ISSUE
Should the Honorable Mayor and Board of City Commissioners approve the temporary closing
of public street for the purpose of a Block Party?
BACKGROUND/DISCUSSION
In order to temporarily close a public street, the approval of the Honorable Mayor and Board of
City Commissioners is required. Ms. Lori Dickey has made application to the City for a Special
Events Permit for a Block Party that would require the temporary closing of a City owned street.
The event will be held on April 22, 2000, from 8am until 11pm. The street to be closed is Sandy
Beach Drive. See attached location map.
STAFF RECOMMENDATION
Staff respectfully recommends approval with the following requirements: 1) Road blocking must
be done with proper barricades; 2) An emergency lane must be maintained during the time the
event has the street blocked; and, 3) All residents that will be affected by the road blockage must
be notified in advance.

of public street for the purpose of an Arts and Crafts Sale?
BACKGROUND/DISCUSSION
In order to temporarily close a public street, the approval of the Honorable Mayor and Board of
City Commissioners is required. Ms. Elizabeth Maguire has made application to the City for a
Special Events Permit for an Arts and Crafts Festival that would require the temporary closing of
a City owned street. The event will be held on April 29, 2000, from 9am until 3pm. The street to
be closed is Oakland Avenue. Oakland Avenue will be closed from 6am until 9am. See attached
location map.

Lakefront and Municipal Complex- RFQ#0003
ISSUE:
Should the Honorable Mayor and City Commissioners direct Staff to enter into contract
negotiations with Spillis Candela DMJM to provide Master Planning Services for the
Lakefront and Municipal Complex?

BACKGROUND:
At the direction of the Mayor and City Commissioners, a Selection Committee was
established to evaluate consulting firms to help prepare a Master Plan for the Lakefront
and Municipal Complex. The following persons were appointed to that Committee:
Mayor Vandergrift; Russ Wagner, Director of Planning; Wanda Horton, Finance Director;
Jim Shira, City Engineer/ Utilities Director; Bob Smith, Public Works Director; and Bruce
Nordquist, Recreation Director.
After meeting to discuss the scope of the planning effort, a Request for Qualifications
(RFQ) was prepared and advertised. Six firms responded to the RFQ. The top three
firms from that list were selected by the Committee based upon a numerically weighted
scale and invited for an interview.
Each of these firms are supplemented by other consultants as part of their proposed
master planning team to provide a range of architectural, landscape architectural, urban
design and civil engineering services.

DISCUSSION:
On April 10, 2000, the Selection Committee conducted interviews with each of the top
three consultant teams. During these interviews, it was the Committee's intent to
evaluate and determine which firm offered the best mix of professional services geared
to the needs of the City. Due to the City's need for additional planning services for
design of the park/school complex south of Moore Road, as well as for the Coke
property, the Selection Committee also evaluated each firm's capability to quickly
respond and undertake these projects as well.
After careful consideration, the Selection Committee unanimously ranked the finalists in
the following order:
Spillis Candela DMJM
OBM Miami, Inc.
VOA Associates, Inc.
Due to the nature of the work, it was the Committee's decision that only one firm should
be hired to be the City's Master Planning Consultant for the lakefront and other park
planning projects. The clear choice of the Committee in this regard was the Spillis
Candela DMJM team comprised of Herbert Halback, Inc. and Vanasse Hangen Brustlin,
Inc. All of these firms have local offices and are very familiar with the City of Ocoee.
SELECTION COMMITTEE RECOMMENDATION:
Based upon the results of the review process, it is the Selection Committee's unanimous
recommendation that the Honorable Mayor and City Commissioners approve the
selection of Spillis Candela DMJM and direct Staff to enter into contract negotiations for
Master Planning Services for the Lakefront Master Plan and other community
improvement projects as approved by the City Commission.
