This change order is for the design and construction of the planned addition to the Center, and will provide rest rooms and support facilities for the family aquatic center. BACKGROUND AND DISCUSSION: On December 21st the City Commission approved the selection of Borrelli and Associates for the design of the new family aquatic center (swimming pools). This proposed change order to the Beech Center construction contract will provide design and construction of the Center addition for rest rooms and pool support facilities. Per the attached quote from D. J. Haycook Construction Co., the total proposed design and construction cost is $375,000. This cost is comprised of design costs of $36,425., and construction costs of $338,575. The construction cost equates to approximately $130. per square foot, which compares favorably to the national average of $160. per square foot for this type of facility. The proposed construction cost contains $20,900., of allowances which allows the City to authorize or perform with in house personnel. The proposed design cost contains $4,550., of allowances for additional design services, if required. This gives a total construction and design allowances of $25,450., which the City will have the option to exercise. The proposed design cost equates to 9.5% of the proposed construction costs. This percentage compares favorably to the national average of 15% for design services. The contractor estimates a total of 217 days for the completion of this addition (design and construction). Lakeshore Dr. Ocoee , Fl 34761 Dear Mr. Smith , Following is our proposal for Design/Build services for the addition at the Jim Beech Recreation Center.As requested , we are proceeding with the preparation of the pricing for this Project as an addition to the Design/Build Contract for the Recreation Center which has been recently completed.Accordingly all of the provisions of the original Agreement and Construction Documents will apply to this new scope of work. The following paragraphs outline the general scope of the work . Summary of Work The scope of work outlined in this Proposal consists of Design/Build Services for an addition to the Jim Beech Recreation Center. This approximately 2600 SF addition is primarily intended to provide shower and restroom facilities required for the future swimming pool planned for the North side of the facility as well as dedicated spaces for Recreation Department exercise/dance programs. The design goals are to achieve an addition to the facility that conforms to and complements the existing construction while avoiding an "add-on" appearance.To this end, materials and methods will be selected that were used in the original facility design. The construction of the project is essentially a renovation/addition project which will involve activities and concerns which were not present in the original contract.Specifically , the addition will require significant selective demolition to the north exterior wall of the gymnasium in order to construct the addition roof This will involve some disruption to activities in the gymnasium and office areas of the existing facility as well as considerable temporary protection of finished surfaces within those areas. Close cooperation between the building user and the Design/Builder will be neccessary in order to expedite those activities and minimize their effect on the normal operation of the facility.The existing electrical and utilities connections will be utilized in providing complete EMP services within the addition . Due to uncertainty of the schedule for the construction of the pool , site improvements around the addition will be minimized in order to avoid the possibility of unneccessary costs being incurred by the Owner when the pool is constructed. Design Services Design services will be provided by Quantum Architecture as Project Architect . The development of the design will be performed on the behalf of the Design/Builder by the Architect and such consultants as is deemed necessary by the Architect or the Design/Builder. The design phase will proceed according to the Architect's proposal for design services dated May 10 ,1999 which is incorporated by reference and and is included as Attachment A. The design phase is conducted in separate stages as follows : 1. Programming -to develop the needs of the user in order to frame the basic design. 2. Preliminary Drawings - to develop the program into a preliminary design. 3. Construction Documents developed from the preliminary design. 4. Permitting of completed Construction Documents. Two Owner reviews of design efforts are foreseen: 1. Preliminary design review at submission of the preliminary design.Review comments shall be conveyed in writing by the Owner's representative to the Design/Builder. Valid comments will be adressed by revision to the documents , documenting an Owner requested change. Comments with which the Architect does not concur will not be included. 2. Final Review of Construction Documents. In accordance with the terms of the agreement, the Owner has the right and may elect to have the design documents reviewed by an independent architect , engineer, contractor or cost estimator at the Owners expense and subject to the provisions of the Agreement. It should be recognized that compliance of the design with applicable codes and standards is the sole responsibility of the Design/Builder and the Project Architect in accordance with the laws of the State of Florida and the authority regarding any issue for which they may be jointly or separately liable will rest with the Design/Builder and the Project Architect. Should Owner mandated changes result from review of the design documents by the Owner's consultants , such changes will be implemented with the understanding that any increased costs of design or construction which may result will be borne by the Owner, and that design liability for the change, should the Project Architect not concur , will be assumed by the party initiating the change. Upon completion and written approval of the completed Construction Documents , the Design/Builder and Architect will submit the completed documents for permitting. 2 Changes required by permitting authorities for purposes of code compliance will be incorporated into the final Construction Documents. Any Owner requested changes made after the final review for purposes other than compliance may result in additional design costs and increases in cost and duration of the work. Such changes will be made by Change Order. Construction Services At the completion of the permitting process , the Construction phase will begin. A general outline of the Construction services to be performed is as follows. General Requirements The Design/Builder will furnish the following as part of this proposal .Unless noted otherwise , the applicable provisions of the Agreement shall govern these services: 1. Builders Risk and General Commercial Liability Insurance. 2.Workmens Compensation Insurance. 3. 100% Performance Bond for Public Construction 4. 100% Payment Bond for Public Construction 5. City of Ocoee Building Permit, Engineering and Impact fees (by allowance - see Attachment B- Schedule of Allowances) 6. Materials Testing (by allowance - see Attachment B - Schedule of Allowances) 7. Building Layout 8. Temporary sanitary facilities. 