEERS-ARCHITECTS-
PLANNERS, INC.
Execution of the Work Order by City shall serve as authorization of DESIGN
CRITERIA PROFESSIONAL to provide for the above project, professional services as set out
in the documents which are attached hereto and made a part hereof.
ATTACHMENTS:
(X) Building Programming/Site Master Plan
DESIGN CRITERIA PROFESSIONAL shall provide said services pursuant to this
Work Order, its attachments. exhibits and that certain Agreement dated December 5, 1995, as
amended between CITY and DESIGN CRITERIA PROFESSIONAL which is- incorporated
herein by reference as if it had been set out in its entirety. Whenever the Work Order
conflicts with said Agreement. the Agreement shall prevail.
TIME FOR COMPLETION: The work authorized by this Work Order shall be
completed within one hundred twenty (120) days from the date this Work Order is executed by
the CITY.
COMPENSATION: The CITY shall compensate DESIGN CRITIERA
PROFESSIONAL Twenty Four Thousand Six Hundred Twenty Dollars (S24.620.00). plus
$1,500.00 for Reimbursable Expenses. DESIGN CRITERIA PROFESSIONAL shall perform

Including Removal/Relocation of Ocoee Public Works Vehicle Fueling Station
Scope of Work: •
NEW DEPARTMENT OF PUBLIC WORKS FACILITY
Professional Services to be provided by the Design Criteria Professional:
1. Develop a building program and conceptual floor plan.
2. Develop a project schedule and construction budget:
3. Prepare a preliminary building and site code review.
4. Prepare a preliminary site evaluation and a conceptual site maser plan including future
expansion at this adjacent parcel.
Submittals by the Design Criteria Professional to the City: Provide one submittal of five (5) sets
of the Programming/Site Master Plan Documents.
Meetings: The Design Criteria Professional shall attend two (2) Design Criteria
Professional/Owner meetings. These meetings shall be conducted in a workshop format. The
purpose of these meetings shall be to discuss and exchange information with the established
City's representative(s) with regard to the program requirements for the facility. Program needs
may be items such as hours of operation, security, type of activities planned for facility, number
of persons utilizing facility, vandalism, immediate/future square footage needs and construction
budget.
VEHICLE FUELING STATION
Project Description:
The Project consists of the final design, permitting and construction administration for the
Removal, Relocation and new installation of the existing Ocoee Department of Public Works
Vehicle Fueling Station and related site work. The existing Vehicle Fueling Station is located at
the old Public Works Department Compound at 560 Flewefling Avenue, Ocoee, Florida. The
Vehicle Fueling Station's new location shall be at the New Public Works Compound at 370
Enterprise Street, Ocoee, Florida.
The project includes: selective demolition, site improvements, earthwork, asphaltic concrete
paving, concrete paving, striping and signage, site utilities; removal/ relocation/ installation of
two existing above ground 10,000 gallon fuel storage tanks (unleaded, diesel) on concrete slab
with concrete containment wall to match existing containment system; concrete raised curb fuel
dispensing island with two relocated exiting dispensing pumps (unleaded, diesel) and relocated
existing card reader controller (Phoenix 8,000, Durakey model) to match existing dispensing
system; underground pump system to match existing; above ground pump controller and shut
off and related electrical systems. Provide all new conduit, pipe connections, accessories as
required to provide a fully functioning Vehicle Fueling Station at the new site.

Professional Services to be provided:
1. Prepare Signed/Sealed Geotechnical Report (Refer to Exhibit#1)
2. Prepare Signed/Sealed Construction Documents•
3. Permitting Assistance
4. Provide a Statement of Probable Cost and Project Schedule
5. Attend Pre-Bid Conference, Prepare Addenda, Evaluate Bid Proposals
6. Construction Administration Services to include: Process Pay Applications, Review Shop
Drawings, Conduct Field visits at appropriate intervals
7. Fuel,tank registration with FDEP at new site
The following services are NOT included in the work:
1. Stormwater Engineering and Permitting
2. Fire Protection System
3. Parking Lot Lighting
4. Landscape Design
5. Environmental Engineering and Permitting
6. Permit Fees and Tank Registration Fees
7. Additional Services beyond the stated Scope of Work
Submittals by the Design Criteria Professional to the City:
1. Provide one submittal of ten (10) sets of Bid Documents.
2. Provide one submittal of ten (10) sets of signed and sealed Construction Documents.
Meetings:
The Design Professional shall attend pre-bid meeting and conduct field visits at appropriate
intervals of construction.
Items to be provided by the City for both projects:
1. The City shall appoint a representative who shall on the City's behalf attend above stated
meetings, issue directives with regard to the Work, authorize the Work, prepare review
comments with regard to the Work and approve the Work.
The City's representative shall be:

2. A Boundary Topographic/Utility Survey of both sites; Fueling Station Equipment As-Built
Drawings & Specifications and Tank Registration Data.

2. Reprographics Reimbursables: reproducibles, blueprints, photocopies. $ 1,500.00
(These charges will be billed at cost as they arise. The total amount
shown is the amount Not To Be Exceeded unless approved in writing by
the City. The following rate schedule represents in-house printing costs.
Printing company rates may vary.)
Photocopies: $0.15 per page (8 1/2 x 11-14)
$0.20 per page (11x17)
Reproducibles: $1.50 per S.F.
Blueline Prints: $0.40 per S.F.
Method of Payment
•
The Design Criteria Professional shall invoice amount due based on the percent of the total
work order services actually performed and completed. Invoices shall be submitted to the City
once monthly. We understand that the City shall retain 10% of the total work order fee until one
hundred percent (100%) of the work order services are actually performed and completed.
