THROUGH: Russ Wagner, AICP, Director of Planning IbFr SUBJECT: RFQ#0002 Transportation Consulting Services ISSUE: Should the Honorable Mayor and City Commissioners direct staff to enter into negotiations for a Continuing Transportation Planning Consulting Services contract with Renaissance Planning Group and Dyer, Riddle, Mills and Precourt, Inc. ? BACKGROUND: On November 2, 1999 the City Commission directed staff to advertise a Request For Qualifications ( RFQ) for Transportation Planning Services and also appointed Commissioner Parker to serve on a selection committee. This committee also included Wanda Horton, Finance Director; Jim Shira, City Engineer / Utility Director; Bob Smith, Public Works Director; Russ Wagner, Director of Planning and Brad Friel, Capital Projects / Transportation Planner. The task of this committee was to review the proposals, rank the firms and recommend which firm best met the criteria outlined in the RFQ (attached). DISCUSSION: Five firms responded to the RFQ by the January 24, 2000 deadline. On February 8, 2000, the selection committee met to evaluate each firm's qualifications. The following criteria were used in the evaluation: • Ability to provide type & quality of services • Quality & extent of staff • Experience w/transportation planning & engineering services • Ability to undertake projects w/i budget based upon current/ projected workload • Financial condition &fiscal stability • Imagination, creativity innovation, efficiency & cost-effectiveness Protect Ocoee's Water Resources ,,, * February 24, 2000 Honorable Mayor and City Commissioners Page 2 The results of the individual committee members rankings were then tabulated to rank the firms. The table below represents the total points achieved by each firm from a possible score of 570: FIRM NUMERICAL RANKING Renaissance Planning Group 527 Dyer, Riddle, Mills and Precourt, Inc. 517 Vanasse Hangen Brustlin, Inc. 489 Ghyabi Lassiter&Associates, Inc. 483 Kittelson &Associates, Inc. 459 During this February 8th meeting, the selection committee also discussed the current and future needs of the City with respect to the services that could be provided by the respective firms. During this discussion, it became apparent that the City needs a consultant or consultants that could provide a wide range of transportation planning and transportation engineering services. After reviewing how the five firms ranked, the committee concluded that the two highest ranked firms were very evenly matched with their level of planning and engineering expertise. Therefore, the committee is recommending that the City contract with the two highest ranked firms for consulting services. The provisions of the Consultants' Competitive Negotiations Act (Section 287.055, Florida State Statutes) shall apply, where applicable. Information regarding Scope of Services and submittal of Expressions of Interest is outlined below. Expressions of Interest must include all of the following and include one (1) original and six (6) copies clearly marked on the outside: Qualifications for Transportation Planning Consulting Services. General Selection Criteria will be as required by law and will include: 1. Legal name, Federal taxpayer identification number, address, and telephone number of the proposer (firm, corporation, partnership, individual). The person signing the Expression of Interest on behalf of the proposer shall have the authority to bind the proposer to the submittal. 2. PUBLIC ENTITY CRIME INFORMATION STATEMENT: All invitations to bid as defined by Section 287.12(11), Florida Statutes, requests for proposals as defined by Section 287.012(16), Florida Statutes, and any contract document described by Section 287.058, Florida Statutes, shall contain a statement informing persons of the provisions of paragraph (2) (a) of Section 287.133, Florida Statutes, which reads as follows: "A person or affiliate who has been placed on the convicted vendor list following a conviction for a public entity crime may not submit a bid on a contract to provide any goods or services to a public entity, may not submit a bid on a contract with a public entity for the construction or repair of public building or public work, may not transact business with any public entity in excess of threshold amount provided in Section 287.017, for CATEGORY TWO for a period of 36 months from the date of being placed on the convicted vendor list." All vendors who submit their Qualifications to the City of Ocoee are guaranteeing that they have read the previous statement and by signing the documents are qualified to submit a proposal under Section 287.133, (2)(a) Florida Statutes. 3. Professional qualifications of Firm and specific individuals to be assigned to the project (include resumes). Names of any anticipated subcontractors for Professional Services to be listed (Proposers shall include completed Standard Forms 254 and 255 with their submittal). Include names, addresses, and previous qualifications if you propose using Specialty Consultant Services. 