The members of the Committee included Wanda Horton, Finance Director, Peggy Psaledakis, Human Resource Director, and this writer. At the date of this writing, City Commission has not appointed a member to replace Commissioner Glass as member to this Committee. Attached to this memo is the Innovative Idea as submitted by Mr. Kinler that will save us approximately $2,701.00 as a result of his cost saving suggestion. Therefore, the Committee recommends that Mr. Kinler be awarded a $270 bonus for his suggestion. The award of the check to Mr. Kinler, if approved, will be at the second meeting in April. Shira, P.E., City Engineer/Utilities Director SUBJECT: Innovative Idea Attached is a submission from Mr. David Kinler for an Innovative Idea award. Mr. Kinler's proposal is an alternate method of obtaining monitoring well samples. The standard method of obtaining these samples involves the use of a pump designed specifically for that purpose. The pump we have stopped working, and we were quoted a price of$2,573.00 to repair it. Mr. Kinler's proposal uses another piece of equipment that is no longer used for its original purpose, as an alternate to this costly repair. In contrast to other ideas that have been awarded as"Innovative Ideas",this one is not just an idea,but is an idea that has been put into practice, and has been shown to work. The cost saving gained by this idea is not proposed, it is a real, accomplished cost saving. Mr. Kinler's idea saved the utility $2,701.00 in repair costs and staff time, and I respectfully submit this for consideration to the Innovative Idea committee with a recommendation that an award be granted. Attachment cc: Robert Holland,Utilities Superintendent David Kinler, Wastewater Plant Operator/Lab Technician MEMORANDUM DATE: December 7, 1998 TO: Innovative Idea Committee FROM: David Kinler, Wastewater Treatment Plant Operator RE: Innovation Idea- Well Wizard The Department of Environmental Protection requires that monitoring wells must be sampled every four months. In order to sample these wells a pump is required to draw the water up to be collected. On March 12, 1998, the pump (Well Wizard) that I used to sample with stopped working. The estimated price from QED Environmental Systems to replace the unit was $2573.00. (not including servicing the motor or compressor). I converted a composite sampler(that was going to be placed in surplus due to replacing the portable composite sampler with a refrigerator sampler) into a portable monitoring well sampler. The cost was about $20.00 for new hoses and a electrical cord. The well wizard that was used before to take samples required around thirty to forty five minutes plus driving time for each well. As a safety precaution two operators are required due to some of the wells are in undeveloped parts of the golf course where high brush and debris may inhabit snakes or other harmful insects. With the twenty-one wells this requires three days to finish the samples due to a six hour holding time limit on fecal test. The converted sampler can take a sample in ten minutes from each well, cutting down the sample time to two days. The following estimate is based on an operator and trainee starting rate of pay. Estimated cost of repairing well wizard $2573.00 ($1695:00 unit$878.00 parts) Three days staff time $ 473.00 (one operator$10.56 and one trainee 9.12 per hour) Total $3046.00 Cost of converting composite sampler $ 20.00 Two days staff time $ 315.00 (one operator$10.56 and one trainee 9.12 per hour) Total $ 345.00 Total Savings $2701.00 The following is based on an current operator and trainee rate of pay. Estimated cost of repairing well wizard $2573.00 ($1695.00 unit$878.00 parts) Three days staff time $ 590.00 (one operator$13.04 and one trainee 11.53 per hour) Total . $3163.00 • Cost of converting composite sampler $ 20.00 Two days staff time $ 393.00 (one operator$13.04 and one trainee 11.53 per hour) Total $ 413.00 • Total Savings $2750.00 With this information I would like to submit for the innovative idea program.
