If approved, when the new lots are identified, should those individuals on the "Wait List for Cemetery Lot Purchases" be granted first option to purchase the lots? Background Mr. Gary Krick, of Southeastern Surveying& Mapping, Corp., provided a Boundary Survey for the Cemetery in November, 1995. He has submitted two proposals for additional services and they are attached along with City Engineer/Utility Director Shira's memorandum explaining their scope. Staff believes that the updated Boundary Survey outlined in the first proposal dated January 24, 2000, in the amount of $667.50 is not needed as there have been no new improvements since 1995. Staff believes the services outlined in the second proposal dated January 25, 2000, in the amount of $4,630.00 would provide additional usable lots. Based on our knowledge of the existing cemetery, it appears we could gain an immediate 200 additional lots. The balance of the lots would need to be looked at for possible conflicts with wetlands or other site constraints. The "Wait List for Cemetery Lot Purchases" was begun some time ago when two adjacent lots were no longer available for sale. The list now includes requests for just over 100 lots. In addition to the list, inquiry about lots for an urgent need average approximately three per month. Recommendation Staff respectfully recommends that the Honorable Mayor and City Commissioners: (1) Approve the Southeastern Surveying & Mapping Corp. proposal dated January 25, 2000 in the amount of $4,630.00 for surveying services for the Ocoee Cemetery with funds to be taken from contingency. The balance in contingency as of February 8, 2000 is $113,536.40. (2) Direct that those individuals on the "Wait List" be granted first option to purchase the lots. Shira, P.E., City Engineer/Utilities Director SUBJECT: Ocoee Cemetery I have received two proposals from Southeastern Surveying for work at the Ocoee cemetery. I am forwarding both proposals with this memo to Marian Green for safekeeping until a decision is reached regarding further action. The first proposal is for an updated survey of the overall cemetery boundary. This is not required in order to describe the additional lots we want, but would give us a current boundary survey with current locations of fences and other above ground improvements in the vicinity of the boundary lines. In essence, this work will give us peace of mind that we know where our cemetery is, and that all of our fences, etc. are contained within its boundaries. The proposed fee for this work is $667.50 with completion within two weeks of notice to proceed. The second proposal is for establishing block corners for the various blocks of lots that were previously sketched. I asked Mr. Krick to base his estimate on all of the blocks he had previously sketched, even though we may decide at a later date that some of the blocks or the lots within the blocks are unusable. This way, we will have the information we need to describe as many additional lots as we can. Mr. Krick proposes to set only the block corners, and not the internal lot corners. He proposes this for two reasons. One, the lot corners can be laid out to a reasonable degree of accuracy by cemetery workers, as long as they have accurate, permanent block corners to work from, and two, as grave are dug, some of the lot corners will be destroyed and have to be reset anyway. The proposed fee for this work is $4,630.00 with a completion time of four weeks from notice to proceed. All of the interior lot corners can be set if we desire for an additional $3,445.00. No completion time was specified for this additional work but I would anticipate that it would take no more than one additional week. Perform a boundary survey of that portion of the original boundary survey area to be re- platted based on the attached sketch. 2. Perform the necessary calculations for the proposed lots and easements. 3. Prepare a cover sheet with appropriate dedications. 4. Perform the necessary drafting of the proposed lots and easements. 5. Initial setting of all PRM's,PCP's and block corners. The lot corners would be set prior to the transfer of any lot by the city(see Florida Statute 177.09 Item 9). The cost for that task is included as an option. 6. Furnish you with a certified letter of completion and compliance, if required. The final product will be a mylar and ink drawing and the necessary blueline prints for submittal to the City of Ocoee, when appropriate. See attached Fee Quotation Proposal. In those counties of municipalities that do not require subdivision improvements and do not accept bonds or escrow accounts to construct improvements, monuments may be set prior to the recording of the plat and must be set before the transfer of a o .
