City Engineer/Utilities Director SUBJECT: Maintenance Facility at Wastewater Treatment Plant In the 1997 Utility System Bond Issue, one of the proposed projects is a maintenance facility to be constructed at the wastewater treatment plant. This facility is to provide office, storage and maintenance areas for the utility department. The office area in the existing building at the wastewater plant is the same as when the utility was acquired from Prima Vista, yet the utility staff has tripled. The proposed new building will contain additional office space and will also provide covered storage for the expensive rolling stock now owned by the utility. We will have an area under roof for storage of PVC pipe and fittings as well as storage of smaller parts and equipment. The maintenance area will contain space for minor repair work on equipment, a welding area and a meter repair area. Since this will be a major building addition for this utility, we want to make sure we include all of the uses we need now or may need in the future. Not being experts in interior space design, we thought it best to work with someone who can develop a comprehensive plan for this building. The attached letter from Mr. Paul Herwig dated July 15, 1997 describes the series of work orders that will be required. These work orders will result in a design criteria package that will be used as a basis for design by a building contractor. Attached for your consideration and action is a proposal from Gee & Jenson for the first work order, titled Work Order#9. This work order will result in the development of a conceptual floor plan, a project budget and schedule, a conceptual site plan and an evaluation of existing and required mechanical, electrical and plumbing system. The proposed fee for this work order is $10,400. The total estimated fee for work orders 9 through 13 is $48,200. I recommend that the City Commission authorize the Mayor and City Clerk to execute Work Order#9 with Gee & Jenson in the amount of$10,400. I rector SUBJECT: Office/Storage Building at WWTP I have received a proposal from Gee & Jenson for the first of several work orders required to develop a set of design criteria for this project. The first work order is for the Programming/Site Evaluation phase and their proposed fee for this work is $10,400. I asked them to provide a breakdown of their estimated fees (attached) for the remaining work orders to get an idea of the total cost for their services. Along with the proposed fee of$10,400 for work order number 9, the breakdown shows the estimated fees for work orders 10 through 13 totaling $37,800, for a total estimated fee of $48,200 to develop a design criteria package and provide bid evaluation and construction document review services. The fees for future work orders 10 through 13 will be finalized as each work order is negotiated, and I expect that the final total fee will be less than $48,200. Since this will be the limit of our expansion of this facility for several years, I think we would be prudent to have a well conceived plan and I believe this firm will provide us with that. If you have no objection to this, I'd like to put Work order# 9 on the first August agenda for City Commission action. Please advise. Execution of the Work Order by City shall serve as authorization of DESIGN CRITERIA PROFESSIONAL to provide for the above project, professional services as set out in the documents which are attached hereto and made a part hereof. Mims Road Ocoee Wastewater Treatment Plant, Ocoee, FL Work Order#9 — Programming/Site Evaluation Scope of Work The project includes demolition of an existing prefabricated metal storage building and construction of a new prefabricated metal vehicle storage building. The vehicle storage building would store six (6) large trucks, parts storage, workshop and lawn maintenance storage. The project also includes additions/alterations to the existing one-story masonry operations and maintenance building. These additions/alterations include adding a new breakroom, 6-10 new offices and adding/upgrading men's and women's toilet/locker rooms per code. The project also includes site modifications to the existing Wastewater Treatment Plant fenced compound for improved vehicular circulation, additional parking and adding a landscape buffer at the perimeter to visually screen the plant facilities from the adjacent planned park. Professional Services to be provided by the Design Criteria Professional: 1. Develop a building program. 2. Develop a conceptual floor plan. 3. Develop a project schedule and construction budget. 4. Prepare a preliminary building and site code review. 5. Prepare a preliminary site evaluation and conceptual site plan. The evaluation will be prepared after reviewing existing As-Built Site Boundary/Topographic/Tree/Utility Survey and Geotechnical Reports for the site. 6. Evaluate existing Operations and Maintenance Building: ADA Accessibility, Roofing, Mechanical and Electrical Systems. Submittals by the Design Criteria Professional to the City: Provide one submittal of five (5) sets of the Programming/Site Evaluation documents. Meetings: The Design Criteria Professional shall attend two (2) Design Criteria Professional/Owner meetings. These meetings shall be conducted in a workshop format. The purpose of these meetings shall be to discuss and exchange information with the established City's representative(s) with regard to the program requirements for the facility. Program needs may be items such as hours of operation, security, type of activities planned for facility, number of persons utilizing the facility, vandalism, immediate/future square footage needs and construction budget. Items to be provided by the City of Ocoee: 1. The City shall appoint a representative who shall on the City's behalf attend above stated meetings. issue directives with regard to the Work, authorize the Work, prepare review comments with regard to the Work and approve the Work. Until the Site Plan is finalized for the Jim Beech Recreation Center,the Administration Building location