ISSUE:
To have the proposed Public Works Site at 370 Enterprise Street survey and
Environmental Assessment Phase 1 up-date report approved for the purposes of
proceeding with the acquisition of the subject property.
BACKGROUND:
Commission direction was given at the regular commission meeting of May 20,
1997 for the Public Works Director to proceed with negotiations for the purpose
of acquiring the property at 370 Enterprise Street to serve as the new Public
Works Facility. A signed agreement has been obtained by the City Attorney. To
begin condemnation action it is necessary to obtain a survey of the subject
property and an update of the Phase 1 Environmental Site Assessment (ESA)
report completed in mid-1994 by Universal Engineering Sciences.
Quotes for surveying services were received from Southeastern Surveying &
Mapping Corp., $950, and GAI Consultants, $1,550.
RECOMMENDATION:
Staff recommends approval for Universal Engineering Sciences to provide an up-
dated phase 1 Environmental Assessment report at a cost of $1,500 and
Southeastern Surveying & Mapping Corp. to provide surveying services at a cost
of $965.

GAI-SE will provide the mentioned survey and above ground improvements per the Florida Adopted
Minimum Technical Standards for Land Surveying for a lump sum fee of$1,550.00.

Dear Mr. Corwin:
Universal Engineering Sciences, Inc. (UES) is pleased to submit our proposal to conduct an
update of our Phase I Environmental Site Assessment (ESA) report completed for Rick Masney
Trucking in mid-1994 (UES Project No. 17829-001-01). Our report will include a summary of the
Contamination Assessment work recently completed by UES for the Florida Department of
Environmental Protection as designated by the Logan Family Trust.
We will also provide you with a rough cost estimate for completion of remaining assessment and
cleanup activities associated with petroleum product contamination previously identified at the
site. This rough cost estimate will be provided under separate cover, or if you prefer, could be
incorporated into the text of the Phase I ESA report. The intent of this rough cost estimate is to
determine if the total cost of cleanup activities (including those already completed) should be
anticipated to exceed $300,000.00.
SCOPE OF WORK
The Phase I ESA Update will follow ASTM E 1527-94 and will include: (1) a review of
environmental records to assess past uses and the potential for past on-site hazardous waste
disposal; (2) a site reconnaissance to evaluate existing site conditions; (3) review of historical
aerial photographs and land uses; and (4) a written report that documents work performed, the
results of the assessment, and our conclusions and recommendations.
The scope of work does not include an evaluation of asbestos, site geotechnics (soils,
foundations, site retention, etc.) or construction materials testing. Universal Engineering
Sciences can provide these additional services, and we would be pleased to develop an
appropriate scope of work and cost estimate for these services, if you wish.
SCHEDULE
We understand the time sensitive nature of this investigation. As we understand it, you will need
our report within two weeks from the date of authorization. If your schedule needs should change,
please advise us.

PROPOSAL
We propose to conduct the Phase I Environmental Assessment Update in accordance with our
General Conditions for a fee of$1,500. This fee proposal shall remain effective for sixty days.
If you should require more than sixty days to formally authorize us to proceed, we request that
you permit us to update our proposal to account for any changes in costs. A Work
AOthorization/Proposal Acceptance form is attached for signature. Please return one signed copy
and we will proceed.

PROPERTY ENVIRONMENTAL ASSESSMENT
Universal's project approach provides increasingly detailed data in a series of phases. This approach gives
the client an "early warning" of potentially serious hazardous waste problems and permits decision points at
the completion of each Phase. Through our cost-effective approach, the client is able to use existing
information for critical decisions on whether to proceed with either more detailed studies or site acquisition. This
assessment should become part of your due diligence for all commercial and industrial real estate transactions.
PHASE I - Preliminary Environmental Site Assessment
* Review historical land use activities and ownership of the subject property.
* Examination of historical aerial photography.
* Review of site and nearby property by environmental scientist/engineer.
* Regulatory agency file review.
* Summary report to recommend appropriate action.
PHASE II - Preliminary Contamination Assessment
* Based on Phase I results, analyze soil and groundwater samples at selected locations for key chemical
indicators of hazardous waste.
* Report describing detected chemicals, state or federal action levels, and recommended actions.
PHASE III - Contamination Assessment Report
* Assess the full extent of contamination and analyze soil and groundwater samples for specific chemical
contaminants.
* Perform detailed soil and hydrogeologic investigations.
* Prepare contamination assessment report and recommendations for cleanup approach.
