Service Agreement Agenda 3-21-2000 Item III D "CENTER OF GOOD LIVING-PRIDE OF WEST ORANGE" MAYOR•COMMISSIONER O coee S.SCOTT VANDERGRIFT CITY O F O C O E E COMMISSIONERS DANNY HOWELL 150 N.LAKESHORE DRIVE SCOTT ANDERSON OCOEE,FLORIDA 34761-2258 RUSTY JOHNSON 407 656-2322 NANCY J.PARKER CITY MANAGER ELLIS SHAPIRO MEMORANDUM DATE: March 10, 2000 TO: The Honorable Mayor and Board of City Commissioners FROM: David Wheeler, P.E. -Q/►d.1 Assistant City Engineer/Utilities Director SUBJECT: Reuse Pumping and Storage Facilities Replacement of Florida Power Corporation Service Attached for your review is an Authorization and Agreement with the Florida Power Corporation to replace a portion of the overhead service feed into the wastewater treatment plant property with underground service. The existing power feed into the plant property needs to be changed so as to not conflict with the maintenance of the reuse transfer pump station. The Reuse Pumping and Storage Project included the construction of a two 2 million gallon storage tanks (one for reuse storage and one for reject storage), a transfer pump station, a system high service pump station, expansion of the golf course pump station, and associated piping, stormwater improvements and site work. The existing power feed crosses over the transfer pumping station for the reuse system. In the event that the pumps need maintenance and need to be removed, the potential for contact with the electrical lines could be realized. This contact could damage the pump and/or station, disrupt power service to the plant site, and cause harm to any person assisting with the pump removal. The relocation of the power service should have been included with the Reuse Pumping and Storage Facilities project from the beginning. Milmir Construction Inc. has installed the underground conduits as a change to their contract. Florida Power Corporation does their own installations and has proposed to perform the work for the lump sum price of$6,992.72. This is less than their original estimate of$10,000, with the reduction based upon seeing Milmir's work after installation. In addition, by the City paying for this work direct, we are realizing a savings of the contractor markup on this work. This work will be paid for as part of the Reuse Pumping and Storage Facilities project under the 1997 Utility Bond Issue. I recommend that the City Commission accept Florida Power Corporation's proposal in the amount of $6,992.72, and authorize the Mayor and City Clerk to execute the Authorization and Agreement. Pow ,.
