DISCUSSION OUTLINE FOR CITY COMNIISSION
WORKSHOP ON JOINT PLANNING ISSUES
BETWEEN OCOEE AND ORANGE COUNTY
1. Boundary Lines
a. Joint Planning Area ("JPA") - What is the ultimate size of the City?
b. CAMP Boundary lines
c. Sewer/Water Territory Lines - Should they be changed? Should they match
corporate limits and/or JPA limits?
2. Types of Joint Planning
a. Land Development
b. Utility expansions (sewer and water)
c. Parks
d. Roads
e. Stormwater Drainage
f. Fire
g. Police
h. Code Enforcement
3. Ways to Encourage Voluntary Annexation of Land within JPA
a. Strengthen County development standards in JPA (overlay districts; Activity
Centers).
b. Adopt levels of service within JPA which are the same as City levels of service.
c. Strengthen rules and regulations designed to discourage development on septic
tanks and wells within the JPA.
d. Increase City input/review of all development plans and permit applications
within the JPA. •
e. Delegation between City and County of certain types of permitting authority.
What permits are appropriate for delegation?
f. Other approaches to encourage annexation.
g. Why does City want to encourage annexation of JPA Lands?
h. Should voluntary annexations have a phasing schedule tied to the ability to
provide urban services (see discussion on involuntary annexation).

4. Discussion of Involuntary Annexation by Special Act
a. Annex all JPA Land by Special Act — Phasing schedule or comprehensive
annexation?
b. City to provide all services upon annexation, subject to County initially bringing
levels of service to urban standards..
c. County to bring all roads and drainage up to urban standards and provide
appropriate maintenance bonds. What services should be upgraded?
d. Phase out of County contribution towards cost of City fire protection with
annexed lands.
e. MSTU's and/or Special assessment programs as a financing option for
upgrading service levels.
f. Should Ocoee general funds to be used to bring annexed area up to urban
standards or is County to provide funding? -
g. What other improvements are required for JPA Lands in order to be annexed?
5. Pro's and Con's of Existing JPA Agreement.
6. What types of provisions are in other JPA Agreements? What other subjects/issues
would City like to see addressed in the JPA?
