SUBJECT: Design Proposal — Maguire Road Widening Project
Attached for your review and approval is a design proposal from Professional Engineering
Consultants, Inc.
This proposal covers several aspects of the project:
1. Design of a stormwater pond located on the east side of Maguire Road, north of the
Turnpike and south of the walk-in clinic. This will require development and submission
of a permit modification application to St. Johns River Water Management District.
2. Design and permitting of a sanitary sewer line and force main relocation to an existing
lift station made necessary by construction of the above pond.
3. Design and permitting of the relocation of existing water utilities on both Moore Road
and Roberson Road in the area of their intersection with Maguire Road to accommodate
the existing 54 inch diameter Conserve II reclaimed water main.
4. Design and permitting of an extension of a 12"water main on Moore Road to connect to
facilities installed earlier as part of the Plantation Grove P.U.D. project.
Items 1 and 2 are due to revisions in the proposed stormwater pond location. Our initial search
for drainage pond locations indicated that the Heller Bros. property south of Professional
Parkway would be the most viable location for a pond. After extensive negotiations with Heller
Bros. representatives we were unable to reach an agreement on an acceptable price for their
land.
We then determined that the next best location was a parcel located just north of the Turnpike
on the west side of Maguire Road. Again, after extensive negotiations with the owner we were
unable to reach an agreement for a price for this parcel either.

We then investigated a parcel of land just south of Colony Plaza Hotel. This parcel was also
determined to be suitable so we started design of a pond on that site. During this time a
permit application was prepared and submitted to St. Johns River Water Management District in
order to keep the project schedule on track. We were recently informed that the Colony Plaza
parcel was under contract to a purchaser who felt that their project would not be viable if we
used that parcel for a pond.
About this same time Heller Bros. representatives contacted us and said that they wanted to
reopen negotiations for a pond site on their property. After discussion we were able to reach
an agreement which covered a retention pond site and the right-of-way required to widen
Professional Parkway.
Because the SJRWMD permit has already been submitted and is under review we now need to
prepare and submit a permit revision. We also need to design the stormwater pond as well as
sanitary sewer gravity lines and a force main which must be moved from their current location
in order to construct the pond. Moving these lines means that.we have to prepare and submit
an FDEP permit and we must prepare plans and specifications for those utilities for inclusion in
the Maguire Road plan set.
Items 3 and 4 are required in order to construct Moore Road improvements which are shown on
the Plantation Grove Commercial Phase 2 and 3 Land Use Plan. When the Plantation Grove
Commercial Phase 2 and 3 plan was submitted to the city a portion of Moore Road was shown
as being widened to four-lanes. At the time these plans were being prepared, plans for
Maguire Road were also under development. It was not clear whether Plantation Grove
Commercial Phase 2 and 3 or Maguire Road would be under construction first. In order to
reduce confusion and potential redundant construction it was decided that the Moore Road
four-laning would be included as part of the Maguire Road project. The developer agreed to
reimburse the city for the cost of Moore Road improvements required by Plantation Grove
Commercial Phase 2 and 3 development. That cost was determined to be $135,031.00. A copy
of the note on the Plantation Grove Commercial Phase 2 and 3 Land Use Plan which spells out
this requirement is attached for your information.
The work on Roberson Road which is referenced in Item 3 above is due to a conflict between
the existing 54"Conserve reclaimed water line and our proposed 12"water main and roadway
improvements. This conflict was not discovered earlier because we relied on plans provided by
Conserve which showed the location and depth of their facility. When we began design work
on Moore Road improvements we determined that their were inconsistencies between the
Conserve plans and actual site conditions. Because of these inconsistencies we did some more
detailed survey on Roberson and found problems there also which required some redesign of
the water main and stormwater facilities.
The current schedule for Maguire Road calls for a bid opening on March 30, 2000, and for a
Notice to Proceed to be issued to the selected contractor on April 25, 2000.
I recommend that the City Commission authorize the Mayor and City Clerk to execute
Addendum No. 00-1 to PEC's contract for the not-to-exceed amount of$47,740.00.

ADDENDUM NO. 00-1 TO
AGREEMENT FOR CONSULTING ENGINEERING SERVICES
INCLUDING
ENGINEERING SERVICES FOR
MAGUIRE ROAD - POND 5 -REVISED LOCATION
This Addendum No. 00-1 hereinafter called the Addendum, as of this day
of 2000, shall constitute an Addendum to the Agreement for Consulting
Engineering Services between the City of Ocoee, Florida (the CITY) and Professional
Engineering Consultants, Inc., 200 East Robinson Street, Suite 1560, Lake Eola Centre,
Orlando, Florida(the CONSULTANT), dated the 21st day of August, 1984, hereinafter
referred to as the AGREEMENT.

WHEREAS, the CITY and CONSULTANT entered into an AGREEMENT whereby the
CITY retained the CONSULTANT to provide professional engineering services as
required from time to time, and WHEREAS the CONSULTANT will perform consulting
engineering services for the CITY as herein defined.
NOW THEREFORE, in consideration of the mutual covenants and promises hereinafter
set forth on the part of both parties to be kept and performed, the parties do mutually
agree as follows:
Section 1 - Services of the Consultant
1.1 The CONSULTANT shall perform the Engineering Services as outlined in the
attached proposal dated January 6, 2000 relative to the provision of consulting
engineering services to the CITY.

