SUBJECT: ADOPTION OF NEW ELECTRICAL STANDARDS
ISSUE
Should the Honorable Mayor and Board of City Commissioners approve an ordinance that would
adopt the most recent issue of the National Electrical Code and Notice "M" of the Florida
Electrical Code?
BACKGROUND/DISCUSSION
The Florida Department of Community Affairs has adopted the 1999 National Electrical Code as
the State Minimum Electrical Code. The City of Ocoee is required to adopt the 1999 National
Electrical Code or continue enforcing our currently adopted 1996 National Electrical Code.
The 1999 National Electrical Code has been reviewed by our staff members and found to be a
stronger, safer code. Notice "M" of the Florida Electrical Code should be adopted as a
companion code to the 1999 National Electrical Code.
RECOMMENDATION
Staff respectfully recommends the adoption of an ordinance that would adopt the 1999 National
Electrical Code and Notice "M" of the Florida Electrical Code.

ORDINANCE NO. 00- 03
AN ORDINANCE OF THE CITY OF OCOEE, FLORIDA
AMENDING SECTION 69-10 OF THE OCOEE CITY CODE
RELATING TO STANDARDS FOR THE CONTROL AND
REGULATION OF ELECTRICAL CONTRACTORS AND
ELECTRICAL CONSTRUCTION; PROVIDING FOR
SEVERABILITY; PROVIDING FOR CODIFICATION;
PROVIDING AN EFFECTIVE DATE.
BE IT ENACTED BY THE CITY COMMISSION OF THE CITY OF OCOEE,
FLORIDA, AS FOLLOWS:
SECTION 1. The City Commission of Ocoee has the authority to adopt this Ordinance
pursuant to Article VIII of the Constitution of the State of Florida and Chapter 166, Florida
Statutes.
SECTION 2. Section 69-10 of Chapter 69 of the Code of Ordinances of the City of
Ocoee, Florida, is hereby amended to read as follows:
§ 69-10. Adoption of standards.
To the extent not more permissive than this chapter, there is
hereby adopted by the city for the purpose of establishing and
prescribing rules and regulations for electrical construction,
maintenance and repair within the city, those certain standards
known as:
A. National Electrical Code, 1999 Edition, NFPA No. 70
4-996 NFPA No. 70 1999.
B. Notice "L" (1996 NEC) Notice "M" (1999 NEC) to the
Florida Electrical Code, as adopted by the Central Florida
Advisory Code Committee.
SECTION 3. Severability. If any section, subsection, sentence, clause, phrase or
portion of this Ordinance is for any reason held invalid or unconstitutional by any court of
competent jurisdiction, such portion shall be deemed a separate, distinct and independent
provision and such holding shall not affect the validity of the remaining portion hereto.

SECTION 4. Codification. It is the intention of the City Commission of the City that
the provisions of this Ordinance shall become and be made a part of the Code of Ordinances of
the City; and that sections of this Ordinance may be renumbered or relettered and the word
"ordinance" may be changed to "chapter," "section," "article," or such other appropriate
word or phrase in order to accomplish such intentions; and regardless of whether such
inclusion in the Code is accomplished, sections of this Ordinance may be renumbered or
relettered and the correction of typographical errors which do not affect the intent may be
authorized by the City Manager, without need of public hearing, by filing a corrected or
recodified copy of same with the City Clerk.
SECTION 5. Effective Date. This Ordinance shall become effective immediately upon
passage and adoption.

20, 1999. Based on this rule, as of September 20, 1999, the 1999 NEC is the state minimum
electrical code which you are advised to adopt and enforce as soon as possible.
Enclosed for your information are a copy of Rule 9B-3049 which adopts the 1999 NEC
and a letter concerning Fair Housing Act accessibility standards.