9. Project Management and Supervision will be the sole responsibility of the Design/Builder as the General Contractor for this Project. The Design/Builder will be responsible for the means , methods , sequences and techniques of construction for the work and will be , subject to applicable laws and the requirements of the Contract Documents , the sole authority for same throughout the Construction phase. 10. Cleanup of jobsite 11. Final cleaning (of addition and affected areas of existing facility only) The following exist on site at present and have not been included as a cost saving measure: 1. Temporary Electrical Service (no new service is anticipated.) 2. Temporary Water. 3. Geotechnical Exploration Sitework 1. Site preparation to include stripping the proposed building footprint and placing clean fill to the required subgrade elevation required to achieve the finished floor elevation. 2.Connection to existing water and sewer connections for the proposed addition. (Note : Upgrade or replacement of the existing Environment One GPS is not contemplated in this proposal.) 3.Provide up to 300 SF of sidewalk (see attachment B) 3 4. Modify existing irrigation in the area of the addition to accommodate the new addition construction. 5. Site Grading . An allowance is included for landscaping (see attachment B) 6. Provide a CMU screen wall and chain link enclosure for HVAC units. The following items are not included : 1.Pool deck surfaces at any location. 2. Paving Modifications 3. Curbs 4. Lawn Maintenance. Concrete 1. All required reinforced concrete foundations and slab for the additional structure. Masonry 1. Reinforced masonry exterior wall construction to match existing building. 2. Foam cell fill insulation. Metals 1.Miscellaneous metal fabrications. Rough and Finish Carpentry 1. None Thermal and Moisture Protection 1. Batt insulation(metal building type ) at roof and gable end walls. 2. Joint sealants. Doors and Windows 1. Steel door frames and doors 2. Flush wood doors to match existing. 3. Finish hardware to match existing. 4. Aluminum windows . 5.Miscellaneous glazing for doors. Finishes 1. Exterior stucco to match existing. 2. Interior partitions of metal studs and drywall including fire separation wall at Gym. 3. Suspended drywall ceilings at wet areas (showers). 4 4, Ceramic wall and floor tile at restrooms to match existing patterns/colors. 5. Acoustical ceilings at restrooms , exercise , dance and game rooms to match existing. 6. Carpeting at dance and exercise/game Rooms (by allowance - see Attachment B) 7. Painting interior and exterior using same systems and colors as existing. ( Preengineered structure to be manufacturer's standard primer only) Specialties 1. Solid Plastic Toilet Compartments to match existing type and color. 2. Washroom Accessories ( Allowance - see Attachment B) 3. Fire Extinguishers( allowance for 4 each with cabinet see Attachment B) 4. Kynar 500 paint finish. (see general note below) 6 Load reactions provided by the PEB Engineer. General notes : A. Preengineered structures are manufactured products. Where specific detailing is required for various components and assemblies , these details will be in accordance with the manufacturers details. The design of the building will be in accordance with the requirements of SBC 97 , which is the governing code for this area(not ASCE 97). B. Kynar 500 finishes are prepared on base coils of metal to order. Products ordered at different times will be painted as ordered. There may be some minor color variations in pattern colors for coils ordered at different times. C. Acceptable Manufacturers : VP Buildings Inc. Ludwig Buildings Inc. Electrical Systems I.Electrical power and lighting systems in accordance with the Project Specifications. Schedule The project time of completion based on the current proposed configuration is estimated as follows : Design Phase • Programming : 14 days Preliminary Design : 21 days Owners Review : 7 days Construction Documents : 28 days Owners Review : 7 days Permitting : 14 days Construction Phase : Sitework : 28 days Concrete/Masonry Structure : 35 days Metal Building Erection : 28 days Interior Buildout : 35 days 6 Total Project time of completion is estimated to be 217 calendar days beginning from the date of written notice to proceed to substantial completion. Notice to proceed is to be in the form of Change Order to Contract 96-044.03. Construction schedules will be prepared according to the above schedule by the Design/Builder for his use in administering the work as outlined in this Proposal. Any known significant events or conditions that may impose constraints on the project should be communicated by the owner to the Design/Builder prior to the commencement of the preliminary Design Phase. Any events or conditions not so communicated are assumed not to exist for the purposes of this schedule and will be addressed as unforeseen conditions for adjustments to the time of completion of the Project in accordance with the terms of the Agreement. Allowances Attachment B is a schedule of allowance items which have been quantified in our proposal in a defined quantity or for which insufficient information presently exists to quantify. As definite quantities are established during the design process , these allowances can be adjusted by Change Order. The lump sum price for performing the Design/Build services as outlined above is : Three Hundred Seventy Five Thousand Dollars (S375,000.00) Our proposal is based on the development of the programming drawing developed by Quantum Architecture subsequent to a meeting with Mr. Bruce Nordquist on September 24 ,1999 -Attachment C. A schedule of values is included with this Proposal as Attachment D. These services are for the design of the new addition on the North side of the recreation building, which in concept is intended to house an activity room and restrooms with showers. This building addition is intended to serve the City Recreation Department's exercise programs and a future public swimming pool. These services will include architectural programming/ design/ construction documents/ coordination, grading, landscaping, irrigation, plumbing/ mechanical/ electrical engineering, shop drawing review, construction observation and printing. Quantum Architecture shall meet with the City project representatives, contractor and consultants to develop a program for the design of this addition. After this program has been approved then the building addition shall be designed for approval by the City of Ocoee. When the design has been reviewed and approved, then Quantum Architecture shall produce working drawings and specifications necessary to secure a building permit The materials shall be in accordance with the main structure, now under construction The estimated time schedule for these different stages shall be as follows: 1) Programming: Two meetings -Three hours each (with architect and engineer) 2) Preliminary Floor Plan and Building Elevations: Three weeks Building floor plan, and elevations, structural system, HVAC/ Electrical system layouts and plumbing layout. 3) Construction Documents: Four Weeks The City of Ocoee shall assign one contact person who shall convey all decisions from the City to the Design/ Build Team. We propose that the City use a three day review period for all submissions. The building addition shall follow the structure and the details of the main structure.
