WHEREAS, the Economic Opportunity Act signed in 1964, mandated the creation of many
local community action agencies (CAAs) to help fight poverty by implementing
education, employment/training and work experience programs at the grassroots
level; and
WHEREAS, the City of Ocoee is committed to providing the greatest level of prosperity and
quality of life through facilitating community action for all residents; and
WHEREAS, community action in Orange County has a proud history of working to improve
the lives of Florida's disadvantaged residents by restoring dignity and self-
sufficiency to individuals and families in need; and

WHEREAS, our local CAA, the Orange County Office of Community Action, conducts
numerous beneficial programs to meet the needs of our citizens including Head
Start, energy assistance, home rehabilitation and weatherization, job training
and placement, emergency assistance, counseling, health, education, nutrition,
and many others; and
WHEREAS, community action agencies in partnership with elected officials, the private
sector and community residents, continue to identify poverty conditions and
proactively find solutions,

month of May, 2000 as
COMMUNITY ACTION MONTH
in the City of Ocoee, in recognition of the many years of service to the residents that include
providing economic opportunity as a primary approach to reducing poverty and increasing
their economic self-sufficiency.

WHEREAS, a strong, effective system of free public school education for all children and
youth is essential to our democratic system of government; and
WHEREAS, the United States has made considerable progress in the social, technological
and scientific fields due to our system of free and universal public education;
and
WHEREAS, much of this progress can be attributed to the qualified and dedicated teachers
entrusted with the educational development of our children to their full
potential; and
WHEREAS, teachers should be accorded high public esteem, reflecting the value the
community places on public education; and
WHEREAS, it is appropriate that teachers be recognized for their dedication and commitment
to educating our children,
now .here%ore: I, S. Scott Vandergrift, Mayor of the City of Ocoee, hereby do
proclaim May 07 through May 13, 2000 to be
TEACHER APPRECIATION WEEK
in the City of Ocoee, Florida, and urge all citizens to pay tribute to our public school teachers.

Proclamation
WHEREAS, the Independent Order of Foresters, (IOF)is a fraternal benefit society that traces
' . its roots back to 1874 and provides financial products to its members in the
United States,Canada,and the United kingdom.
WHEREAS, one of the IOF's goals as fraternal benefit society is to help prevent child abuse
through its registered charity, distributing.educational literature and granting
funds to child-focused agencies across the United States, Canada and the United
Kingdom.
WHEREAS, child abuse is an ever increasing problem in today's society;most abuse is
ongoing;that abuse crosses all social-economic boundaries.
WHEREAS public awareness and education will help to reduce and prevent abuse to our
children

IN WITNESS WHEREOF, I S. Scott Vandergrift, the Mayor of Ocoee do hereby proclaim the
importance of all citizens recognizing and helping to prevent child abuse. Furthermore, I
encourage the citizens of Ocoee to support prevention through parenting education and support
programs, and community involvement to help stop abuse and strengthen families.
Now, Therefore, I Scott Vandergrift Mayor of the City of Ocoee, do hereby proclaim the week of
April 24, 2000, Child Abuse Prevention Week.
