ISSUE:
Should the Mayor and City Commissioners approve the Preliminary / Final Site Plan for Red
Roof Inn?
BACKGROUND:
The Red Roof Inn is a proposed 38,235 square foot / 83 room hotel located on the north side of
State Road 50 between Maguire Road and Marshall Farms Road. The property is zoned C-3,
General Commercial District, which allows a wide range of retail, office, restaurant and service
uses. The property is adjoined by Goodyear Tire and Denny's Restaurant on the south and a
series of stormwater and wetland mitigation systems to the north, east and west. Additionally,
the subject property is located within the Ocoee State Road 50 Activity Center. As a result, the
project is required to conform to the Special Development Plan and Private Area Special
Regulations that are incorporated within the Activity Center.
DISCUSSION:
The developer of the Red Roof Inn has successfully incorporated this project into the
surrounding development and has met all of the standards established for the State Road 50
Activity Center and the Land Development Code with the exception of three items which are
listed as waivers.
Since this project is situated within the existing Hudson Commercial Subdivision, site plan
issues such as stormwater and access were resolved when the subdivision was originally
approved. The subdivision includes a master stormwater system designed to handle the
stormwater flows from each lot consistent with the City's requirements. The site accesses
Economic Court which is part of the subdivision's site access plan. This cul-de-sac also serves
the Denny's Restaurant and Goodyear Tire Store.

With respect to landscaping, the developer has incorporated a wide variety of plant materials
along the property lines, building and parking areas to comply with the State Road 50 Activity
Center requirements. The Plan meets all aspects of the Land Development Code as to
signage. The Plan also incorporates other required amenities such as screening of mechanical
equipment, internal walkways and crosswalks to promote pedestrian access in a safe and
efficient manner and appropriate sitting areas to benefit patrons of the motel.
There are three technical waivers being proposed as part of the project approval per the
procedures established for the Activity Center. These waivers, which are summarized below,
are logical for the overall character of the development and consistent with similar waivers
granted to other projects in the past. The first waiver allows site lighting to conform to upgraded
standards which meet national standards. The lighting plan utilizes 20 foot light poles with light
fixtures designed to direct light downward to reduce glare. The site averages 2 foot candles
and is consistent with the revised lighting standards proposed by Staff. The second waiver
listed requests a reduction of the rear set back requirement from ten feet to six feet. Since this
site abuts the master stormwater drainage system at the rear of the site, Staff feels that the six
foot buffer is adequate to allow for the required landscaping without adversely impacting
adjacent uses. The final waiver allows for the required 25 foot safe site triangle to be
eliminated since the driveway is parallel to Economic Court and not perpendicular, in which
case the sight triangle would apply.
DEVELOPMENT REVIEW COMMITTEE RECOMMENDATION:
On January 7, 2000, the Development Review Committee (DRC) met to review the proposed
project. At that meeting, it was determined that there were still four minor technical items that
needed to be resolved prior to the Plan being placed on the Planning and Zoning Commission
agenda. Based upon this, the DRC voted unanimously to recommend approval of the Plan,
together with all proposed waivers, subject to the Plan being revised prior to the Planning and
Zoning Commission Meeting. (During the interim, the developer has conformed the Plan to
satisfy all staff comments.)
PLANNING AND ZONING COMMISSION RECOMMENDATION:
On January 26, 2000 the Planning and Zoning Commission held a public hearing regarding the
Red Roof Inn Preliminary / Final Site Plan. After a brief discussion regarding the waiver request
for the rear set back requirement, the Planning and Zoning Commission voted unanimously to
recommend approval of the Preliminary / Final Site Plan for Red Roof Inn, including all waivers
specified thereon.
STAFF RECOMMENDATION:
The Planning Department recommends that the Mayor and City Commissioners approve the
Preliminary / Final Site Plan for Red Roof Inn, including all waivers specified thereon, in
accordance with Plan date stamped received by the City on January 14, 2000.
