On your agenda of April 4, 2000, CBR will be making their final comments regarding
their campaign, how it went, and some suggestions for the future. Also, attached is the
current status of the budget with CBR through February 29, 2000.

POWR WATER CONSERVATION PROGRAM
Year-Two Communications Plan
April 2000 — March 2001
OBJECTIVE:
Maintain the current level of water consumption by Ocoee utility customers through
continued use of the POWR program, whose messages communicate the importance
of water conservation and educate customers on how they can use water wisely.
AUDIENCES:
1. Residential customers:
Adults
Children
2. Business customers
a St. John's River Water Management District
4. Media that reach and influence our other target audiences
STRATEGIES AND TOOLS:
y Meet with the following POWR Business Partners to negotiate their continued support
for the program:
1. The West Orange Times: weekly articles
2. Border's Books: store discounts, special events, POWR display featuring water
conservation focused books
3. Lowe's Home Improvement: Xeriscaping seminars
4. Winn-Dixie: refreshments, bumper stickers
5. The West Orange Chamber of Commerce: newsletter articles, program
presentations, Leadership West Orange tour
6. The West Oaks Mall: Displays
1- Continue to publish the POWR customer newsletter on a reduced schedule(quarterly
or six times a year.) Convert to a two-sided publication to allow for additional
information.
x- Update quarterly the POWR page on the City's Web site to include West Orange
Times clips and other information. Consider adding the WaterWise drip calculator to
•
the site.
z Continue to identify speaking opportunities in the community and opportunities to
conduct-water plant tours. Attached is a list of organizations that may be interested in
a POWR presentation. In addition, follow up annually with organizations such as local
the Boy Scout and Girl Scout troops, and Leadership West Orange, which have new
members each year.
> Maintain a supply of POWR brochures in various locations throughout the community,
including the public library, City Hall, West Orange Chamber of Commerce, POWR
business partners, etc.
> Work with the Orlando Garden Club to install Xeriscape landscaping in front of City
Hall. Contact is Karen Woodward, (407)293-1571.
> Develop a POWR public service announcement to run on Ocoee Government TV
Channel 9.
> Make the POWR student essay and/or art contest an annual event.
> Schedule POWR activities and a presentation as part of the Parks and Recreation
Department's summer program.
y Meet with school officials during the summer to identify opportunities to incorporate
water conservation into their curriculums for the coming year.
• Continue to identify opportunities for a POWR booth display, including Founder's Day,
the Arts and Crafts Festival and the Central Florida Fair.
> Consider planning a Florida Friendly Landscape workshop for Ocoee residents. (There
was a large turnout for the March 15 event at the RDV complex in Maitland.)
' Continue to feature the POWR logo on city correspondence.

Here is the communications plan we've drafted as a means for the city to carry forward the
POWR program into the next year. If you have any revisions to suggest,.hi make them and
send it back to you. Otherwise, this will be good to go for the City Commissioners' agenda
packets for next week.