can not be determined. Improvements to the existing Operations Building appear to be a lower priority regarding the overall Master Plan. Mims Road Ocoee Wastewater Treatment Plant, Ocoee, FL Work Order#9 — Programming/Site Evaluation Scope of Work The project includes demolition of an existing prefabricated metal storage building and __� construction of a new prefabricated metal vehicle storage building. The vehicle storage building would store six (6) large trucks, parts storage, workshop and lawn maintenance storage. . The project also includes additions/alterations to the existing one-story masonry operations and maintenance building. These'additions/alterations include adding a newbreakroom, 6-10 new offices and adding/upgrading men's and women's toilet/locker rooms per code. The project also includes site modifications to the existing Wastewater Treatment Plant fenced compound for improved vehicular circulation, additional parking and adding a landscape buffer ; at the perimeter to visually screen the plant facilities from the adjacent planned park. Professional Services to be provided by the Design Criteria Professional: . 1. Develop a building program. 2. Develop a conceptual floor plan. __ 3_ Develop a project schedule and construction budget. 4. Prepare a preliminary building and site code review. 5. Prepare a preliminary site evaluation and conceptual site plan. The evaluation will be prepared after reviewing existing As-Built Site Boundary/Topographic/Tree/Utility Survey and Geotechnical Reports for the site. - 6. Evaluate existing Operations and Maintenance Building: ADA Accessibility, Roofing, Mechanical and Electrical Systems. Submittals by the Design Criteria Professional to the City: Provide one submittal of five (5) sets of the Programming/Site Evaluation documents. Meetings: The Design Criteria Professional shall attend two (2) Design Criteria Professional/Owner ; meetings. These meetings shall be conducted in a workshop format. The purpose of these meetings shall be to discuss and exchange information with the established City's representative(s) with regard to the program requirements for the facility. Program needs may be items such as hours of operation, security, type of activities planned for facility, number of persons utilizing the facility, vandalism, immediate/future square footage needs and construction budget. Items to be provided by the City of Ocoee: 1. The City shall appoint a representative who shall on the City's behalf attend above stated meetings, issue directives with regard to the Work, authorize the Work, prepare review comments with regard to the Work and approve the Work. Additional office space is required. 2. Existing toilet/shower facilities do not meet ADA, do not have lockers, and are inconveniently located. 3. The Lobby/Entrance Area is not well defined and does not have a covered entry. 4. The existing interior building circulation is not efficient. Design Options: During workshop/meetings with the WWTP personnel, concerning a revised design for the Operations Building,the plan was redesigned with an addition. The existing building would remain as it is regarding the Operations and Electrical Controls Room, the Mechanical Room,the Lobby/Break Room and the Lab Areas. The Generator and Blower would remain unchanged. The existing toilet rooms would be eliminated, allowing for three offices instead of two. An addition of approximately 750 SF would allow for new toilets, showers and lockers for men and women,which would be ADA accessible. Structurally,this proposed building addition to the northeast would lend itself to the simplest, and least expensive building expansion option. '- _ 7_.r SITE EVALUATION PHASING IMPROVEMENTS & CO-LOCATION WITH RECREATION CENTER March 6, 1998 Page 1 of 1 Introduction Phasing of the WWTP Improvements is driven by priorities and adjacent developments. Modifications to the Jim Beech Recreation Center Site Plan from the original design criteria documents are being developed by the Design-Build Contractor. This work effects the location of the proposed WWTP Administration Building and associated parking and site work. Phase I Based on workshop/meetings with the WWTP personnel,the immediate concern is to replace the existing maintenance/storage facilities with a new facility. In addition, additional parking is required for staff and City-owned vehicles. Future Phases Future phases will include the proposed WWTP Administration Building and associated site work and parking. Another future development is the remodeling and addition to the Operations Building. Additional Concerns Landscaping along the east WWTP property line at the ridge is required as a buffer between the park area and the WWTP. Chain link fencing with motorized gates, signage, site lighting and overall landscaping are essential elements in completing the anticipated improvements to the WWTP complex. IMPROVEMENTS TO THE A.D. MIMS ROAD OCOEE WASTEWATER TREATMENT PLANT/MAINTENANCE BUILDING PRELIMINARY BUILDING CODE REVIEW (Standard Building Code, 1997 Edition) (SBCCI) March 6, 1998 Page 1 of 3 Based on a discussion with the Mr. Washington of the Ocoee Building Department on March 5, 1998,the following preliminary Building Code interpretations are provided: 1. Occupancy Classification: (Chapters 3 & 4) The building is composed of multiple occupancies: a. Group F/Factory—Industrial occupancy at the Workshop/Welding Area. b. Group S/Storage Occupancy—at the WWTP Storage and Electrician's Storage Areas. c. Group S/Special Storage Occupancy—(Enclosed parking garage) at the Large Vehicle Storage Area and Ground Maintenance Storage. Mixed occupancies can be considered a single occupancy if certain criteria of Section 303 are met. Based on the aforementioned,the occupancy classification will be: Group F =Factory—Industrial 2. Note: Due to the possibility of flammable materials being stored on site in conjunction with PVC pipe adhesives, and fuel for ground maintenance equipment, special consideration may need to be given to a rated flammable storage area or building. 4.
