Board of Adjustment(3 year terms) (Must be City residents)
The term of Mr. John Resnik, who was first appointed to the board on March 17, 1992, will
expire May, 1999, and he is willing to serve a new term should you wish to reappoint him. The
terms of Mr. Bruce Beatty and Mr. Daniel Birnstihl, both of whom passed away in February,
would have expired May, 2000 and May, 1999, respectively. Attached are applications from two
citizens interested in the BOA who are,aware of the infrequency of the board's meetings and are
willing to serve should you wish to appointment them:
Action Needed:Appointment/Reappointment for Mr. Resnik's term to expire May, 2002.
Appointment to complete Mr. Beatty's term to May, 2000.
Appointment to complete Mr. Birnstihl's term to May, 1999 and a new term to
May, 2002.
Parks and Recreation Advisory Board (2 year terms)(Must be City residents)
The term of Mrs. Carleen Bryant, who was first appointed to the board on February 21, 1995,
will expire May 1, 1999, and she is willing to serve a new term should you wish to reappoint -
her. The new term will expire October 1, 2000 as provided in Ordinance No. 98-29 and outlined
- in City Attorney Rosenthal's memorandum dated November 11, 1998. (copy attached)

Transportation Planning Engineer
Mrs. Tice has demonstrated a rare combination of detailed technical understanding and practical insight into
transportation policy issues. She has 5 years of computer modeling and statistical analysis experience in a
wide array of disciplines: Since coming to Traffic Planning and Design, Inc., she has assumed the
responsibility for all FSUTMS modeling, using it to identify development impacts in the region for DRI's
and Traffic Impact Studies. In previous work, Mrs. Tice has prepared detailed updates on transportation

northern commercial area was designed around a 'town center' concept with pedestrian and bicycle
connections to the residential portions of the development. This site design was based on the guidelines
listed in Best Development Practices, a summary written by DCA of development programs that
encourage land use practices that are positive to the community.
Wekiva Springs Subdivision, City of Apopka
Performed Traffic Impact Study and model analysis of a 239 lot subdivision in Apopka,Florida.
Updated OUATS model to include 12 new roadway segments and several new.subdivisions not
accounted for in the socioeconomic database.
Day Care Center, Conroy Windermere Road
Provided technical information to support a special exception request for a day care center on Conroy-
Windermere Road. Although the property was zoned Residential Country Estates, the widening of the
roadway to six lanes had prompted all of the adjacent land owners to request similar exceptions for
commercial uses, which were granted. The proximity of the subject house to the roadway(less than 100
feet)made its continued use as a single family home uncomfortable at best. The proposed day care
center was substantially buffered from the land owners behind the property and would have provided an
excellent transitional use between the new commercial developments and the existing residential
developments.

Traffic impact assessment for the completion of a 517 lot subdivision in Polk County
CareLink Senior Living Center; City of Maitland
Performed traffic impact assessment for a large progressive care facility near the intersection'of I-4 and
SR 414 (Maitland Boulevard)in the City of Maitland.
Alternate Impact Fee Assessment for Lowe's Home Center, City of Altamonte Springs
Performed an alternate impact fee assessment based on trip generation rate and trip types at two similar
sites.

RE: Ordinance No. 98-29 regarding Parks and Recreation Advisory Board
Pursuant to your direction, attached is a revised version of the above-referenced
Ordinance. The title is consistent with the title read at the First Reading.
My previous memorandum addressed the issue of staggered terms since five of the
current members have terms expiring in the year 2000. The revised Ordinance now calls for
staggered terms so that seven members will have terms expiring on October 1, 2000 and six
members will have terms expiring on October 1, 2001. This means that the six new
appointees will have terms which expire October 1, 2001 which would be longer than a two
year term depending on the date of appointment. When the terms expiring April 1999 and
May 1999 come up for reappointment or replacement, the appointees for those slots would
have a term expiring October 1, 2000. When the October 2000 terms come up for
reappointment or replacement, the appointees will have terms expiring October 1, 2002.
Thereafter, approximately half of the Board will be up for reappointment every October.

BOARD OF ADJUSTMENT (City residents only/not City employees)
Meets as needed
5 members, 2 alternates - 3 year terms
Duties: To hear and decide appeals for administrative review; to hear and recommend to
City Commission special exceptions and variances to the zoning ordinance.
CITIZEN ADVISORY COUNCIL FOR POLICE DEPARTMENT (Ocoee residents,owners of real
property, members of OPD, owners of businesses - per CACOPD By-Laws)
Meets 3rd Thursdays, alternate months, 7:00 p.m.
No less than 15 members, no more than 25 members - 3 year terms
Duties: To promote and maintain communication, cooperation and a positive relationship
between the citizens of the City of Ocoee and the Ocoee Police Department.
CODE ENFORCEMENT BOARD (City residents only)
Meets 4th Tuesdays, 7:30 p.m.
7 members, 2 alternates - 3 year terms
(Membership will, when practicable, include an architect, a businessman, an engineer, a
general contractor, a sub-contractor and a realtor) .
Duties: To review infractions of City technical codes, negotiate compliance and impose
fines for failure to comply.
EDUCATION COMMISSION (City residents only)
Meets 1st Mondays, 7:00 p.m.
No less than 7 members, no more than 15 members - 2 year terms
(Membership shall include • at least one representative member for each public school
within the City.)
Duties: To improve the quality of education for Ocoee students by serving as an advisory
body to the City Commission on education issues within the City.
PARKS AND RECREATION ADVISORY BOARD (City residents only)
Meets 3rd Mondays, 7:30 p.m.
13 members - 2 year terms
Duties: To advise the City Commission, City Manager and Recreation Director on the
operation of the City's parks, recreational facilities and programs.
PERSONNEL BOARD (City residents who are registered voters)
Meets as needed
5 members - 3 year terms
(Membership will include at least 1 City employee, 1 City Commissioner, 1 person who
holds management position with City, and 1 citizen of Ocoee who is not employed by and
does not hold office with City. All must be qualified electors of the City.)
Duties: Responsible for reviewing personnel policies for the City which are submitted
to them by City Manager and recommending such policies to City Commission for adoption.
PLANNING AND ZONING COMMISSION (City residents only)
Meets 2nd Tuesdays, 7:30 p.m. (and 4th Wednesdays, if needed)
9 members - 3 year terms
(Membership will, when reasonable, include an architect, an engineer, a general building
contractor, a real estate agent and lay persons) .
Duties: Establishes principles and policies for guiding action affecting development in
the City and its environs. Determines whether special proposed developments conform to
the principles and requirements of the comprehensive plan. Acts in advisory capacity to
the City Commission.
GENERAL EMPLOYEES' RETIREMENT TRUST FUND BOARD OF TRUSTEES
5 members: 2 employees, 2 residents and 5th member chosen by majority of the previous 4
members. 2 year terms
Duties: General administration and responsibility for the operation of the Retirement
Trust Fund for general employees.
POLICE OFFICERS' AND FIREFIGHTERS' RETIREMENT TRUST FUND BOARD OF TRUSTEES
5 members: 1 police officer, 1 firefighter, 2 residents and 5th member chosen by
majority of the previous 4 members. 2 year terms
Duties: General administration and responsibility for the operation of the Retirement
