Preliminary Subdivision Plan

ISSUE:
Should the Mayor and City Commission approve the Preliminary Subdivision Plan for Prairie
Lake Subdivision, Phases 3, 4 & 5?
BACKGROUND:
Prairie Lake Subdivision, Phases 3, 4 & 5 will include a total of 70 single family residential lots,
located on the east side of Clarke Road,just north of Hackney Prairie Road. The subdivision will
also include one commercial lot (4.36 acres) to be located at the northeast corner of Clarke Road
and Hackney Prairie Road.
Prairie Lake Subdivision, Phases 3, 4 & 5 will have three points of access - one from the adjacent
Prairie Lake Subdivision (Phase 1) to the north, one from Hackney Prairie Road to the south, and
one from the proposed Remington Oaks subdivision to the east. The site is currently vacant and
covered with a large number of trees(mostly oaks). During review of the Final Subdivision Plans,
Staff will do everything possible to ensure that as many trees as possible will be preserved in this
subdivision. General Note # 11 clearly indicates that tree removal will be limited to clearing of
road right-of-way and retention areas as detailed in the Final Subdivision Plans.

The land in Phase 5 of this subdivision currently has a Comprehensive Plan Future Land Use
designation of Commercial. During the next few months a Comprehensive Plan Amendment will
be processed which, if approved, will change its designation from Commercial to Single Family
Residential. A Zoning Map Amendment will also be processed which, if approved, will change its
zoning from C-1 to R-1-A. General Note # 15 on Sheet 1 of the Preliminary Subdivision Plan
indicates that the developer is aware that the approval of Phase 5 is subject to approval of the
Comprehensive Plan Amendment and Zoning Map Amendment for the subject property.
DISCUSSION:
The proposed Preliminary Subdivision Plan for Prairie Lake Subdivision, Phases 3, 4 & 5 was
reviewed by the Development Review Committee (DRC) on July 24, 1997. The Committee
voted unanimously to recommend approval of the proposed Preliminary Subdivision Plan. All
concerns of City Staff and our consultants have been satisfactorily addressed in these plans.
However,the Commission is reminded that approval of Phase 5 is subject to approval of a Comp-
rehensive Plan Amendment and a Zoning Map Amendment which will be processed during the
next few months. Applications for those amendments have been submitted and at this point, we
anticipate that they will be reviewed by the Commission in January 1998. If the necessary
amendments are not approved, Phases 3 and 4 will be developed to stand alone.
PLANNING & ZONING COMMISSION MEETING AND RECOMMENDATION:
On August 12, 1997, the Planning and Zoning Commission held a de novo public hearing on the
Preliminary Subdivision Plan for Prairie Lake Subdivision, Phases 3, 4 & 5. During the public
hearing, the developer's representatives were present but did not speak because staff was able to
answer all the questions asked by the Commission. There was no opposition to the proposed
subdivision, but there was concern about saving as many trees as possible. Staff indicated that a
note regarding tree protection was placed on the Preliminary Subdivision Plan and when the Final
Subdivision Plan is reviewed, Staff will do everything possible to ensure that as many trees as
possible will be preserved in this subdivision. After a brief discussion, the Planning and Zoning
Commission voted unanimously to recommend approval of the Preliminary Subdivision Plan for
Prairie Lake Subdivision, Phases 3, 4 & 5.
STAFF RECOMMENDATION:
As indicated above, the Development Review Committee recommended approval of the
Preliminary Subdivision Plan for Prairie Lake Subdivision, Phases 3, 4 & 5.The Planning and
Zoning Commission also recommended approval of the proposed subdivision. Based on the

recommendation of the DRC and the Planning and Zoning Commission, Staff respectfully
recommends that the Mayor and City Commissioners approve the Preliminary Subdivision
Plan for Prairie Lake Subdivision, Phases 3, 4 & 5 as date stamped received by the City on
July 31, 1997.

OCOEE PLANNING AND ZONING
COMMISSION will hold a PUBLIC
HEARING on August 12, 1997 at their
regular session to begin at 7:30 p.m
and the OCOEE CITY COMMISSION
will hold a PUBLIC HEARING on August
19.1997 at their regular session to be-
gin at 7:15 p.m.Both public hearings
will be held at their specified times,or
as soon thereafter as possible,in the
Commission Chambers, Ocoee City
Hall, 150 North Lakeshore Drive,
Ocoee, Florida to consider approving
the PRARIE LAKES SUBDIVISION,
PHASES 3,4&5.The site is located
on the northeast corner of the intersec-
tion of Clarke Road,and Hackney Prar-
ie Road.
The complete project file,including a le-
gal description of the subject property,
may be inspected at the Ocoee Plan-
ning Department, 150 North Lakeshore
Drive,between the hours of 8:00 a.m.
and 5:00 p.m.Monday through Friday,
except legal holidays.
The Ocoee Planning and Zoning Com-
mission or Ocoee City Commission
may continue the public hearings to
other dates and times as they deem
necessary.Any interested party shall be
advised that the dates,times,and plac-
es of any continuation of these or con-
tinued public hearings shall be an-
nounced during the hearing and that no
further notices regarding these matters
will be published.
Interested parties may appear at the
public hearings and be heard with re-
spect to the application.Any person
who desires to appeal any decision
made during the public hearing may
need a record of the proceeding and
for this purpose may need to ensure
that a verbatim record of the proceed-
ings is made which includes the testi-
mony and evidence upon which the ap-
peal is based. Persons with disabilities
needing assistance to participate in ay
of the proceedings should contact the
