This change order request was initiated by City staff to provide landscaping replacement under an existing agreement with the property owners and to provide a better looking finished product to two residents in the area. The items included in this change order are: Item 2-A - Sod Replacement at 756 Licaria Drive As a part of the landscaping replacement program associated with the drainage problems in the Amber Ridge Subdivision, 756 Licaria Drive is to receive sod replacement under that program. There are three areas within the yard, that were not affected by the underdrain installation, which need to have the existing sod(crab grass, weeds, etc.) removed, the area graded and new Bahia sod installed. Item 2-B - Yard Drain Rehabilitation at 1962 and 1976 Key Lime Street The yard drain installed in the backyard at 1962 Key Lime Street was installed approximately six to nine inches below the surrounding yard and graded to collect surface drainage. The property owner is now requesting that the area be graded to level now that the underdrains are keeping the surface runoff from ponding in their backyard. The easiest solution is to cover the yard drain THE PRIDE OF WEST ORANGE with filter fabric and fill the area with course sand and gravel to level and cover with sod. This solution will still allow surface runoff that may collect in this area to percolate into the ground and into the yard drain. The underdrains installed in the backyard at 1976 Key Lime Street included graded swales over the underdrains to aide in the collection and removal of the surface runoff. Some of the underdrains in this yard cross the backyard and some are approximately five to ten feet off the property line. The graded swales would be acceptable if they were located along the property lines, but the owner has expressed safety concerns since they are located within their yard. The solution will involve cutting and removing the existing sod, covering a yard drain with filter fabric, regrading to remove the swale and replacing the existing sod. Approximately 150 linear feet of swale will be affected. The total cost for these two changes will not exceed $ 5,000. The majority of the extension in the contract time involves bringing the completed project forward to current and adding three weeks to complete the required work. This project will be completed by September 8, 1997. The overall time extension will require one hundred eighty-nine days to be added on the contract time. Approximately $ 1,500 of this cost will come from the authorization for the landscaping replacement. The remainder of the cost will be come from the project's construction contingency. This change order was not fully executed to be included with this staff report. The change order will be ready by the commission meeting on Tuesday night. I recommend that the City Commission approve Change Order No. 2 with Fossitt Groundwork, Inc. by increasing the contract amount by the not to exceed amount of$ 5,000.00, with an extension in contract time of one hundred eighty-nine days, and authorize the Mayor and City Clerk to execute Change Order No. 2.
