Re: INTERLOCAL FIRE PROTECTION AGREEMENT
On April 21, 1998, the City Commission decided to extend the current Interlocal
Agreement for First Response Fire Protection between the City of Ocoee and Orange
County, which provides for the closest Fire Department to respond, regardless of
jurisdiction, until May 31, 1998.
There have been several meetings with Orange County personnel subsequent to the
contract extension, with positive results. During this period, both sides have been
able to negotiate an equitable agreement for both the City and the County. The
boundaries of the contract area have been substantially reduced from the original
proposal that was brought to you on April 21, 1998. This will limit the responses by
the City into the County area and not reducing our ability to provide adequate service
levels to our residents.
The following are highlights of the contract that are agreeable to both parties:
1. Geographical Boundaries
The areas surrounding the City and the enclaves in the City that present a fire
protection coverage problem for the County have been delineated. According to the
County's statistical evaluation, this area will represent approximately 700 calls to the
City, outside and inside of our incorporated limits.
2. Level of Response
When the need arises, Orange County will request a joint response from the City. The
City will respond one (1) engine company to supplement their response. The
responding engine will be manned with a minimum compliment of personnel, which
is three (3).

If the City of Ocoee has a need to supplement their firefighting force, or if specialized
equipment, such as a hazardous materials team, is required, the City will be charged
$500.00 per unit by the County.
A separate Mutual Aid agreement has been established specifying that when City and
County resources are expended to a level that is insufficient to cope with existing
emergencies, Mutual Aid will be given by either party at no expense or
reimbursement.
3. Terms and Conditions
The first year of the contract, (June 1, 1998 to September 30, 1998) shall be for
$100,000.00 for 233 calls received from the City of Ocoee. Any call exceeding 233
will be paid at a rate of $500.00 per call.
The second year of the contract, (October 1, 1998 to September 30, 1999) shall be
for $300,000.00 for 700 calls received from the City of Ocoee. Any call exceeding
700 will be paid at a rate of $500.00 per call.
The third and last year of the contract, (October 1, 1999 to September 30, 2000)
shall be for $300.00.00 for 700 calls received from the City of Ocoee. Any call
exceeding 700 will be paid at a rate of $500.00 per call.
Recommendation:
Staff recommends the approval of both the three year Joint Response Agreement, as
well as the Mutual Aid Agreement with Orange County.