Section 2 - Compensation
2.1 Compensation by CITY for engineering services for the Maguire Road-Pond 5-
Revised Location is provided under this Addendum shall be computed under
Paragraph 6.1.2.3 of the Agreement, utilizing the Lump Sum Method of
Compensation with the compensation for this authorization not-to-exceed
$47,740.00 as outlined in the attached proposal and man-hour fee.
Section 3 - Time of Completion
3.1 The CONSULTANT shall provide the engineering services within a 120 day
period from the notice to proceed as outlined in the attached proposal.
IN WITNESS WHEREOF, the parties have executed this Addendum No. 00-1 the day
the ear hereinabove set forth.

Proposal for Additional Services
Dear Jim:
We are pleased to present this proposal for engineering services related to the above-
referenced project. The engineering services include permitting, design & preparation of
construction plans associated with the relocation of Pond 5 from its "current" proposed
location at the Colony Plaza parcel to the Heller Property at the northeast corner ofMaguire
Road and the Florida Turnpike.
The revisions include drainage modifications to the Maguire Road construction plans and
calculations,permit application package and quantities. Additionally,these revisions would
require the relocation of several utilities within these improvements. The attached materials
include a detailed description of all utility work. The drainage design cost associated with
these improvements is $33,262 and the utilities design cost is $14,478. A detailed
breakdown of these costs is attached to this letter.

• Perform two (2) auger borings to a depth of 20 feet in the proposed stormwater
pond.
• Obtain one (1) sample for permeability testing.
• Perform visual classification and required laboratory testing of the soil samples
obtained from the borings. Laboratory testing may include grain size and/or
Atterberg limit analysis to verify visual classification of soil types.
The exploration will be supervised by a qualified geotechnical engineer registered in the
state of Florida, and the results of the exploration will be presented in a geotechnical
engineering report. This report will address the following items:
• Existing site conditions.
• Exploration, testing and sampling methods.
• Subsurface soil conditions encountered and soil classifications.
• Depth to groundwater at the time of the exploration and estimated seasonal high
groundwater levels.
• A discussion of general site preparation techniques, fill compaction, etc.
• Stormwater recovery analysis is not included in this proposal.
PROJECT SCHEDULE
Based on our present schedule, we are prepared to mobilize to begin the field operations
on this project within about three (3) to five (5) working days of your authorization to
proceed. We anticipate the field portion of the study to be completed in approximately one
(1) day. Engineering analysis, necessary laboratory work and report preparation should
be completed within approximately five (5) working days after the completion of field
work.
ESTIMATED COSTS
A Scope of Services and Fee Estimate is attached to this proposal and will be applicable
for services on this project. The final cost of services will be computed from actual units
of work performed in accordance with this Scope of Services and Fee Estimate. For

budgetary planning,we estimate the total cost of services for the described exploration will
be approximately $1,995.00.
In computing this budget figure, we have assumed the site is accessible to our field crew,
that we have right of entry to the site and that we will not experience excessive delays due
to rubble at borehole locations or for other reasons beyond our control. If such conditions
are encountered that could cause the cost of the exploration to exceed the budget figure,
we will notify the client and obtain approval for the additional work before we proceed.

To authorize us to proceed with this project, please execute and return to us a copy of the
attached Proposal Acceptance Sheet. Authorization should be indicated by the person or
firm responsible for payment of our invoice. Please note the attached Acceptance Sheet
forms a part of this proposal and that our terms are "Net 30 Days."

Per our telephone conversation on December 16; 1999, it is our understanding that Pond 5
will be relocated to the open area opposite the originally proposed location.
Attached is our fee estimate for collecting the geotechnical data, revising & re-running the
model, revising & printing/binding the reports. As you will note, almost $500 of the budget
is allocated for reproducing the report as there is a lot of color graphics.
This will be considered a supplement to our previous contract with all applicable terms and
conditions.
Please call or e-back if any questions. —
P.S. If proposal is acceptable, please forward revised pond footprint so we can start the
geotech work. Stage-area data & basin parameters can follow.

RE: Proposal for Additional Services for Maguire Road Utilities Sections 1 and 2
Dear Mr. Shira:
We are pleased to present this proposal for Engineering Services related to the above-
referenced project. The engineering services include permitting, design and preparation of
construction plans for the additional requested services to be included in the Maguire Road
Utility plans as detailed below.
1. Relocate 8-inch sanitary sewer line, 1-inch water main and 4-inch force main in the
West End Professional Park Subdivision to accommodate the relocation of Pond #5.
Based on hydraulic considerations and pipe size for the sanitary sewer will be
increased to a 10-inch sanitary line.
2. Relocate existing City of Ocoee potable water utilities on Moore Road and design
associated provisions to accommodate the 54-inch Orange County Consery II line as
needed for the road widening for the associated project.
3. Relocate existing City of Ocoee potable water utilities on Roberson Road and design
associated provisions to accommodate the 54-inch Orange County Consery II line,
as needed for the road widening for the associated project.
4. Additional provisions to include proposed design GTC Engineering Corporation
(GTC) for a 12-inch water main along Moore Road and Maguire Road. This task
includes PEC designing the extension of the 12-inch water main connecting the
existing 12-inch water main at Plantation Grove Shopping Center (STA 434+40) to
the proposed water main by--GTC Engineering Corporation (GTC) (STA 432+80).
Attachment A presents the man-hour estimates and cost estimates for your review. We
anticipate a one (1) month time extension for the design portion of the project.

We propose to perform the Engineering Services described herein based on a lump sum
compensation method not to exceed $12,478 without further authorization from the City.
These fees do not include fees for soils and survey subconsultants, since these tasks will be
or have been completed under the roadway design portion of this contract.
