Shira, P.E., City Engineer/Utilities Director SUBJECT: Proposal from Burton & Associates At the February 1, 2000 City Commission meeting, Mr. Michael Burton was asked to provide us with a proposal to perform a water usage analysis. This analysis will provide information about actual water consumption patterns in the city, and this information will be used to help determine appropriate water and reclaimed water rates. Attached is a proposal provided by Mr. Burton to perform the water usage analysis. Also attached is a schedule for the completion of this work and the development of proposed water and reclaimed water rates. The proposed fee of $14,020.00 will be funded by a transfer from the Wastewater Reserve for Contingency account, which has a current balance of $80,000.00. I recommend that the City Commission authorize Burton & Associates to proceed with the work outlined in their proposal dated March 7, 2000 for a not-to-exceed fee of $14,020.00, and authorize the transfer of $14,020.00 from Wastewater Reserve for Contingency to the appropriate operating account. Lakeshore Drive Ocoee, FL 34761-2258 Re: Water and Wastewater Rate Study - Additional Services Authorization Dear Mr. Shira: As requested, I have prepared this proposed Additional Services Authorization request to perform the above referenced analysis. This analysis is necessary to determine an accurate water usage profile for the City's water customers in order to properly construct the reclaimed water rate system included in the water and wastewater rate study. This information is also necessary to evaluate the appropriate water rate structure for the City with regard to its overall water conservation program. I have included a Project Workplan & Cost Estimate schedule for these additional services. This schedule shows that successful completion of this additional work will require approximately 120 hours for an estimated fee of$12,745 plus a 10% contingency allowance for unforeseen issues regarding the data analysis required of$1,275 for a total estimated additional cost of$14, 020. This additional work will be performed as part of the ongoing water and wastewater rate study and as such is necessary to successfully complete that project in such a way as to be accurate and to properly structure the reclaimed water rate program and water rates. Lakeshore Drive Ocoee, FL 34761-2258 • Re: Water and Wastewater Rate Study Dear Jim: It was good to speak with you today regarding the status of the above referenced project. This letter will summarize the status of the various elements of the project and set forth a proposed schedule for its completion. On February 1, 2000, we presented the results of the revenue sufficiency analysis portion of the project to your City Commission. If you will recall, the results of that analysis indicate that the City can fund its proposed capital improvement program(exclusive of reclaimed water capital projects) and its projected operations and maintenance costs for the next five years(FY 2000 - FY 2004)with no increases in its water and sewer rates. During that inecting we also discussed the need to conduct a water usage profile analysis to determine the water usage profiles of Ocoee's water customers. This analysis is necessaty to determine an accurate water usage profile for the City's water customers in order to properly construct the City's reclaimed water rate system, including the impact upon water usage in the form of loss of water billing units and the resultant impact upon the water rates to remain revenue neutral. This irillimation is also necessary to evaluate the appropriate water rate structure for the City with regard to its overall water conservation program. Dr. Don Brandes, of the St. Johns River Water Management.District also spoke to this issue and strongly recommended that the City proceed with such a water usage profile analysis to accurately access these water usage issues. We subsequently sent you a proposal to conduct a water usage profile analysis and arc awaiting approval to proceed. in the meantime, as we discussed today, we can and will develop draft reclaimed water rates and projections of the impact of reuse substitution upon potable water rates using industry standard potable and irrigation water usage data. We will use water usage profile data from other cities in Florida where we have developed reclaimed water rates as industry standard data. March 28, 2000 Page 2 We can complete the development of the draft reclaimed water rate program using industry standard data by the end of April, 2000, We can complete the water usage profile analysis within approximately 45 days of receipt of a notice to proceed. Upon completion of the water usage profile analysis, we can complete the final reclaimed water rates and develop a recommended water conservation potable water rate structure within approximately 30 days. Therefore, assuming receipt of an authorization to proceed with the water usage profile analysis by mid April, the remaining project milestones would be as follows: Task Completion pate Develop draft reclaimed water rates using industry standard data April 28, 2000 Receive authorization to proceed with water usage profile analysis April 18,2000 Complete water usage profile analysis May 31, 2000 Develop final reclaimed water rates with Ocoee water usage profile data Juno 30,2000 Develop conservation rate structure for potable water rates June 30,2000 I trust that this project status summary will serve to provide an acceptable framework and plan for completion of the study. if this plan is acceptable to the City, please contact me and we can schedule specific dates for the staff work sessions and City Commission workshops that will be necessary to complete the above referenced tasks and present the results to your City Commission. }- I look forward to working with you during the completion of this important project.
