RFP #99-003 was advertised on March 28, 1999, and was publicly opened on April 27, 1999. The only response submitted was from Insulgard Corporation for $18,390.00. However, this proposal is non-responsive due to the fact that Insulgard did not submit a Bid Bond and has notified the City in writing that they will not be submitting a Performance/Payment Bond if awarded the contract. The proposal has been reviewed by the Finance Department. Staff recommends rejection of this proposal due to non-compliance with the City's RFP specifications and due to the proposal being over-budget by $3,390.00, per the attached memo from Wanda Horton, Finance Director. Additionally, as part of the Capital Improvement Plan process, it has been suggested that a complete assessment should occur of the utilization of this building and the police station. Staff feels that this assessment should occur prior to renovations in any city hall department.