4. Identify how the firm's Transportation Planning/Engineering expertise would be utilized to perform tasks identified in the following Scope of Services under a "continuing contract" as defined by Section 287.055(2)(g) Florida Statutes. A. Assisting City staff in updating a financially feasible Master Transportation Plan, consistent with the most recent OUATS update; B. Assisting City staff in periodic updates to the Comprehensive Plan, Land Development Code and Capital Improvements Plan; C. Performing, individual traffic analyses (generation and distribution) for concurrency management; D. Assisting City staff in updating and maintaining a socio-economic data base; E. Performing traffic modeling in conjunction with road impact fee updates and Comprehensive Plan Amendments; F. Providing annual traffic counts and other counts for special studies and traffic operations analyses; G. Assisting City staff with roadway concept analysis; H. Assisting City staff in the identification and qualification for various Federal and state grants etc,. I. Providing assistance working with other governmental agencies on transportation related issues; J. Performing intersection analyses and other studies involving traffic operations; K. Reviewing traffic studies submitted through the concurrency process or for alternative road impact fees; L. Developing access management plans for roads in the City; M. Developing plans for bicycle, pedestrian, and transit ways in conjunction with transportation planning; and N. Other related services requiring transportation planning. 5. Past performances in similar projects for governmental clients. List all projects of similar nature within the past three years. Title and brief description of each project to include: - Client (contact person, address, and telephone numbers) - Year completed - Nature of work involved in each project - Total cost, including number of change orders, value, and reason Construction cost versus bid; 6. Current and near future workload (ability to perform in a timely fashion). Submit current list of projects and percentage of completion and expected date for completion. 7. Location of Firm within general geographical area. 8. Provide statement agreeing to obtain (prior to award) Professional Liability Insurance (minimum coverage of $1,000,000.00) and Comprehensive General Liability Insurance (minimum coverage $2,000,000.00). The City of Ocoee is to be named as an additional insured on this policy of insurance. Policies other than Workers' Compensation shall be issued only by companies authorized by subsisting certificates of authority issued to the companies by the Department of Insurance of the State of Florida to conduct business in the State of Florida and which maintains a Best's Rating of "A" or better and Financial Size Category of 'VII" or better according to the A.M. Best Company. Policies for Workers' Compensation may be issued by companies authorized as a group self-insurer by Chapter 440.57, Florida Statutes. 9. Any additional pertinent data regarding the Firm's capability (please limit to two (2) pages). 10. Disclosure of any potential Conflict of Interest due to any other clients, contracts, or property interests. Include a notarized statement certifying that no member of your firm's ownership, management, or staff has vested interest in any aspect of, or Department of, the City of Ocoee. 11. Financial Statement. Expressions of Interest will be evaluated using the above criteria. Firms will be notified in writing if they have been selected for an interview within four (4) weeks after the RFQ closing date. Notices for interview will contain expressed directions. Subsequently, firms will be notified in writing as to "short-listing." All expenses for making Proposals to the City of Ocoee shall be borne by the Proposer. Action on Expressions of Interest normally will be taken within 90 days of the RFQ closing; however, no guarantee or representation is made herein as to the time between the RFQ closing and subsequent City Commission action. The City reserves the right to waive informalities contained in any Expressions of Interest and to readvertise for Expressions of Interest. Award of a contract, if made, will be to the most highly qualified respondent based upon the criteria listed above. The successful respondent(s) shall be required to execute an agreement, in form and content, acceptable to the City indemnifying and holding harmless the City, its officials, officers, employees, and agents from all claims. The anticipated contract will be a "continuing contract" as defined by Section 287.055(2)(g), Florida Statutes. All prospective professionals are hereby cautioned not to contact any member of the City of Ocoee City Commission or any member of the Selection Committee. All contacts must be channeled through the Joyce Tolbert, Buyer. Failure to comply with these procedures shall be cause for disqualification of firm's Expression of Interest. Sealed Qualifications for Transportation Planning Consulting Services will be accepted by Joyce Tolbert, Buyer, for the City of Ocoee at Ocoee City Hall until 11:00 A.M., local time, January 24, 2000. The City received submittals from five firms: On February 8, 2000, the selection committee met to discuss their ranking of the five firms based on a specific set of criteria. The ranking sheet and criteria are attached. Based on this meeting, the selection committee has ranked the five firms as follows: • Renaissance Planning Group - 527 points ( out of a possible 570) • Dyer, Riddle, Mills and Precourt, Inc. - 517 points • Vanasse Hangen Brustlin, Inc. -489 points • Ghyabi Lassiter&Associates, Inc. -483 points • Kittelson &Associates, Inc. -459 During this February 8'h meeting, the selection committee also discussed the current and future needs of the City with respect to the services that could be provided by the respective firms. The committee would like to contract with these firms as soon as possible, therefore we are recommending that the results of our rankings be brought to the City Commission during the regularly scheduled March 7, 2000 City Commission meeting. Unless indicated otherwise, staff would present the findings of the selection committee. The two recommended firms would not make a formal presentation to the Commission but would be available for questions.
