Preliminary Subdivision Plan

ISSUE:
Should the Mayor and City Commission approve the Preliminary Subdivision Plan for Remington
Oaks?
BACKGROUND:
Remington Oaks will include a total of 140 single family residential lots, located roughly a quarter
of a mile east of Clarke Road, on both the north and south sides of Hackney Prairie Road. The
recreation area for the project and 21 of the total 140 lots are to be located south of Hackney
Prairie Road with the rest of the lots north of Hackney Prairie Road.
The portion of Remington Oaks located north of Hackney Prairie Road will have three points of
access - one from Hackney Prairie Road to the south, one from the adjacent Prairie Lake
Subdivision(Phase 2)to the north, and one from the proposed Prairie Lake Subdivision (Phase 3)
to the west. The site is currently vacant and covered with a large number of trees (mostly oaks).
During review of the Final Subdivision Plans, Staff will do everything possible to ensure that as
many trees as possible will be preserved in this subdivision. General Note # w) on Sheet 6 clearly
indicates that, except for trash trees, tree removal will be limited to clearing of road right-of-way
and retention areas.

Tract 'A', which includes a portion of Lake Hackney and associated 100 year flood plain, will be
dedicated to the City with the plat. Tract `B', which holds a large retention pond, will also be
dedicated to the City because most of that pond will be treating storm water run off from
Hackney Prairie Road.
DISCUSSION:
The proposed Preliminary Subdivision Plan for Remington Oaks was reviewed by the
Development Review Committee (DRC) on July 15, 1997. The Committee voted unanimously to
recommend approval of the proposed Preliminary Subdivision Plan. All concerns of City Staff
and our consultants have been satisfactorily addressed in these plans.
PLANNING & ZONING COMMISSION MEETING AND RECOMMENDATION:
On August 12, 1997, the Planning and Zoning Commission held a de novo public hearing on the
Preliminary Subdivision Plan for Remington Oaks. During the public hearing, the developer's
representatives were present and answered a few questions. The Mayor was also present as well
as an adjacent property owner and their questions were answered by staff and the developer's
agents. There was no opposition to the proposed subdivision,but there was concern about saving
as many trees as possible. Staff indicated that a note regarding tree protection was placed on the
Preliminary Subdivision Plan and when the Final Subdivision Plan is reviewed, Staff will do
everything possible to ensure that as many trees as possible will be preserved in this subdivision.
After a brief discussion, the Planning and Zoning Commission voted unanimously to recommend
approval of the Preliminary Subdivision Plan for Remington Oaks.
STAFF RECOMMENDATION:
As indicated above, the Development Review Committee recommended approval of the
Preliminary Subdivision Plan for Remington Oaks. The Planning and Zoning Commission also
recommended approval of the proposed subdivision. Based on the recommendation of the DRC
and the Planning and Zoning Commission, Staff respectfully recommends that the Mayor and
City Commissioners approve the Preliminary Subdivision Plan for Remington Oaks as date
stamped received by the City on July 29, 1997.
